00:02:59.120 It's the 47 Morning Update, and it starts right now.
00:03:02.580 Story number one.
00:03:03.620 The longest government shutdown in America's history, finally over.
00:03:10.760 The stopgap funding measure keeps the government operating through January the 30th,
00:03:16.880 while Congress works on a long-term deal.
00:03:20.240 Now, let's be very clear.
00:03:21.840 There's a very good chance come January 30th,
00:03:24.560 the Democrats could shut the government down yet again.
00:03:28.800 President Donald Trump signed the legislation to fund the government again,
00:03:34.340 putting an end to the longest shutdown in history.
00:03:37.560 And Democrats got nothing from doing this.
00:03:41.980 The exact same deal that was made in Washington to reopen the government
00:03:47.000 was on the table before the government even shut down.
00:03:51.360 So why did they hold Americans hostage, hurt so many Americans,
00:03:55.440 and make sure that Americans suffered, whether it was food stamps or missing a paycheck,
00:04:01.300 because they wanted to hurt Donald Trump,
00:04:03.600 and they put politics ahead of the country.
00:04:07.620 Now, Trump signaled Monday the government would reopen soon,
00:04:11.160 as consequence of elapsing funding continued to snowball,
00:04:15.380 including missed paychecks for federal workers,
00:04:18.300 and airline delays stemming from air traffic controllers' staffing shortages.
00:04:22.660 Some Democrats wanted this to actually move past Thanksgiving
00:04:27.160 to really hurt Americans,
00:04:29.260 because they believed you would blame Donald Trump for it.
00:04:32.620 Now, the bill keeps the funding of the government at the same levels
00:04:36.700 during the fiscal year of 2025 through January the 30th
00:04:40.520 to provide additional time to hash out a longer appropriations measure
00:04:45.600 for the fiscal year 2026.
00:04:48.620 Now, the measure also funds a Supplemental Nutrition Assistance Program,
00:04:52.400 known as SNAP, or food stamps,
00:04:54.680 that more than 42 million Americans rely on through September.
00:04:59.360 Yes, that's far too many Americans that are on food stamps,
00:05:02.880 and we can talk about that as well another day.
00:05:06.160 But the main point was this.
00:05:08.400 Why hold families in need hostage?
00:05:11.900 That's exactly what the Democrats wanted to do by design.
00:05:15.740 There were multiple votes to just fund food stamps,
00:05:21.140 and Democrats every time voted no,
00:05:23.600 while at the same time claiming that Donald Trump is hurting poor people in America.
00:05:29.200 Now, the reopening of the government comes after more than 40 days
00:05:32.660 of elapsing funding aimed at a stalemate between Senate Republicans and Democrats
00:05:38.020 over the stopgap spending bill
00:05:40.400 that would have funded the government through November the 21st.
00:05:43.920 After a lapse in funding started on October 1,
00:05:47.360 the Senate passed legislation Monday night
00:05:49.440 that would reopen the government by a 60-40 vote,
00:05:52.520 the exact bare minimum number needed to reopen the government.
00:05:56.780 A total of eight Democrats voted alongside their Republican colleagues for the measure.
00:06:02.260 The House subsequently passed its version of the measure on Wednesday,
00:06:05.660 and the deal came as fallout from the shutdown came to a head,
00:06:10.720 including, as I mentioned, massive travel disruptions at U.S. airports,
00:06:15.040 where the air traffic controllers and the TSA officers were required to work
00:06:18.860 and were gearing up to miss a second paycheck.
00:06:22.520 As a result, these staffers were calling in sick,
00:06:26.020 taking on second jobs,
00:06:27.480 creating staffing shortages and massive flight delays.
00:06:31.320 Now, the standoff between Republicans and Democrats
00:06:34.600 all originate over a disagreement about Obamacare.
00:06:39.520 And the fact is, Obamacare, known as the Affordable Care Act,
00:06:43.900 is not affordable at all.
00:06:45.880 But health care providers, health insurance, I should say,
00:06:49.600 carriers, are making billions off of Obamacare.
