Valuetainment - ＂Largest Fraud In The WORLD!＂ - Inside Nick Shirley's BILLION DOLLAR Minneapolis’ Daycare Fraud Bust

00:00:00.000 Here's the power of what social media does today.

00:00:04.260 23 years old, you go and find out for yourself.

00:00:07.380 You're not waiting on ABC, CNN, CBS, any of these guys.

00:00:11.960 You go ask questions.

00:00:13.760 After asking questions yesterday, I believe it is, was it HHS, Rob, that came out yesterday?

00:00:20.780 If I'm not mistaken, they came out yesterday and they stopped $185 million of funding to Minneapolis.

00:00:29.400 Because of the video you posted.

00:00:31.860 So watch this, folks.

00:00:33.480 This is a byproduct of what Nick Shirley did on December 26th.

00:00:37.140 Go ahead, Rob.

00:00:38.260 Hello, I'm HHS Deputy Secretary Jim O'Neill.

00:00:41.400 I'm here with Assistant Secretary Alex Adams.

00:00:44.100 Alex oversees the Administration for Children and Families.

00:00:47.640 Intrepid journalists have made shocking, incredible allegations of extensive fraud in Minnesota's child care programs.

00:00:53.260 We believe the state of Minnesota has allowed scammers and fake daycares to siphon millions of taxpayer dollars over the past decade.

00:01:00.860 My office, ACF, provides Minnesota $185 million in child care funds each year.

00:01:06.680 That money should be helping 19,000 American children, including toddlers and infants.

00:01:11.800 Any dollar stolen by fraudsters is stolen from those children.

00:01:15.960 Yesterday, I spoke directly with the director of the Minnesota Child Care Services office.

00:01:20.220 She could not tell me with confidence whether those allegations of fraud are isolated or whether there's fraud stretching statewide.

00:01:27.020 Today, we have taken three direct actions against the blatant fraud that seems to be rampant in Minnesota.

00:01:33.060 First, I have activated our Defend the Spend system for all ACF child care payments across America.

00:01:39.700 Starting today, we require a justification, receipt, or photo evidence before we make a payment.

00:01:44.700 You can stop it right there.

00:01:45.600 The idea is $185 million stop because you independently went out there and created this content, exposed it to everybody.

00:01:53.660 And then, allegedly, was it today that CNN came after you or was it yesterday?

00:01:58.080 Yeah.

00:01:58.480 Today, they put a hit piece out on me.

00:02:00.660 And when did they interview?

00:02:01.800 When did CNN come and interview?

00:02:03.420 Yesterday.

00:02:04.020 Yesterday, they did.

00:02:04.980 Yesterday, I showed up at Quality Leering Center.

00:02:06.700 Is this the one?

00:02:07.660 Yes.

00:02:07.900 So, this is you.

00:02:09.100 You show up.

00:02:09.760 You're in Minnesota yesterday.

00:02:11.120 Yes.

00:02:11.480 At the Quality Leering Center.

00:02:13.480 We got to say it correctly.

00:02:14.280 By the way, his sweater, he's got on.

00:02:15.500 If you guys want to purchase the sweater, we're going to put the link below as well to the Quality Leering Center.

00:02:21.280 It's becoming a hot commodity.

00:02:22.980 Rob, let's make sure you put the link below as well to support what he's doing here.

00:02:26.240 But here's CNN.

00:02:27.520 It doesn't look like they're happy for you doing their work.

00:02:31.160 When they first came up to you, were they friendly?

00:02:33.660 Were they nice to you?

00:02:34.500 What was the approach that they took?

00:02:35.560 Yeah, the lady came up to me very friendly, and then she kept asking me these questions. 1.00

00:02:39.300 I'm like, ma'am, you're defending fraud.

00:02:41.600 Like, what are you talking about?

00:02:42.980 Like, the issue wasn't what time I showed up to the daycare.

00:02:47.360 The issue is that this building right here is receiving $1.9 million, and it's not even operating.

00:02:52.140 And they're showing face right now while they're literally shuffling in kids while the commissioner of children is saying the daycare was closed last week.

00:03:01.100 That's pretty wild.

00:03:01.980 Okay, so play this clip, Rob.

00:03:03.360 Go ahead.

00:03:03.640 From CNN, can we talk to you?

