00:22:15.060 from the journal Nature and its sister publication. Last month, it announced changes to its ethics
00:22:20.720 guidelines that allow censorship of research deemed politically incorrect.
00:22:30.440 Ethics guidelines traditionally protect individual study subjects from being harmed in the course of
00:22:35.560 scientific research, but Nature's editors hope to extend this protection to address
00:22:40.620 potential harms for human population groups who do not participate in research, but may
00:22:47.800 be harmed by its publication.

00:24:33.340 research, especially surrounding topics that may be uncomfortable but are nevertheless
00:24:38.340 beneficial to society. And publication standards aren't the only source of political pressure
00:24:44.760 researchers face. Canada's funding agencies, which Canadian researchers rely upon, are making similar
00:24:50.680 changes. In its 10-year plan, initiated in 2021, the Canadian Institutes of Health Research, CIHR,
00:24:58.700 a federal agency that funds the majority of the nation's research, health research, with about
00:25:04.180 $1 billion per year, made a number of progressive commitments. Among the specifics is a plan to
00:25:10.560 redefine research excellence to include diversity, equity, and inclusion, DEI.
00:25:15.920 the typical phrase for putting critical race theory into practice to make matters worse
00:25:22.620 the agency plans to use dei to make funding decisions
00:25:27.140 the plan includes some laughable goals such as a commitment to making research more accessible
00:25:34.440 to the public but the good doesn't outweigh the bad as part of cahr's objective to lead
00:25:40.880 transformative change, the agency will also create anti-racism and anti-ableism action plans.
00:25:48.640 If the anti-racism plan looks anything like the one developed at Immigration,
00:25:53.600 Refugees, and Citizenship Canada, it'll be loaded with the usual slate of social justice buzzwords
00:25:59.320 that cry systematic racism without offering proof of its existence. If it ends up like the liberal
00:26:05.660 government's anti-racism action plan. It could even result in bigots receiving government funds.
00:26:11.560 We've all heard that story. Some hints of what an anti-racist health research funding agency
00:26:20.260 might look like can be gleaned from earlier consultations that the CIHR held with stakeholders.
00:26:26.340 I'm really starting to hate that expression. The suggestions given to the agency included calls for
00:26:32.700 anti-racism to be integrated into procedural standards for scientific research. The creation
00:26:38.780 of funding pools for various racial groups and for research review panels to have diversity
00:26:44.420 targets and DEI officers. It was also suggested that activism via anti-racism work and DEI
00:26:52.420 should be included on the list of criteria for evaluating a scientist's research excellence.
00:26:58.220 more hints can be gathered from the instructions provided on the cihr's advisory committee which
00:27:05.340 were created to help shape the upcoming plan cihr's anti-racism committee is instructed to
00:27:11.740 use critical race theory as a guiding principle recognizing the need to address the ways racism
00:27:17.860 has been normalized in society and in research the ways power constructs have privileged white
00:27:26.140 populations. I guess that's constructs, not constructs. By using this as a starting point,
00:27:33.320 the CIHR is assuming, without providing any evidence, that racism and power constructs are
00:27:39.100 problems that need to be fixed in the sciences. The policy redesign is centered around an invented
00:27:45.260 hierarchy of immutable characteristics that can't be quantified or replicated beyond a few census
00:27:51.060 statistics. This is unscientific reasoning, and it shouldn't be used to guide scientific research.
00:27:57.980 Meanwhile, the guiding principles of CIHR's anti-ableism committee state that due to systematic
00:28:04.340 ableism, non-abled researchers limit the careers of those with disabilities, another divisive
00:28:10.240 premise that appears to be grounded in ideology rather than fact. CIHR's mandate is to advance
00:28:18.020 health research according to standards of scientific excellence, the agency should work
00:28:21.900 within the bounds of the scientific method and leave identity politics to the activists
00:28:27.120 who aren't working on curing cancer.
00:28:29.740 Instead, it's trying to change the meaning of excellence to include social justice activism.
00:28:35.280 It's a lot like nature's change to the meaning of ethics.
00:28:38.760 Once meant to protect individuals from overreaching scientists, the concept has been broadened
00:28:43.720 to prevent research that may hurt somebody's feelings.
00:28:48.020 Canada already lags behind many other industrialized countries
00:28:51.500 when it comes to health research and the creation of new drugs.
00:28:55.060 The problem will only deepen if researchers have to factor social justice