00:06:54.480 And that's one of the problems that conservatives wanted to talk about.
00:06:58.200 Now, I also want you to hear what the president had to say from the Oval Office
00:07:02.340 as he was signing this bill into law.
00:07:05.560 Take a listen to the president's words carefully.
00:07:08.400 United States in an attempt to extort American taxpayers
00:07:12.220 for hundreds of billions of dollars for illegal aliens
00:07:15.800 and people that came into our country illegally
00:07:19.460 from gangs, from prisons, from mental institutions.
00:07:22.940 They wanted to pay them $1.5 trillion,
00:07:25.400 which would have really hurt our health care businesses
00:07:30.180 and our recipients at levels never seen before.
00:07:34.480 Today, we're sending a clear message
00:07:36.440 that we will never give in to extortion,
00:07:39.000 because that's what it was.
00:07:40.640 They tried to extort.
00:07:41.800 The Democrats tried to extort our country.
00:07:44.620 In just a moment, I'll sign a bill
00:07:46.480 exactly like we asked Democrats to send us.
00:07:49.220 All along, many days ago,
00:07:52.740 this cost the country $1.5 trillion,
00:07:55.760 this little excursion that they took us on.
00:07:59.320 Republicans never wanted a shutdown
00:08:01.360 and voted 15 times for a clean continuation of funding.
00:08:06.140 There's never been a time when
00:08:07.600 one or the other party ever didn't sign a continuation.
00:08:13.380 It's just a continuation, not a big deal.
00:08:15.700 It's a continuation, and we'll talk later.
00:08:18.400 Yet the extremists in the other party
00:08:20.480 insisted on creating the longest government shutdown
00:08:23.800 in American history,
00:08:25.420 and they did it purely for political reasons.
00:08:27.860 I want to thank Speaker Mike Johnson,
00:08:30.960 Senate Majority Leader John Thune,
00:08:32.860 as well as House Majority Leader Steve Scalise,
00:08:36.000 Majority Whip Tom Emmer,
00:08:37.580 and numerous other great Republican leaders
00:08:40.120 and congressmen and senators who were here
00:08:42.340 and, frankly, spent a long time in Washington
00:08:45.580 getting this thing to go away.
00:08:47.840 I also want to thank the broad coalition of Americans
00:08:50.720 that stood with us in this fight
00:08:52.900 to reopen government, including the Teamsters,
00:08:56.400 the American Federation of Government Employees,
00:08:59.480 the Fraternal Order of Police,
00:09:01.740 AMVETS, the National Small Business Association,
00:09:05.280 the American Farm Bureau,
00:09:06.760 the American Trucking Association.
00:09:08.340 These are all incredible patriots.
00:09:11.580 Airlines for America,
00:09:13.020 the Allied Pilots Association,
00:09:15.100 the National Air Traffic Controllers Association,
00:09:17.800 and many, many other unions and non-unions.
00:09:21.200 Over the past seven weeks,
00:09:22.460 the Democrats shut down
00:09:23.760 has inflicted massive harm.
00:09:26.480 They caused 20,000 flights
00:09:28.700 to be canceled or delayed.
00:09:30.280 They departed so many times,
00:09:33.200 so late.
00:09:34.340 People were hurt so badly.
00:09:35.660 Nobody's ever seen anything like this one.
00:09:38.880 This was a no-brainer.
00:09:40.500 This was an easy extension.
00:09:43.000 But they didn't want to do it the easy way.
00:09:44.800 They had to do it the hard way.
00:09:45.900 And they look very bad.
00:09:46.780 The Democrats do.
00:09:48.280 They deprived more than one million government workers
00:09:51.240 from their paychecks
00:09:52.300 and cut off food stamp benefits
00:09:54.260 for millions and millions more Americans in need.
00:09:57.360 They caused tens of thousands of federal contractors
00:10:00.440 and small businesses to go unpaid.
00:10:03.260 And the total effect of the damage
00:10:05.500 their antics caused
00:10:06.740 will take weeks and probably months
00:10:09.360 to really calculate accurately,
00:10:11.640 including the serious harm
00:10:13.320 that they did to our economy
00:10:14.540 and to people and to families.