00:03:05.960 This is MAGA YouTuber Nick Shirley.

00:03:09.100 Back at a daycare in Minnesota, he alleged was a fraudulent facility in a now viral video.

00:03:14.420 If you are going to say this is a left or right issue, no, fraud is fraud.

00:03:17.740 I'm not out here trying to put a twist on things.

00:03:19.840 Shirley's viral video released over the weekend in which he says he's uncovering tens of millions of dollars in fraud at Minneapolis daycares run by the Somali community was retweeted by Elon Musk and Vice President J.D. Vance.

00:03:32.220 In the video, Shirley tries to open locked doors and talk to people at various daycares he claims are frauds.

00:03:39.020 Did you come during their normal operating hours when you came to visit?

00:03:42.340 I came at 11 a.m. I believe.

00:03:46.100 And I also came the following day, later in the day.

00:03:49.480 The point of it is not whether or not I came at the right, at the right time of their operation hours.

00:03:54.140 The point is that blacked outdoors, they can't give you any information.

00:03:56.880 You call that number, no one answers.

00:03:58.100 I wasn't trying to go inside.

00:04:00.080 There should be a way for somebody to actually be able to call that number and somebody be able to answer.

00:04:03.620 These aren't real businesses.

00:04:04.820 But surely you don't think a daycare should just be unlocked.

00:04:07.680 You shouldn't be able to just walk into a daycare.

00:04:09.260 There shouldn't be a reception.

00:04:10.560 No.

00:04:11.640 Every daycare is locked.

00:04:14.760 And so, okay, you bring up a fair point.

00:04:16.980 Then why can't they actually give me information how to enroll a child?

00:04:20.060 Federal law enforcement has been investigating fraud in Minnesota for several years.

00:04:24.600 Both Attorney General Pam Bondi and FBI Director Kash Patel said on social media they've indicted dozens of defendants.

00:04:31.840 DHS has posted multiple videos of agents they say are conducting a massive fraud investigation.

00:04:37.580 Do you think that federal law enforcement hasn't done enough?

00:04:39.940 I mean, they would say, look, these fraud cases have been going on.

00:04:42.380 But they've already done like 80 indictments.

00:04:44.200 The cases have been going on.

00:04:44.980 So funny.

00:04:45.440 They're defending Trump now.

00:04:46.460 I show up one day in Minnesota and go to all these daycares, no children.

00:04:50.880 They're receiving millions of dollars.

00:04:51.940 We uncovered nearly $110 million in fraud in one day.

00:04:56.120 How do you know that all the allegations that you're making are true?

00:04:58.880 How do I know that they're true?

00:05:00.220 Well, we showed you guys what was happening.

00:05:03.540 And then you guys can go ahead and make your own analysis.

00:05:05.040 We're coming so we can make our own analysis.

00:05:06.960 Are you 100% sure you're true?

00:05:08.560 Yeah, I am 100% sure I'm true.

00:05:10.440 CNN is looking into Shirley's claims.

00:05:13.120 Hi, my name's Whitney Wild.

00:05:14.540 I'm a correspondent for CNN.

00:05:16.060 We reached out to several of the daycares featured in the now viral video.

00:05:19.700 Only one daycare facility answered and said they are original in the business.

00:05:24.060 Have you seen the videos purporting that some of these daycares don't have kids inside?

00:05:29.600 Minnesota Republicans say despite the new focus from the Trump administration,

00:05:33.580 they have been sounding the alarm on fraud for years.

00:05:37.800 You know, we have talked about fraud.

00:05:39.500 We have gotten stories.

00:05:40.640 We have tried to push this forward every way that we can.

00:05:44.600 So this is yesterday in Minnesota.

00:05:47.060 Yeah, yesterday in Minnesota.

00:05:48.060 Minnesota.

00:05:48.700 Wow.

00:05:49.360 And you went back to Minnesota because you just told me that you're working on a part

00:05:53.140 two yourself.

00:05:53.880 Yeah, because there's a lot more fraud.

00:05:55.300 How much more did you find?

00:05:57.120 Oh, we found a lot more businesses that don't exist.

00:05:59.940 There's millions of dollars.

00:06:01.800 We found daycares with more million-dollar daycares.

00:06:05.400 I mean, there's literally hundreds of daycares receiving millions of dollars in Minnesota at

00:06:09.620 this moment as we speak.

