00:18:10.680 through to these politicians sometimes we send emails that go unanswered for weeks if they ever
00:18:17.080 do get back to us. Try calling, you leave a message, they never get back to you. You write a
00:18:21.640 letter, they never get back to you. And if they do, it's a form letter. How can we make it so that
00:18:29.260 these politicians are more accessible to us? I mean, even on the city level, the municipal level,

00:24:30.920 criticism of the rcmp yes and you were as a general matter opposed to the coven 19 public

00:24:45.320 the RCMP, as I understand it, you've been critical of how they handled the mass casualty event in
00:24:52.140 Portapique, Nova Scotia in 2020. Is that fair? Yes, sir. Several days after that event had taken
00:25:00.320 place, I reached out to some people that I knew in the area and tried to get a sense of before I
00:25:08.160 just started speaking haphazardly without really having as much information as I could. And then
00:25:14.520 released a video um on youtube which garnered roughly anywhere between 500 000 to a million
00:25:20.680 views across various platforms um in the in the following week um i'm now going to ask you some
00:25:29.400 questions about diagonal um again referring back to the letter you sent to the senate you explained
00:25:35.640 to them that dia diagonal is a fictional country is that is that at least that's how its origin
00:25:41.240 is that fair uh yes sir right um and from the material the commission's reviewed uh diagonal
00:25:49.960 on the the origin of it was something you drew on your phone when you drew a line of over the
00:25:56.200 continent of north america from the southeast to the northwest of the continent am i describing
00:26:00.760 that correctly uh yes so the the concept was born out of a sort of a long kind of stream of
00:26:09.400 consciousness. I do a lot of analytical commentary on current events, politics, these kinds of
00:26:15.300 things. At the time, I believe it was January 2021, I observed, as many others had, the Midwestern
00:26:23.800 United States, Texas, Florida, North South Dakota, and so on, Alberta, Saskatchewan, Alaska,
00:26:28.980 geographically formed sort of an oblique line that were resistant to or handling the COVID-19
00:26:36.560 approach in a different way these are traditionally conservative areas in canada republican in the
00:26:41.360 united states so we you know kind of found it amusing that there was there was this kind of
00:26:47.120 geographical divide almost that you could find on a map and you know it became sort of a joke that
00:26:52.400 if this was a pretend place a different you know kind of parallel universe a different world and
00:26:56.320 so on and um that's that's how the concept was born the the flag you're referencing is what i
00:27:02.560 created uh in the weeks following uh on my phone just as kind of a um as a as a mechanism for
00:27:09.480 branding symbolism kind of thing for you know community members and it started to become
00:27:13.800 synonymous with um myself and the podcast kind of as a as a as i guess a branding mechanism that
00:27:20.780 people would you know display and and uh they could buy uh patches stickers and and things like
00:27:26.440 this to uh basically you know to know that they're a fan of web money so and i and i take it from
00:27:32.240 reading your letter to the senate what you just said you don't take any issue uh and you agree
00:27:35.900 that you are associated with diagonal on and the diagonal on flag yes it came out of my imaginations

00:28:40.700 some of europe australia and as i understand a stand from your letter that these uh this
00:28:48.460 community engages in regional meet and greets barbecues and family gatherings uh yes correct
00:28:55.340 sometime in the uh summer of 2021 i believe um we kind of hosted uh just people wanted to come out
00:29:05.260 and kind of kind of a meeting read with myself and some other guys and uh we had as you said
00:29:09.820 barbecue um you know i had some drinks some guys were playing guitars and so on i observed that
00:29:14.300 um there was a few dozen people that came from as far away as uh British Columbia, Ontario,
00:29:18.540 uh we met in Saskatchewan and it struck me as um in this time of a lot of people feeling very
00:29:25.260 isolated and depressed a lot of them expressed to me how much this meant for them to feel as
00:29:29.180 that they had some kind of connection and um and kinship with other people that felt the same way
00:29:34.620 as they did about the about the future and shared their fears and concerns and so on and I just
00:29:39.020 observe how much it seemed to help them and heal them and make them happy so i
00:29:44.700 began what i called a find your friends campaign so i used uh using my uh online presence and my
00:29:51.340 telegram channel and so on uh set up kind of uh regional areas or chat channels to uh facilitate
00:29:59.180 by i mean not everyone can can come all the way to saskatchewan from pdi newfoundland or so on
00:30:04.060 so if there's people um that are like-minded that are in your area that share these that are a fan
00:30:09.580 of my my podcast and so on and you'd like to meet each other and share this kind of uh this this kind
00:30:15.100 of uh activity that you could do so uh this way i was just trying to create a a you know an avenue
00:30:20.940 for them to to pursue and i encourage people to do that rather than sitting at home looking at
00:30:24.940 their screens and you know being fed you know fear and and you know what i believe is a lot of toxic
00:30:30.700 messaging on the media and television and so on and i thought it would be good for people to get
00:30:34.220 out and you know have real face-to-face human interactions and relationships again and i thought