00:10:15.840 So I just want to tell the American people
00:10:19.880 you should not forget this.
00:10:21.240 When we come up to midterms and other things,
00:10:23.340 don't forget what they've done to our country.
00:10:25.180 I also want to call for a termination
00:10:28.380 to the filibuster
00:10:29.860 so that this can never happen again.
00:10:32.380 If we had the filibuster terminated,
00:10:34.420 this would never happen again.
00:10:36.240 And don't forget,
00:10:37.060 we have another date coming up
00:10:38.460 in the not-too-distant future.
00:10:39.880 We can never let this happen again.
00:10:41.920 And we should be able to pass great,
00:10:44.020 really great legislation.
00:10:45.940 So I say terminate the filibuster
00:10:48.260 because, by the way,
00:10:49.560 the Democrats will do it immediately
00:10:51.380 if they ever assumed office,
00:10:53.200 which hopefully they won't.
00:10:55.660 Today we had the highest stock market price ever
00:10:58.660 in all of the different markets.
00:11:02.080 We set a record.
00:11:03.940 It's the 48th time in the nine months
00:11:06.600 that I've been in office
00:11:07.600 that we had this record set.
00:11:08.940 So think of that.
00:11:11.120 48 times we had a record set,
00:11:14.040 but today is the highest of them all.
00:11:16.020 We're going to break new grounds.
00:11:17.860 Nobody would have thought.
00:11:19.120 I have with us
00:11:20.260 not only the great political leaders,
00:11:22.240 but the great business leaders of our country
00:11:24.100 that are standing right behind me
00:11:25.480 and right really alongside of me.
00:11:28.240 And if we would have told them a year ago
00:11:30.380 that we'd be having stock prices this high,
00:11:32.940 none of them.
00:11:33.480 In fact, I just asked them that question.
00:11:35.560 None of them would have believed it.
00:11:36.780 And that inures to jobs
00:11:39.000 and very importantly to 401ks,
00:11:41.740 which have also set a record today,
00:11:43.660 a record high for the people that have 401ks.
00:11:47.500 And also I want to thank Walmart
00:11:49.380 because they came up with a fantastic study.
00:11:53.340 It was the cost of Thanksgiving coming up
00:11:57.140 and the cost of Thanksgiving from a year ago
00:11:59.460 under sleepy Joe Biden.
00:12:01.320 And we're 25% lower this year
00:12:05.040 than we were a year ago.
00:12:06.580 And it's a very inclusive report.
00:12:09.080 So I want to thank Walmart.
00:12:10.360 They've done it for many years,
00:12:11.600 but we believe in that.
00:12:13.500 And we believe in that company.
00:12:15.120 I want to also thank the eight Senate Democrats
00:12:17.800 who finally did the right thing in voting
00:12:20.120 to end this craziness, this madness.
00:12:23.160 But unfortunately,
00:12:23.780 the vast majority of congressional Democrats
00:12:27.060 were happy for millions of Americans to suffer.
00:12:30.680 They really did suffer too.
00:12:32.600 And the Democrats admitted.
00:12:34.300 They said, well, no, we finally have a point.
00:12:36.120 Even though people have to suffer,
00:12:38.060 we finally have a point.
00:12:39.240 And that didn't work out too well for them.
00:12:41.340 But they really went out
00:12:43.540 and they could appease the fringe benefits
00:12:46.320 of their far left base.
00:12:48.260 But that didn't work out
00:12:49.580 because now their far left base
00:12:51.280 is angrier than ever before.
00:12:53.500 We actually elected a mayor of New York City
00:12:57.520 who happens to be a communist.
00:12:59.060 When was that going to happen?
00:13:01.000 Remember I said all the time during my campaign,
00:13:03.520 we will never be a socialist country.
00:13:06.280 And that's right.
00:13:06.940 We turned out to have a communist in New York City.
00:13:10.700 And if you look at his views,
00:13:12.120 those are the views of a communist, not a socialist.
00:13:15.180 So this is no way to run a country.