00:06:11.220 So from the first one, you guys were over $100 million of fraud that you found, right?

00:06:15.380 With the second one, now the recent one that you were there yesterday, how much more did

00:06:20.040 you guys find yesterday?

00:06:22.400 I have to do all the numbers, which I'll do when I do all my editing.

00:06:26.440 But at least around, at least another $10 million.

00:06:29.360 Another $10 million.

00:06:30.660 Okay.

00:06:31.060 So on the other side, while you're doing this, what caused you, and we see this man

00:06:36.780 named David, right?

00:06:37.720 We keep seeing this man named David, who I think yesterday, he said, if you want to output

00:06:42.440 $100,000 for anybody that can prove any of this wrong, because this is a government document,

00:06:47.180 how did you and David, if, Rob, is this the clip where he says that?

00:06:50.400 Yeah.

00:06:50.680 Do you want to play this clip of David?

00:06:52.800 No, don't call it any patterns.

00:06:54.160 Anybody want to take me up to you, $100,000, if you can, if you can, if you can disprove

00:07:00.560 my information.

00:07:01.740 So give me a copy of what you have, and I can, if you can, and I can do my information.

00:07:05.880 $100,000, $100,000, $100,000, $100,000.

00:07:10.720 How are you going page by page?

00:07:12.180 Get going.

00:07:12.700 Come on, girl. 1.00

00:07:13.260 Just keep your video on it, and just screenshot it while you're going.

00:07:17.300 Let me know when you got it.

00:07:18.920 All those people out there defending the fraud, and then he gives them the option.

00:07:21.880 They're defending the fraud.

00:07:24.100 Yes.

00:07:24.480 They're not on your side.

00:07:25.420 No.

00:07:25.860 How many of those people are on your side right there?

00:07:28.660 None of those people you're hearing in the background.

00:07:30.400 Just you and David and the camera guy.

00:07:31.680 Just me and David.

00:07:32.700 Yeah, I was my cameraman.

00:07:34.640 So who's recording you there?

00:07:36.120 That's somebody doing a live stream.

00:07:37.580 From them.

00:07:38.240 That's not even yours.

00:07:39.060 That's that Khadra Apshir that's recording you.

00:07:41.600 Yes.

00:07:42.600 Got it.

00:07:43.100 So they're recording you, and he's offering $100,000 to go prove if any of these things

00:07:49.740 are wrong.

00:07:50.500 Yes.

00:07:50.860 So how did you and David get linked up?

00:07:52.960 David messaged me on Instagram, and out of the hundreds of DMs I get, I just opened David's,

00:07:58.920 and he had all the proof.

00:07:59.960 Because I've known about the fraud happening for so long in Minnesota.

00:08:02.480 Back in June, I've known about the fraud, but it's hard for me to go out and get all

00:08:06.200 the information because they make it very hard to get the information.

00:08:09.660 Luckily, David had somebody inside the Capitol who's been leaking him all the numbers, leaking

00:08:13.380 him all the information.

00:08:14.440 Somebody from the Capitol.

00:08:15.760 Yes.

00:08:16.120 In Minnesota.

00:08:16.940 Yes.

00:08:17.280 So all the numbers that David has are 100% correct, and also they're on the state, also

00:08:22.800 they're from the government, from the state.

00:08:26.700 But David told me he knew the numbers, and I said, okay, I'm coming to Minnesota.

00:08:30.400 Let's do this video.

00:08:31.780 Line out some of the daycares you'd like to go see, because I know about the fraud.

00:08:35.140 I knew that the fraud was happening.

00:08:36.220 I just needed somebody like David to come, that's lived it, to be able to really solidify

00:08:43.180 my claims and my ideas about the fraud that's happening.

00:08:46.360 And you saw the video.

00:08:47.700 Everything we said was true.

00:08:49.500 And this is David explaining the fraud, right, Rob?

00:08:53.960 This is in front of Minnesota.

00:08:55.340 Go for it.

00:08:55.800 Massive fraud is going on here in the state of Minnesota, especially in Minneapolis.

00:08:59.920 Explain to me what's going on with the daycares.

00:09:02.420 So one of the things that I've noticed is there's an exceptional number of child care

00:09:07.200 centers that are set up mostly in Minneapolis, but also in St. Paul.