00:44:38.560 a grassroots kind of uh movement of discontent with the federal government with um things that
00:44:43.440 have been transpiring the cost of living is is is rising social division um just a lot of the
00:44:49.920 rhetoric uh officials and stuff were using on television a lot of people were very unhappy and
00:44:54.000 having a difficult time over the past couple of years and it um basically it was i would describe
00:45:00.240 it as if i could use a metaphor of the pot had just simply boiled over and uh many people had
00:45:05.200 decided that this was going to be the time that they were going to show up and exercise their
00:45:09.120 a right to peacefully demonstrate their their discontent and their displeasure with the
00:45:13.040 performance of the federal government and when you arrived in ottawa you met people there who

01:48:42.480 they want to act similarly to the way that corporate broadcasting and larger companies
01:48:46.580 and stuff do to push whatever products, ideas, and things that they want to, they can now compete
01:48:51.860 with them in that same kind of space, I suppose. So then I take it you would agree with me that
01:48:56.800 social media has the power, both unintentionally and intentionally, to influence the actions of
01:49:03.620 others oh boy i i would say that anything that anyone is paying if you just hold on a moment

02:41:14.880 So, initially, I was supposed to work in a volunteer security capacity for a number of the doctors that were speaking out against the COVID-19 health measures and vaccinations because they had received a number of threats.
02:41:39.900 So myself and a number of other individuals with similar training in close protection, we're going to be providing a volunteer security service to them.

02:41:53.040 That was through taking back our freedoms.

02:42:29.940 so i met with the adopted trucker volunteers the following morning uh with mr chris gara was there
02:42:40.240 that was the first time i'd ever encountered him and based on what i saw from uh this small group
02:42:52.260 of volunteers that had very little time to prepare for this major major event that was about to
02:43:00.300 land in ottawa i felt that i could be better put to use in assisting them and i could pass off the
02:43:11.520 doctor security role to others and he became in charge of vip security no that so that was the
02:43:22.480 role that i passed off to others i did you have a title in this new position i get the title would
02:43:30.640 be volunteer security coordinator and then i ended up becoming a police liaison as well
02:43:37.200 and when did you start uh do you recall the date that day january 26th and
02:43:48.320 were you told how many vehicles were going to arrive in in the conway no i was not there was
02:43:57.840 you're getting varied numbers from circulating social media you know anywhere between 10 000
02:44:05.840 vehicles upwards of 50 000 vehicles i i had no idea of an accurate number and did how long did
02:44:13.920 you understand that the convoy would be staying in ottawa at that time my understanding was that
02:44:21.680 the convoy intended to come to ottawa and stay until mandates were lifted
02:44:29.500 and you mentioned that you became a police liaison did you have communications with the
02:44:43.260 ontario police service i sorry the ottawa police service yes i had communication regularly with
02:44:52.660 the Ottawa Police Service, the Parliamentary Police Protective Service, pardon me, the
02:45:00.160 OPP and the RCMP.
02:45:03.400 And just generally, what function did you perform in liaising with those police forces?
02:45:11.600 Well, there was a tremendous amount of information coming in to me on any given day.
02:45:19.360 And so what I viewed my primary function, what I spent the majority of my time doing was triaging information that could have been any type of threat to public safety, anything that I felt had any kind of credibility or something that was beyond my scope to verify, I would forward that to all of the different police liaisons I was connecting with.
02:45:49.360 And I understand you were working out of the Swiss Hotel where there was an operation and logistical support center?