00:13:17.280 I hope we can all agree
00:13:19.200 that the government should never be shut down again.
00:13:21.620 Again, end the filibuster,
00:13:23.320 terminate the filibuster.
00:13:24.620 It'll never happen again.
00:13:26.340 So with my signature,
00:13:28.640 the federal government will now resume normal operations.
00:13:31.900 And my administration and our partners in Congress
00:13:34.900 will continue our work to lower the cost of living,
00:13:38.660 restore public safety, grow our economy,
00:13:40.940 and make America affordable again for all Americans.
00:13:44.960 Again, costs are way down.
00:13:46.620 Energy is way down.
00:13:48.680 Gasoline is at $2.50 a gallon
00:13:52.560 versus $4.70 for the Democrats.
00:13:57.180 And we think we're going to hit pretty close to $2 a gallon.
00:14:00.700 That's like a really massive tax cut.
00:14:03.300 It's the equivalent of that.
00:14:04.860 And speaking of tax cuts,
00:14:06.220 our great, big, beautiful bill
00:14:07.620 is giving everybody in our economy,
00:14:11.060 middle-income workers, low-income everybody,
00:14:14.220 the biggest tax cut in the history of our country.
00:14:17.360 And it's no tax on tips,
00:14:19.080 no tax on Social Security,
00:14:21.160 and very importantly, no tax on overtime.
00:14:24.020 You work overtime, there's no tax.
00:14:25.720 That's among the things that add up to the biggest tax cut in history.
00:14:31.660 And one other thing, you know, you hear about rich people with deductions.
00:14:34.980 Well, when you buy your car and you borrow money,
00:14:37.960 you're allowed to now deduct the interest on that loan.
00:14:41.040 So you can take that interest deduction and what you can take is
00:14:45.840 that interest payment and deduct it for income tax purposes.
00:14:50.660 That's a tremendous tax cut right there.
00:14:53.140 But it all includes fixing the healthcare system.
00:14:56.900 The Democrats broke with the disaster known as Obamacare.
00:15:01.280 Obamacare was a disaster from day one.
00:15:04.420 It's done nothing but go up.
00:15:06.060 But if you remember President Barack Hussein Obama,
00:15:09.640 when he came up with this crazy idea,
00:15:12.980 he said everything's going to be great.
00:15:15.200 Rates are going to go down.
00:15:16.780 Payments are going to go down.
00:15:18.280 Everything's going to go down.
00:15:19.580 It went the exact opposite
00:15:20.780 with the biggest increase of any of healthcare in any country.
00:15:24.740 It's a disaster.
00:15:26.120 And I'm calling today for insurance companies not to be paid,
00:15:31.120 but for the money, this massive amount of money,
00:15:33.620 to be paid directly to the people of our country
00:15:36.440 so that they can buy their own healthcare,
00:15:39.040 which will be far better and far less expensive
00:15:42.220 than the disaster known as Obamacare.
00:15:45.580 And I've had, I think, great support.
00:15:47.680 I've even had Democrat support.
00:15:49.560 So we want the money that would be going to the insurance company,
00:15:52.940 which is hundreds of billions of dollars.
00:15:56.260 You know, their stock prices have gone up by 1,000% in many cases,
00:16:00.040 1,000% over a short period of time. 0.99
00:16:03.880 Because our country stupidly pays them so much money 0.99
00:16:06.840 with this Obamacare scandal. 0.99
00:16:09.500 So I want the money to go directly to you, the people.
00:16:12.860 And you go out and you'll buy your own health insurance
00:16:15.900 and you'll negotiate different plans
00:16:17.700 and you'll get much better insurance.
00:16:20.100 And you will be an entrepreneur for yourself.
00:16:22.520 So I'm always willing to work with anyone,
00:16:25.000 including the other party.
00:16:26.300 We'll work on something having to do with healthcare.
00:16:28.960 We can do a lot better.
00:16:30.300 We can do great.
00:16:31.800 So much money is involved
00:16:33.520 and we're willing to pay so much money to the people.
00:16:36.560 So we're going to pay a lot of money to the people.
