00:02:45.980 violated the law in connection with this matter.

00:02:50.880 to the day-to-day supervision

00:02:54.280 but he must comply with the regulations,
00:02:56.780 procedures, and policies of the department.
00:03:00.380 Mr. Herr has a long and distinguished career
00:03:02.860 as a prosecutor.
00:03:04.600 In 2003, he joined the department's criminal division
00:03:07.360 where he worked on counterterrorism,
00:03:10.000 corporate fraud, and appellate matters.
00:03:12.240 From 2007 until 2014,
00:03:15.300 Mr. Herr served as an assistant U.S. attorney
00:03:17.380 for the District of Maryland,
00:03:18.900 where he prosecuted matters ranging from violent crime
00:03:21.780 to financial fraud.
00:03:23.740 In 2017, Mr. Herr rejoined the department
00:03:26.740 as the principal associate deputy attorney general.
00:03:29.660 In 2018, he was nominated and confirmed
00:03:33.520 to serve as a U.S. attorney
00:03:35.360 for the District of Maryland.
00:03:37.680 As U.S. attorney,
00:03:38.980 he supervised some of the department's
00:03:40.740 more important national security,
00:03:43.000 public corruption,
00:03:43.940 and other high-profile matters.

00:07:16.280 and how much of a figure he has been over the last several years,

00:07:21.320 Who was Rod Rosenstein?
00:07:22.380 Rod Rosenstein was the deputy attorney general
00:07:24.780 under Donald Trump when Jeff Sessions became attorney general.
00:07:27.920 That appointment, and Trump appointed Rod Rosenstein,
00:07:31.980 that appointment was a tragic mistake
00:07:34.920 that visited enormous grief on the Trump White House
00:07:39.660 and the Trump presidency.
00:07:41.340 Rod Rosenstein had been the U.S. attorney
00:07:43.580 under Barack Obama for the state of Maryland.
00:07:46.660 He was the top prosecutor
00:07:48.400 for the Department of Justice in Maryland
00:07:51.600 in the Obama DOJ.
00:07:53.800 Look, Rod is not a left winger.
00:07:57.540 Right.
00:07:59.240 But he's a company man.
00:08:00.680 He's a DOJ company man.
00:08:03.880 And if you look at how
00:08:05.700 the Department of Justice operates,

00:08:08.700 like most places in Washington,

00:08:11.660 So the AG is at the top.

00:08:16.760 in the Department of Justice
00:08:18.160 is the deputy AG.
00:08:19.480 And in the acronym world,
00:08:20.540 that's called the DAG.
00:08:22.480 The DAG is essentially,
00:08:24.480 and everyone calls him the DAG.
00:08:26.020 The DAG is essentially
00:08:27.780 the chief operating officer
00:08:29.540 of the agency.
00:08:30.940 So the DAG runs DOJ.
00:08:32.880 Day-to-day runs it.
00:08:35.340 And the way the DAG does that
00:08:37.460 is the DAG has a series
00:08:39.260 of lawyers reporting to him.
00:08:41.660 Who are what are called ADAGs,
00:08:44.260 which are associate deputy
00:08:47.160 attorneys general.
00:08:49.180 I was an ADAG
00:08:50.660 in the George W. Bush
00:08:52.760 Department of Justice.
00:08:53.760 I was an associate
00:08:54.680 deputy attorney general.
00:08:56.240 And each of the ADAGs
00:08:57.420 is responsible for helping the DAG
00:09:00.200 run the Department of Justice.
00:09:03.600 Now, you have multiple ADAGs.
00:09:06.740 And then you have one,
00:09:07.780 this is where Washington
00:09:08.540 really does get ridiculous.
