00:10:11.180 by our government to better protect freedom of speech and expression. Albertans value free
00:10:16.380 speech, the right to freely express our beliefs without being censored by others, most especially
00:10:21.100 by government. A diversity of opinions and beliefs is one of the hallmarks of a free, healthy, and
00:10:26.560 democratic society. Many of the greatest ideas and advancements in history started out as
00:10:31.700 non-conventional and controversial ideas that became popular and mainstream only after brave
00:10:36.840 women and men were able to convince their fellow citizens of their value. Albertans should never
00:10:42.000 be discouraged from holding a wide array of political ideological and social views or from
00:10:46.700 expressing their opinions on all kinds of topics fair-minded and reasonable disagreements and
00:10:51.540 debate are essential to a healthy public discourse because they allow for individuals to hear all
00:10:57.100 sides of a debate before making their own judgments as what they believe to be true the importance of
00:11:03.060 free speech and the marketplace of ideas to healthy democracies is nothing new and yet there are some
00:11:08.780 troubling trends that we're seeing around the world where several governments and governing
00:11:13.100 bodies believe it is appropriate for them to determine what is true and what is misinformation
00:11:17.340 and to restrict the speech of those who disagree with them. Sadly we've seen this trend in Canada
00:11:23.120 over the last several years as professional colleges and other regulating bodies have been
00:11:27.460 exerting their authority far beyond their legitimate mandate by attempting to regulate
00:11:32.360 the personal beliefs and political opinions of the doctors, lawyers, psychologists and other
00:11:37.060 professionals they oversee. The Law Society of Alberta and the College of Physicians and
00:11:41.180 Surgeons, as examples, have a very important role to play. They protect the public interest by
00:11:46.140 setting standards of competence, so Albertans can be confident in the services professionals
00:11:51.200 provide. They also set standards of conduct, integrity, and financial governance, ensuring
00:11:56.000 that professionals uphold the trust placed in them and don't misuse their positions to take
00:12:00.840 advantage of others. Those are the appropriate responsibilities of professional regulatory
00:12:05.660 bodies. However, what professional governing bodies must not involve themselves in is regulating the
00:12:11.880 speech and beliefs of their members outside of their professional duties. What a doctor or lawyer
00:12:16.540 believes or says about politics or religion is not a reflection of their competency to practice
00:12:21.240 medicine or law. We would like to share with you some troubling examples of what we've observed
00:12:26.860 across the country in this regard. A nurse facing discipline for making comments on Facebook,
00:12:33.060 critical of the care her grandfather received at a long-term care facility,
00:12:36.840 had to pay over $20,000 in fines and costs.
00:12:39.840 Now, eventually, that decision was overturned,
00:12:41.860 but she had to fight all the way to the Court of Appeal to do so.
00:12:45.120 A doctor who spoke in church and sent a letter to her archbishop
00:12:48.120 about the way that communion was performed in her church
00:12:51.180 was investigated and issued a caution by her professional regulator
00:12:54.740 after another churchgoer complained that the doctor
00:12:57.700 hadn't mentioned the alleged health risks of the communion procedure.
00:13:02.640 the law society of ontario established a requirement that all lawyers create a so-called
00:13:07.600 statement of principles which compels lawyers to state their commitment to various ideological
00:13:12.320 values and principles dictated by the regulator in a case that many of you may be familiar with
00:13:17.920 alberta's own dr jordan peterson a licensed ontario psychologist and world-renowned author and
00:13:23.680 philosopher is being forced by his regulatory body into social media re-education for controversial
00:13:29.600 political comments he made on twitter that had nothing to do with his practice as a psychologist
00:13:34.480 and were based on complaints from people who had never been his patients and who he had never met
00:13:39.440 in alberta many professionals have been investigated and or disciplined for expressing
00:13:44.320 their political or policy opinions outside of their professional practice they're often
00:13:49.440 subjected to a long burdensome and expensive disciplinary process based on bad faith complaints
00:13:54.800 from people they have never dealt with professionally where they're forced to waste
00:13:58.800 months and years of their life and spent large amounts of their personal savings in defending
00:14:03.280 themselves even if the complaint is ultimately dismissed in our ucp government's view it is not
00:14:08.320 appropriate for this government or any professional regulatory body to compel albertans to some
00:14:13.440 official version of truth george orwell's fictional 1984 should remain fiction to ensure the government
00:14:19.840 of alberta better respects the rights of albertans we will introduce amendments to the alberta bill
00:14:24.000 Bill of Rights this fall, as previously announced. And to ensure our professional regulators stay
00:14:29.480 within their mandates, our government is launching a review of Alberta's regulated professions to
00:14:34.580 ensure the freedom of speech, expression, and belief of their members is adequately protected.
00:14:40.380 And we will bring legislative changes next year to ensure that professional regulatory bodies
00:14:44.780 are limited to regulating their members' professional competence and conduct,
00:14:48.880 and not their speech. But before we make any legislative changes in this regard,
00:14:53.400 We will be engaging with Alberta's professional regulatory bodies and professionals to gather their input.
00:15:00.620 We will be gathering information on whether regulatory oversight is going beyond professional competence
00:15:05.660 and conduct in areas related to freedom of belief, opinion and expression,
00:15:11.700 mandatory training not related to professional competence,
00:15:15.180 and vexatious and bad faith complaints, amongst other issues.
00:15:18.300 Albertans must have confidence in the competence and ethical practice of regulated professionals.
00:15:24.100 And regulated professionals must also have the freedom to hold and express their personal beliefs and opinions,
00:15:29.740 most especially in situations outside their professional role.
00:15:33.680 And that is what this review will be about.
00:15:35.860 Once this consultation is complete, our government will identify any needed legislative changes necessary to achieve these objectives.

