00:05:15.780 Gabbard declassified emails exclusively obtained by Fox News Digital,
00:05:19.900 allegedly revealing that this manufactured intelligence assessment was deliberate
00:05:23.880 and came from the very top.
00:05:26.660 And here's what Tulsi Gabbard, the director of national intelligence, said, quote,
00:05:31.780 The leading figures of the Russia hoax have spent years deceiving the American public
00:05:36.500 by presenting their manufactured and politicized assessments as credible intelligence.
00:05:41.940 The email released today reinforces what we already exposed.
00:05:45.760 The decision to compromise standards and violate protocols in the creation of the 2017
00:05:51.000 manufactured intelligence assessment was deliberate and came from the very top.
00:05:56.420 And this was an email that was sent from Mike Rogers, who was the head of the NSA,
00:06:04.020 was said to the director, sent to the director of national intelligence, James Clapper,
00:06:08.180 was sent to the CIA director, John Brennan, and was sent to the FBI director, James Comey.
00:06:13.440 It was sent on December 22nd, 2016.
00:06:16.720 Happened to be my 46th birthday.
00:06:18.180 So at 7 a.m.
00:06:20.100 On December 22nd, 2016, here's what the head of the NSA said, quote,
00:06:26.980 I've just returned from a TDY overseas and have been updated on the current status of our efforts
00:06:31.280 to produce a joint product related to Russian attribution and intent for the DNC DCCC hacks.
00:06:38.900 I know that this activity is on a fast track and that folks have been working very hard to put together a product
00:06:47.800 that can be provided to the president.
00:06:50.120 However, I wanted to reach out to you directly to let you know of some concerns that I have
00:06:56.880 with what I am hearing from my folks.
00:06:59.660 Specifically, I asked my team if they had sufficient access to the underlying intelligence
00:07:05.940 and sufficient time to review that intelligence.
00:07:09.760 On both points, my team raised concerns.
00:07:14.340 They were clear that, at the staff level, folks have been forward leading
00:07:18.540 and trying to ensure that we have an opportunity to review and weigh in.
00:07:22.460 But I'm concerned that, given the expedited nature of this activity,
00:07:25.760 my folks aren't fully comfortable saying that they have had enough time
00:07:30.360 to review all of the intelligence to be absolutely confident in their assessments.
00:07:36.080 And Rogers clarified.
00:07:37.820 He said, in the email, he said, he is, quote,
00:07:41.200 not saying that we disagree substantively.
00:07:43.920 But I do want to make sure that, when we are asked in the future
00:07:47.520 whether we can absolutely stand behind the paper,
00:07:50.240 that we don't have any reason to hesitate because of the process.
00:07:52.820 I know that you agree this is something we need to be 100% comfortable with
00:07:57.340 before we present it to the president.
00:07:59.320 We have one chance to get this right, and it is critical that we do so.
00:08:03.500 And he continued, quote,
00:08:05.400 if the intent is to create an integrated product
00:08:09.000 that is CIA slash FBI slash NSA joint authored that we can all defend,
00:08:16.780 we need a process that allows all of us to be comfortable.
00:08:20.320 And I'm concerned that we are not there yet.
00:08:24.840 And the email continued, quote,
00:08:27.220 in addition, if NSA is intended to be a co-author of this product,
00:08:31.420 I personally expect to see even the most sensitive evidence related to the conclusion.
00:08:37.200 And the email finished by saying,
00:08:39.340 if the intent is to create a CIA only or a CIA FBI authored product,
00:08:44.040 then I will stand down on these concerns.
00:08:46.460 I would welcome your thoughts on these points and any adjustments we might make to the process
00:08:50.280 to ensure we have all the necessary level of confidence in the final assessment.
00:08:55.400 That's what his email said.
00:08:57.120 And moments from now, you're going to hear the response
00:08:59.360 from the politicized leadership of the Obama intelligence community.
00:09:03.980 Now, you just read, Senator, the email that kind of opens all this up.
00:09:08.660 The response email, though, is even more shocking.
00:09:12.040 Well, as I just read, Mike Rogers, who was the director of the National Security Agency,
00:09:16.860 he said in writing in December of 2016,
00:09:20.640 we have one chance to get this right, and it is critical that we do so.
00:09:25.480 And he further said, we need a process that allows all of us to be comfortable,
00:09:30.060 and I'm concerned we are not there yet.
00:09:32.860 That's what he said at 7 a.m.
00:09:34.400 Well, later in the day, at 7.43 p.m.,
00:09:40.140 James Clapper replied to the Roger email, and he copied Brennan and Comey.
00:09:44.100 And here's what Clapper said, quote,

00:10:13.100 And then I want you to listen to this next sentence.
00:10:34.880 We may have to compromise on our, quote, normal modalities,
00:10:43.600 since we must do this on such a compressed schedule.

00:10:59.260 Now, Ben, that's a lot of things, but it's not intelligence.

00:11:06.400 It's not trying to get to the facts.
00:11:08.860 It is saying we must all be on the same page,

00:11:14.580 that's our story, and we're sticking to it.

00:12:28.320 Russia was responsible for leaking data from the DNC and the DCCC.
00:12:31.900 And it failed to mention that the FBI and the NSA had previously expressed low confidence in that attribution.

00:12:46.240 they reversed the determination of the intelligence community for a political objective.

00:15:56.020 That was what they were concluding

00:16:05.500 for partisan political reasons,
00:16:08.800 they decided we're going to accuse Russia
00:16:11.940 of electing Donald Trump