02:46:39.100 a model, an incident command model, so that it was easily identifiable who was responsible for
02:46:48.120 what so that it would make our communication more efficient and just to overall streamline

02:47:08.420 gear sis if i got that right yes vincent uh he came to the swiss hotel very early on

02:58:52.400 Well, I've worked many of these large events in the NCR over my career,
02:59:00.780 and consistently the biggest concern from a protective policing standpoint
02:59:06.840 was always the potential for a lone wolf or a small group when you have a large crowd of people
02:59:14.120 coming together like a like a similar event like a canada day or a remembrance day that was one of
02:59:22.020 our primary function from my old unit was to be in positions where we could observe anything of a
02:59:29.400 suspicious nature that could potentially become a lone actor or a small group attack.

03:01:12.340 there was a large gap kind of around the supreme court of canada all the way down the hillside of
03:01:17.120 wellington and then extending west yeah to the booth and s jam and so they those officers got
03:01:25.840 me into contact with sergeant pat frost and so i met with him at the ottawa police headquarters
03:01:31.900 and i we drove around downtown ottawa together because he and he relayed to me that he had
03:01:39.020 managed a large tractor protest in the city of ottawa before and so he we were touring around
03:01:44.780 down the downtown core trying to determine what potential locations trucks could be brought in

03:01:53.520 and and you know establishing what was a hard no-go you know like such as a primary bus bus
03:02:01.960 routes and emergency lanes and what were your general observations uh of the the protest during
03:02:10.760 the the first weekend well I didn't get out of the Swiss hotel very much those first initial days

03:02:23.240 the largest event I've ever observed in downtown Ottawa in my time here and what about the
03:02:32.880 conduct of the participants well it was a I'd say it was a very festive atmosphere
03:02:40.440 people were very emotional hugs all over the place um there was this the stage the crane
03:02:52.140 stage truck had already been established up at the intersection of metcalf and wellington by the
03:02:57.300 time i got out for the very first time to go actually see it for myself and so that that's
03:03:03.140 where i i went and it was in it was it was incredible there was the crowd was humongous and
03:03:12.760 people if i recall correctly the first time i got out was to actually go make a speech
03:03:20.740 on the stage truck and it was a very overwhelming emotional experience because i
03:03:28.280 i felt that there was a sense of hope that canada wouldn't go to a very dark place and what was your

03:03:43.060 speech that prior to that convoy i was ready to leave the country i was my wife and i had discussed
03:03:50.480 that at length moving somewhere where we would be well treated as an equal citizen
03:03:57.060 and and especially for the future of our children and that seeing the convoy and the rallying
03:04:05.580 of support behind it all across canada restored my faith in canadians that they weren't just going to

03:08:35.600 looking clothing and it's normal to have snipers on rooftops because that was something that a lot
03:08:40.400 of people were really panicked about they were nervous about the presence of snipers being on
03:08:45.520 the roof and that being my old job i was able to speak to people and keep the you know keep them

