00:17:20.000 While claiming to be fighting fentanyl, the conservative response has amounted to doing one of two things blaming the influx of fentanyl on the southern border or passing draconian anti fentanyl laws designed to punish dealers and deter use.
00:17:32.000 These bills were proposed in 46 of 50 states.
00:17:36.000 Virginia codified fentanyl as a weapon of terrorism.
00:17:39.000 Thirty states have a drug-induced homicide statute on the books.
00:17:42.000 Look, fentanyl is a scourge.

00:17:45.000 And we absolutely need to protect unsuspecting people from it.
00:17:49.000 But the question is, does the law and order throw the book at him approach actually work?
00:17:53.000 There's a long history in this country of criminalizing drugs, and the costs of that fall hardest on people who suffer substance use.
00:18:00.000 And too often, the enforcement has targeted black and brown people.
00:18:06.000 The poison, the effects, the addiction, the overdose, the disaster that it creates for these families, the deaths, just walks right through all of it and lands on his real concern that the laws punishing drug dealers, they're, you know, they're a little draconian.

00:28:32.000 They were charging you fees to the programs that they were putting in there, more than it actually cost to run the thing.