00:16:38.360 They're going to go out and buy their own healthcare.
00:16:41.280 And we're going to forget this Obamacare madness.
00:16:44.340 So with all of that, I just want to tell you,
00:16:46.820 the country has never been in better shape.
00:16:49.240 We went through this short-term disaster with the Democrats
00:16:52.640 because they thought it would be good politically.
00:16:55.120 And it's an honor now to sign this incredible bill
00:17:00.000 and get our country working again.
00:17:03.040 There's a couple of different takeaways
00:17:04.660 from what the president had to say there in his remarks.
00:17:07.920 Number one, when he said, quote,
00:17:09.460 today we're sending a clear message
00:17:10.920 that we will never give in to extortion
00:17:13.780 because that's what it is.
00:17:16.160 They tried to extort.
00:17:17.620 The Democrats tried to extort our country.
00:17:21.280 Trump said the Democrats inflicted massive harm
00:17:23.800 in keeping the government closed since October the 1st.
00:17:26.540 There's data that clearly backs that up as well.
00:17:29.540 And the president talking about what the Democrats actually did.
00:17:33.720 They caused harm.
00:17:35.960 And that harm included so many people
00:17:38.480 that couldn't get around the country
00:17:40.000 to see family members who were sick,
00:17:43.840 those who were dying,
00:17:45.680 those who had died.
00:17:47.360 This was real and it was personal.
00:17:49.800 And that's part of the reason
00:17:50.720 why the president said it the way he did.
00:17:53.800 The Democrats shut down has inflicted massive harm.
00:17:58.640 They caused 20,000 flights to be canceled or delayed.
00:18:02.440 They departed so many times, so late.
00:18:06.420 People were hurt so badly.
00:18:08.860 Nobody's ever seen anything like this one.
00:18:11.040 This was a no-brainer.
00:18:12.640 This was an easy extension.
00:18:15.140 But they didn't want to do it the easy way.
00:18:16.940 They had to do it the hard way.
00:18:18.060 And they look very bad, the Democrats do.
00:18:19.860 They deprived more than 1 million government workers
00:18:23.440 from their paychecks
00:18:24.460 and cut off food stamp benefits
00:18:26.420 for millions and millions more Americans in need.
00:18:29.500 They caused tens of thousands of federal contractors
00:18:32.600 and small businesses to go unpaid.
00:18:35.420 And the total effect of the damage
00:18:37.660 their antics caused will take weeks
00:18:40.400 and probably months to really calculate accurately,
00:18:44.100 including the serious harm that they did to our economy
00:18:46.680 and to people and to families.
00:18:48.680 So I just want to tell the American people,
00:18:52.160 you should not forget this.
00:18:53.380 When we come up to midterms and other things,
00:18:55.480 don't forget what they've done to our country.
00:18:57.360 I also want to...
00:18:58.920 Don't forget what they've done to this country.
00:19:02.380 Now, this is the fight,
00:19:04.080 and this is where it's going.
00:19:06.040 I think there's a very good chance
00:19:07.660 that the government is going to be shut down again.
00:19:11.040 Democrats don't think that this is a bad thing
00:19:14.560 to hurt the American people.
00:19:16.360 But you also have to understand
00:19:17.760 this is par for the course with Democrats.
00:19:20.260 Now, when I say that, what do I mean?
00:19:22.380 It's simply put this way.
00:19:24.800 Whatever they have to do to weaponize,
00:19:27.320 they will do it.
00:19:29.920 There is nothing that the Democrats
00:19:32.500 will not do to hurt Americans.
00:19:35.600 Another example of that is what they did
00:19:37.360 with allowing millions of illegal immigrants 0.99
00:19:40.460 to come into this country.
00:19:42.740 Another example of them putting illegal immigrants 1.00
00:19:46.360 ahead of American citizens.
00:19:49.100 So the government has reopened.
00:19:51.100 And the big question now is, for how long?
00:19:54.800 If the Democrats keep going the way they are,
00:19:57.560 there's a very good chance at the end of January
00:19:59.860 the government will shut down yet again.