00:09:12.400 And I said, wow, this, I mean, how many kids are there in the Twin Cities?

00:09:17.900 Some of them are by my office.

00:09:20.060 And I would watch.

00:09:20.840 And I said, well, there aren't any kids there.

00:09:22.960 And I'd go to another one.

00:09:23.880 There aren't any kids there.

00:09:24.700 And I'd see just some guys, some Somali guys outside smoking cigarettes.

00:09:28.400 So I stopped at one of them.

00:09:30.220 And I said, hey, I'm just wondering, I've got a grandson who's looking for child care.

00:09:35.060 And I wonder if this might be a good facility.

00:09:37.940 And they said, no, we're all full.

00:09:39.020 We're all full.

00:09:39.600 And they had the door open.

00:09:40.500 And I looked, and there were no kids.

00:09:41.800 There was like a couch and a table with a couple chairs.

00:09:44.420 And I said, well, are the kids out back playing?

00:09:47.640 Or what kind of place is this?

00:09:49.980 And the guy said, you go, you go.

00:09:52.260 And he almost pushed me out the door.

00:09:53.760 And then he followed me down the street to my car.

00:09:56.540 And that's when I said, wait a minute, there's something going on here.

00:09:59.700 And that's got to be maybe five years ago.

00:10:02.600 This fraud is so massive.

00:10:05.520 When the dust settles on this, it's going to be found to be the largest fraud in the

00:10:09.820 history of the country and probably the world.

00:10:12.160 It's that big.

00:10:12.860 You can pause it right there.

00:10:14.560 Is that true?

00:10:15.400 The genetics is, that's genetics right there.

00:10:17.580 Is that mom?

00:10:18.160 Yes, that's my mom.

00:10:18.940 So now, good for you.

00:10:20.200 You got great genes.

00:10:21.540 You know, she's very comfortable doing this as well.

00:10:23.740 Very cool.

00:10:24.320 So the largest fraud in the world, in America, on what he's talking about.

00:10:29.260 I hope we get to the bottom of this.

00:10:31.120 So you and David get linked up.

00:10:32.780 And then you just said, why don't we just go interview?

00:10:34.880 That's kind of how it started.

00:10:35.960 Yeah, I thought when we go, like, we'll walk to these daycares.

00:10:39.560 We'll talk to them.

00:10:40.400 But the first daycare we go to, all the windows are blacked out.

00:10:44.420 And I try to open the door and nobody answered.

00:10:47.120 I ring the doorbell, nobody answered.

00:10:49.000 And that daycare, they had two daycares running out of that same building.

00:10:52.240 And they had both had two different contracts of more than a million dollars for these daycares.

00:10:56.940 And I was very shocked to see that the response from the public after that was, oh, why is he going and knocking on these doors?

00:11:04.560 Because millions of dollars are going there.

00:11:06.280 We have a responsibility to know where our dollars are going.

00:11:08.800 But it just went to show that the fraud is insane.

00:11:11.600 And then the people are saying, well, that daycare is closed.

00:11:13.640 Well, how come there's a sign that says it's open seven days a week from 7 a.m. to 10 p.m.?

00:11:17.540 Is that what it says?

00:11:18.460 Yeah.

00:11:19.220 So the one that the CNN reporter claimed that you came after business hours, that you said you came at 11 to 5 o'clock, they have a sign that says they're open Monday through Sunday.

00:11:29.220 That one right there.

00:11:30.240 The first part in the video.

00:11:31.960 Open seven days a week.

00:11:33.200 What is it?

00:11:33.460 Zoom in a little bit, Rob.

00:11:34.360 I can't because it's a video, but it says open seven days a week, 7 a.m. to 10 p.m.

00:11:39.020 It says that right on the sign.

00:11:40.400 Right there.

00:11:40.900 Right on the phone number.

00:11:41.880 This is the Mako, what is it called?

00:11:43.800 Mako Child Care Center?

00:11:45.280 Yeah.

00:11:45.700 Is that another misspelled Mako or is that really the name?

00:11:48.280 I don't know, but what's funny about that is there's actually two child care companies inside that same building, but they're not showing the second one.

00:11:55.340 And so they have two child care businesses operating that same room.

00:11:58.240 Within the same place.

00:11:59.000 Yes.

