00:21:55.080 right now in Belleville? I would say that this is the crux of poor policy and poor decision
00:22:06.540 all come to a head all at the same time. You have a legal system that's incredibly soft on crime and
00:22:20.160 on criminals. You have a mental health system that's, quite frankly, failing taxpaying and
00:22:26.980 non-taxpaying citizens here in Ontario. And things are kind of at their breaking point.
00:22:34.480 This is the result. You have people that are unmedicated, unwell, and they're medicating
00:22:39.960 themselves with drugs on the street. Fentanyl, they're using fentanyl because they don't want
00:22:46.060 to feel anymore they're defeated he tells us he's been watching things go from bad to worse
00:22:51.400 knows most people by name either because he's tried to save them or because he's arrested them
00:22:56.480 over and over again i mean if i charge someone for theft or mischief they go to the courthouse
00:23:02.560 they get released because they're trying to fund their addiction if i take them to the hospital
00:23:09.360 they don't get held because they're in a drug-induced psychosis it just seems that there's
00:23:15.200 just nowhere for these people to go we ask him about those concerns that the residents brought
00:23:19.760 up about the thefts the break-ins the vandalism it's either i bring them to court get them charged
00:23:26.200 or charge them and they're not held accountable for the criminal act that they're doing um and
00:23:34.060 again i think it's because of out of reasons of compassion um but then they're also not being
00:23:42.320 institutionalized. I could introduce you to a couple people, probably at 60 Bridge, who
00:23:48.280 would ramble on and make no sense, would not be able to have a full-fledged conversation like you
00:23:53.700 or I are having right now. And that's because of their mental health issues. And for me not to be 0.78
00:23:59.540 able to bring someone to a place that can actually look after that person. Because right now, that
00:24:06.080 type of a person cannot look after themselves and they are being left on the street that is
00:24:12.560 frustrating picking up the same people for the same crimes day after day he says he tries to
00:24:18.280 get them help instead of laying charges but there is no help anywhere so after a few arrests
00:24:24.340 eventually it comes to a head where we're charging people for the crimes that they're committing
00:24:28.280 smashing windows thefts um all the things that probably you're hearing are affecting the downtown
00:24:34.900 area and we're sending them to the courts and the courts are essentially saying this person may be
00:24:43.040 doing these things because they're in the midst of a mental health crisis and that would bring
00:24:48.840 us to our bail system. So our bail system, people are getting released left, right and center for
00:24:57.380 the same crimes over and over and over again. Has the system failed you, your city?
00:25:03.140 I think that the system's failed a lot of communities, not just Belleville.

00:26:10.020 safe at all. Unsafe supply, not helping people. A place to go and do drugs where you will not be

00:26:29.760 would see in the worst part of your city or town. And the government employees don't want to be a
00:26:36.060 heart of it. They don't go near these people for fear of being jabbed by a needle that might be
00:26:40.900 infected with HIV, HPV, who knows? So they stay in the back, talking to their friends who also
00:26:48.620 work there, collecting their government salaries. Well, the drug addicts just shoot up, shoot up,
00:26:55.160 shoot up. That is what the Trudeau government has put upon us for the last five years. And of course,
