00:47:58.140 payment. Why? Well, because there's a fixed growth rule introduced by the Harper government in 2009
00:48:04.840 that ensures that payments grow roughly in line with the economy, even if the gap between richer
00:48:10.280 and poorer provinces shrinks, and the result is total equalization payments before adjusting
00:48:15.340 for inflation increased by 19% between 2015-16 and 2020 and 2021, despite the gap in fiscal
00:48:23.820 capacities between provinces shrinking during this time. Bottom line is you would have to open
00:48:31.300 up the Constitution, kind of like they tried with the Meach Lake Accord and then the Charlottetown