00:11:59.500 And how much money are they getting?

00:12:01.180 This one together over the past few years, they have it right there.

00:12:04.900 But combined, they received over $5 million.

00:12:07.620 Stop it.

00:12:08.620 Just that one building alone.

00:12:10.320 And so what is the business model?

00:12:11.860 Somebody just stays there all day, no kids, and they just take the cash?

00:12:15.060 Yeah.

00:12:15.280 That's why all the windows are all boarded up or why they're all blacked out.

00:12:18.340 Now, let me ask you, Nick.

00:12:19.320 There was a video from 2019.

00:12:22.240 Is it 2019, 2020?

00:12:23.460 You know the video where parents would come, drop off the kids, and then take the kids out a minute later, not even drop them off.

00:12:30.120 Come in, register, then they leave.

00:12:32.160 You know which video I'm talking about, Rob?

00:12:33.520 Yeah.

00:12:35.140 And allegedly, they were getting paid.

00:12:37.720 That's the one right there.

00:12:38.760 What year is that video from?

00:12:40.600 It says 2015.

00:12:41.920 March 31st of 2015.

00:12:43.620 This is from 15 that they've been doing this.

00:12:46.540 So this is a surveillance.

00:12:48.780 Maybe you can narrate to the audience what's going on here.

00:12:51.980 Yeah.

00:12:52.240 So basically what they're doing inside these daycares, I don't doubt that there's one or two or a few children inside these daycares.

00:12:58.000 It would be very stupid to be receiving millions of dollars and not bring at least a few kids to daycare every day. 0.89

00:13:02.020 Right? 0.92

00:13:02.200 But what they're doing here is they're bringing in children, and then they're then just leaving after a few minutes of being inside the daycare.

00:13:11.200 And I don't know if this is the same video where it shows the guy giving the cash to the ladies working.

00:13:15.180 Do you have the audio on there?

00:13:16.500 So there is one that says cash, that's the, they're showing that.

00:13:19.140 Oh, there it is.

00:13:19.840 On that same case.

00:13:20.640 He's handing the cash.

00:13:21.220 Shows a man handing out envelopes of what are believed to be kickback payments to parents who are in on the fraud.

00:13:27.940 Where was the money going?

00:13:29.320 I don't know exactly where it went, but it.

00:13:32.240 Order for the scheme to work, the daycare center.

00:13:35.800 You got to be kidding me.

00:13:37.000 So I'll come in, I register my kids, you're able to write them off to make money off.

00:13:42.420 You send that to the Minnesota government.

00:13:44.560 Hey, I have this many kids.

00:13:45.960 Then they get paid.

00:13:46.580 Then they come and give a kickback to the parents.

00:13:48.620 Yes.

00:13:49.660 So the problem with this is there's, these parents are no longer going to get payments and someone's going to call somebody out.

00:13:59.700 And this has been happening for over a decade.

00:14:01.680 It's not like this is a new thing that's happening.

00:14:03.380 How many whistleblowers have been emailing you, DMing you, texting you, getting a hold of you?

00:14:09.240 How many more whistleblowers have gotten a hold of you and David?

00:14:11.540 Yes.

00:14:11.840 So many people have been reaching out.

00:14:13.200 It's been almost like overwhelming to go through all the messages, but there's the people in Minnesota are so fed up with this fraud.

00:14:18.860 Because now finally somebody is actually getting it out to the national level.

00:14:22.780 Because local journalists have been talking about it for years, but they've never been able to get it out to a national level like I was able to do.

00:14:28.880 And so just the millions of dollars.

00:14:32.400 And if you talk about why they're just giving them cash, it's because the money they receive is tax-exempt, CCAP funding.

00:14:39.720 And then these women that are working inside these daycares, they're not – my assumption is that they're not actually on payroll. 0.99

00:14:47.700 And that's why 81% of the Somali population is on welfare inside the state of Minnesota is because they don't actually receive a W-2 or 1099, whatever it would be, to claim that they're actually receiving an income.

00:14:58.200 Because if you're running a daycare of a million dollars, you should be able to pay your person a salary of at least $50,000, you know what I mean?

00:15:04.120 But none of that is documented.

00:15:05.300 No, not that I know of, because it doesn't make sense why there's so many people on welfare if they're making millions of dollars.