00:19:04.240 there, Lisa Raitt. She's no longer in office. And I think they all work for green consulting firms 1.00

00:22:35.520 they had not yet done that in any capacity for either caucus or canadians do you think they need

00:22:46.460 all need to i think all three parties are in some way not speaking to canadians i mean you've got

00:25:05.380 really nice to see you tonight i appreciate you making the time uh gary i'll start with you as i
00:25:09.940 as i read out one of your titles there as the director of climate group i i thought it was an
00:25:14.020 interesting day just given all these advisories to talk about the debate around uh climate change
00:25:20.260 and really how much we do and what we do to address it.
00:25:24.180 Do you think that Mr. Polyev's message is resonating
00:25:27.920 given the current cost-of-living crisis a lot of people are facing?
00:25:32.640 Well, I think the message on climate is being delivered
00:25:37.340 every hour in our neighbourhood of North America.

00:25:46.340 And, you know, I remember a couple of years ago,
00:25:48.280 there was a wonderful report out of the Pew Research Group in the United States when I was
00:25:53.040 ambassador that called the boreal forest in Canada the lungs of North America.
00:26:00.100 And certainly that is not the situation today. But it's not just the wildfires, which are,
00:26:06.160 as you stated, are crossing borders and moving south as we speak. It's also the extreme heat
00:26:14.800 She's not stopping him and making him prove that these extreme weather events, which, by the way, have happened since the beginning of time, are because of man-made climate change.

00:28:01.440 Well, one of my missions is to turn on its head the idea that carbon dioxide is a pollutant
00:28:07.460 and somehow dangerous when in fact it is the most important nutrient for all life on earth
00:28:13.060 and without it this would be a dead planet. So I say not only is carbon dioxide good it is essential
00:28:19.280 and it's a good thing that we are putting some more carbon dioxide in the atmosphere
00:28:23.840 because it was running low before we came along. CO2 we know its benefits for plants but it is a
00:28:30.060 known greenhouse gas and we're pumping too much of it in leading to global warming. Well actually
00:28:36.040 it may be a known greenhouse gas, but it's not known how strong it is in terms of changing the
00:28:41.740 Earth's temperature. And so far in this century, there has been zero warming from a statistically
00:28:47.780 significant basis, and the UK Met Office says so. Yet one third of all human CO2 emissions
00:28:54.100 have been put into the atmosphere in the last 18 years. So it doesn't look like a lockstep
00:28:59.300 causal relationship between increasing CO2 and warming of the Earth. Are you seriously suggesting
00:29:05.340 We should be pumping more stuff in, polluting the earth more, building more coal-fired power stations
00:29:10.700 just so we can make sure that the CO2 levels are good?
00:29:14.080 No, I'm not, because we're putting plenty of CO2 into the atmosphere.
00:29:18.360 We don't need to do it this quickly, but if we bring it up to a higher level than it is today,
00:29:23.040 we will get immediately an increase in the growth of crops and trees, which is not a bad thing.
00:29:28.740 In the long run, though, it doesn't matter if we bring it down quite a bit.
00:29:32.680 And so that's why I'm supportive of nuclear energy and of natural gas.
00:29:37.920 This tendency to go in the rich countries to wind and solar is a giant waste of money.
00:29:43.060 Those wind farms will rust in place, and there is no fun to decommission them
00:29:47.480 when they either wear out or we decide how ridiculous it is
00:29:50.880 to spend so much money for so little electricity that isn't even reliable.

00:30:06.600 They're not wrong to base their energy policy on cost-effectiveness,
00:30:10.180 on pollution control, which is why moving from coal to gas makes sense if you have it.
00:30:14.720 But India has coal, and India has 300 million people with no electricity.
00:30:19.700 What do we expect them to do?
00:30:21.540 Of course they're going to build coal plants,
00:30:23.380 but India is also building a lot more nuclear plants than the UK is right now,
00:30:27.660 and it doesn't have the emissions of a coal plant.
00:30:30.320 And China is building huge hydroelectric dams, which don't have the emissions of coal plants.
00:30:36.060 So many of these countries are doing their bit without wasting all this money on wind and solar energy,