03:11:47.640 conflict with the freedom convoy movement and to discredit the freedom convoy can you
03:11:54.840 say what your how that why that was your concern well that would go back partially to my concern
03:12:04.380 about a lone wolf or small cell that could potentially try and leverage the large crowd
03:12:12.500 for their own agenda but i also i also had concerns because i've i've done overwatch at
03:12:21.140 a number of protests and counter protests in ottawa and i've seen with my own eyes how aggressive
03:12:29.500 groups related to the antifa movement can be when they are much larger in numbers than the group
03:12:39.680 that they're counter protesting against and how aggressive they can be overrunning the police line
03:12:44.940 as well so when you were referring to instigators who were you referring to
03:12:50.220 well people who were who would deliberately try to initiate
03:13:01.040 a violent interaction with a freedom convoy protester or
03:13:07.200 maybe even someone who would try to infiltrate the crowd with a racist type flag to try and
03:13:18.240 bring discredit to the freedom convoy protest and do you recall and i believe the date was
03:13:26.820 february 8 having a conversation with constable where's vicky about your concern and displeasure
03:13:34.360 with the psychological operation being waged on convoy participants yes i do what was that about
03:13:41.480 so in the initial i would say close to initial two weeks i thought that chief slowly was pretty fair
03:13:53.060 in his uh remarks regarding the convoy you know understanding his position as the chief of police
03:14:00.560 of the city of ottawa but i thought that he was pretty unbiased and then after the
03:14:06.480 i think it was a council meeting or a police services board meeting there was a lot of rhetoric
03:14:15.260 regarding the freedom convoy protesters allegations of being extremists insurrectionists
03:14:23.600 I believe even the term domestic terrorism may have been thrown around.
03:14:29.080 And I noticed at that time, that was, it also coincided with a lot of that same rhetoric from the legacy media.
03:14:42.500 And, you know, and we'd already heard and seen the Prime Minister using similar language.
03:14:48.840 and so i felt that that was that was definitely heightening the anxiety of the overall crowd
03:14:58.560 the the fear that they were going to be labeled such and dealt with as such by law enforcement
03:15:07.060 because they were under so much pressure from the from uh the different levels of government
03:15:13.360 And there was also, I believe that was right around the same time that there was also, they were being denied access to service some of the portable toilets.
03:15:32.060 So, I mean, you're denying people their basic sanitation needs.
03:15:36.520 And there was also information beginning to circulate about the involvement of CAS.
03:15:43.360 or Children's Aid Society, I believe is what that stands for.
03:15:47.620 And that to me was, that was a clear red flag to me
03:15:52.840 that if you are deliberately trying to provoke people to take action,
03:15:59.540 if you make them believe that you're going to take their kids away,

03:19:56.300 he felt strongly about being there to support the convoy because he had lived through communism

03:20:17.040 impression of the way uh people were behaving at the intersection well on weekends they would have
03:20:25.300 a stage and music and they would have like a nightly dance party on uh definitely on the
03:20:31.680 friday and the saturday night typically is what i recall and what about during the week

03:24:56.540 your reaction to that well i i anticipated that at the very least he was asking for a large number

03:40:04.900 Schedule C. But what I don't see a single notation of in your statement is where you brought any of
03:40:14.960 those criminal offenses to the attention of the Ottawa police.

04:04:49.480 ottawa sure but what i'm getting at is that you know although miss leach was trying to convey
04:04:54.440 what she was you know trying to do to get to get the access to go fund me money to help uh the
04:04:59.900 truckers which you know we've we've seen all the documents that's what she was doing but some people
04:05:04.040 at that protest who wanting access to that money perhaps had driven a long way they were getting
04:05:08.640 very frustrated and she was uh was she getting threats from some of those people not that i
04:05:13.440 recall no none no so what was the security detail for well my impression was that she was being
04:05:21.260 receiving threats from people that were opposed to the convoy being in ottawa and everyone else

04:20:14.820 universal in policing and you would have had a knowledge roughly of how many police officers
04:20:21.220 would be required to to manage a large-scale demonstration no i don't agree with that this was
04:20:29.220 i i don't know my involvement with these large-scale events was very compartmentalized to
04:20:37.060 my role on the emergency response team okay and uh and that role um you touted quite a bit uh during
04:20:46.100 the occupation publicly correct i i don't i wouldn't consider it touting but i tried to
04:20:54.820 explain or an occupation what my experience was so that i can try and reduce people's anxiety
04:21:01.220 about the heavy police presence that they were seeing in ottawa and my friend from commission
04:21:06.180 council showed you a document that contained a quote from you from a press release where you
04:21:11.300 you said, I have extensive experience in protective operations for large-scale events here in the
04:21:16.480 National Capital Region. I've been involved in tactical planning for many of these large-scale
04:21:21.440 events, so I'm keenly familiar with what is happening right now in regards to the police
04:21:26.200 presence down around Parliament Hill and the downtown core. Does that sound familiar to you?
