00:43:18.680looked into the interim order that we had contacted so here i am as the only one i know
00:43:24.140of in canada that's looked at this issue but it's so pressing that we felt the need
00:43:28.440to put this evidence in front of the commissioners and the public but have those caveats in place
00:43:34.620So to my background, I was called to the Bar of British Columbia in February of 1995 and have been a member in good standing ever since.

00:43:55.120Now, one thing that people need to understand, you cannot get to the risk-benefit analysis unless you've established the safety profile, unless you've established whether it works.
00:44:09.080Like, if you haven't gotten there, you can't do a risk-benefit analysis and pretending that you can as a fraud.
00:44:16.380The Trudeau government made a political decision that they wanted all of Canadians to become vaccinated.
00:44:23.280and and and i say this with and i'm going to use this intermortar as an example but
00:44:29.920i mean we live through mandates so we had the federal government tell us that we couldn't fly
00:44:37.060or go on a train unless we had a vaccine they told us that we could not be federal civil servants or
00:44:42.940contractors for the federal government unless we took the vaccine they used fiscal and other means
00:44:49.340to encourage provinces to follow suit and to encourage private industry to follow suit.
00:44:56.760And we've had public health officers, both provincially and federally,
00:45:00.240say the mandates were in place to encourage people to get vaccinated.
00:45:04.400So we know there's a political decision to try and get every Canadian vaccinated.
00:45:10.780Well, we have a problem with our regular drug test,
00:45:13.780because if we're going to apply the regular drug test to the COVID vaccines,
00:45:18.240they have to be able to pass that test and um but if you're making a political decision then you
00:45:25.960you've you've got to come up with another test so on september 16th 2021 an interim order was made
00:45:33.380now our food and drug act section 31 decimal one has a provision that allows the minister of health
00:45:40.300in certain conditions to exempt a drug or a class of drugs from the application of parts of the act
00:45:48.880and regulations and so the minister of health made an interim order under section 31 sub 1 of the food
00:45:55.820and drug act basically setting out that covid19 drugs which you know includes the vaccines don't
00:46:05.440have to go through the regular drug approval process, and it actually then created a different
00:46:11.160process, so a different set of laws that applied only to COVID-19 drugs. Every time Health Canada
00:46:18.120approves a vaccine, they create a web page for it where they put the information about the approval
00:46:24.740and other information. And I've just taken the French and English first page of the Pfizer vaccine
00:46:31.520to use as an example. And I've highlighted the first sentence. Now, I can tell you, I mean,
00:46:37.500I took these screenshots maybe last week. The date will be on the bottom of there. So it's this
00:46:44.040month. But if you had looked last month or a year ago or two years ago, as long as the Pfizer page
00:46:51.300has been up, it starts with the same sentence. And that sentence is, all COVID-19 vaccines
00:46:59.680authorized in Canada are proven safe, effective, and of high quality, and that the bold is Health
00:47:07.200Canada's bold. I put the highlighting on, but they've put this in bold. Now, I've already told
00:47:13.940you that these vaccines are proved under a test where you don't prove safety and you don't prove
00:47:20.040efficacy, so you might wonder why that language is there, but that language is political messaging,
00:47:27.660And it's essential political messaging, because if you made the political decision that you are going to have try and get every Canadian possible vaccinated, you have to have political messaging that supports the decision.
00:47:41.500And this is the minimal political messaging that will support Canadians getting vaccinated.
00:47:47.420Could you imagine if Health Canada communicated the truth that, well, the vaccines are unsafe?
00:47:55.980Or what if they said, we don't know if the vaccines are safe?
00:47:59.400That is not messaging that is consistent with getting your population to take the vaccine.
00:48:05.460What if the messaging had been, well, the vaccine isn't effective?
00:48:09.260Or we don't know that the vaccine is effective.
00:48:13.060That's not messaging that is consistent with the political decisions.
00:48:17.420to have people vaccinated. So a lot of us have been confused in the drug approval world
00:48:24.700with messaging like this. And it's just simply a failure to realize that this is political
00:48:31.320messaging that is absolutely necessary. It's essential for the political goal, which was to
00:48:38.260have us vaccinated. There's maybe a couple of other points I can make before we go on to the
00:48:43.480actual text of the legislation. So I've said, listen, you've got to prove something's safe.
00:48:48.040You've got to prove it's effective. And you have to prove the benefits outweigh
00:48:51.540the risks. But where I could strengthen this is
00:48:55.500I've put in here the words objective. So you've got to
00:48:58.720objectively be proven to be safe. And we'll go
00:49:03.500into the legislation where this is very clear. And they've got to be
00:49:06.840objectively, there's got to be objective evidence that they work.
00:49:10.420and I think I've already explained, you know, the cost benefit.
00:49:17.580You cannot, you just simply can't do that analysis unless you've proved safety,
00:49:22.220unless the risk profile is known, unless the benefits profile is known.

00:55:15.780launching public consultations this week into how canadians might use a digital dollar we've been
00:55:22.420researching a digital dollar for quite a while now said carolyn rogers the senior deputy governor of
00:55:28.040the central bank. And we're at a point where we need help from Canadians. We need to understand
00:55:33.460what Canadians want. And yet the bank maintains there is neither a need nor a plan to launch a
00:55:40.040digital loonie. So why bother with the public consultations at all? Roger says more transactions
00:55:48.520are being done digitally. Only about 20% of retail transactions are done in cash. And she says there's
00:55:55.660been a surge in interest in various digital currencies. When most people think of a digital
00:56:00.380dollar, they first think of crypto, Bitcoin, or Ethereum. What the bank is looking at is not
00:56:06.040quite crypto, but it's not quite what we generally think of as cash either. The bottom line is a
00:56:12.060digital dollar that's backed by the Bank of Canada, Rogers told CBC News, and there is Rogers right
00:56:18.340there. Such a so-called central bank digital currency have gained traction around the world
00:56:25.260dozens of central banks are researching or launching public consultations in a statement
00:56:29.800when its public consultations began the bank of canada reiterated that any decision to create a

00:57:03.400a safe and reliable currency is made available so basically it's up to the politicians she's
00:57:09.680saying here we need to have one ready in case trudeau wants to launch one tomorrow that's

00:58:04.380paragraphs now. So we want to make sure that you have an alternative digital currency that is as
00:58:09.380secure as the cash in your wallet, but digital. What? Didn't you say that there's no plans?
