00:00:00.000 Good afternoon.
00:00:02.000 You know, there are moments in this life β€”
00:00:06.000 and I mean this literally β€”
00:00:09.000 when the pure, unadulterated evil is unleashed on this world.
00:00:15.000 The people of Israel lived through one such moment this weekend. 0.82
00:00:21.000 The bloody hands of the terrorist organization Hamas, 0.99
00:00:25.000 a group whose stated purpose for being is to kill Jews. 1.00
00:00:32.000 This was an act of sheer evil. 0.97
00:00:35.000 More than 1,000 civilians slaughtered β€”
00:00:38.000 not just killed β€” slaughtered in Israel,
00:00:42.000 among them at least 14 American citizens killed.
00:00:47.000 Parents butchered, using their bodies to try to protect their children.
00:00:52.000 Stomach-turning reports of babies being killed.
00:00:56.000 Entire families slain.
00:00:58.000 Young people massacred while attending a musical festival
00:01:02.000 to celebrate peace β€” to celebrate peace. 0.99
00:01:05.000 Women raped, assaulted, paraded as trophies. 0.97
00:01:09.000 Families hid their fear for hours and hours, 0.99
00:01:13.000 desperately trying to keep their children quiet
00:01:16.000 to avoid drawing attention.
00:01:20.000 And thousands of wounded β€” alive but carrying with them
00:01:24.000 the bullet holes and the shrapnel wounds
00:01:26.000 and the memory of what they endured β€”
00:01:29.000 you all know these traumas never go away.
00:01:32.000 There are still so many families desperately waiting
00:01:35.000 to hear the fate of their loved ones,
00:01:37.000 not knowing if they're alive or dead or hostages.
00:01:41.000 Infants in their mother's arms, grandparents in wheelchairs,
00:01:44.000 Holocaust survivors abducted and held hostage β€”
00:01:50.000 hostages whom Hamas has now threatened to execute
00:01:53.000 in violation of every code of human morality.
00:01:57.000 It's abhorrent.
00:01:59.000 The brutality of Hamas β€” 0.53
00:02:02.000 his bloodthirstiness β€” brings to mind the worst β€”
00:02:07.000 the worst rampages of ISIS.
00:02:09.000 This is terrorism.
00:02:12.000 But sadly, for the Jewish people, it's not new.
00:02:16.000 This attack has brought to the surface painful memories
00:02:20.000 and the scars left by a millennia of anti-Semitism
00:02:24.000 and genocide of the Jewish people.
00:02:27.000 So, in this moment, we must be crystal clear β€”
00:02:33.000 we stand with Israel.
00:02:36.000 We stand with Israel.
00:02:38.000 We stand with Israel.
00:02:40.000 And we will make sure Israel has what it needs 0.69
00:02:43.000 to take care of its citizens, defend itself,
00:02:46.000 and respond to this attack.
00:02:48.000 There's no justification for terrorism.
00:02:51.000 There's no excuse.
00:02:53.000 Hamas does not stand for the Palestinian people's right
00:02:57.000 to dignity and self-determination.
00:03:00.000 His state of purpose is an annihilation of the State of Israel 0.99
00:03:03.000 and the murder of Jewish people. 0.98
00:03:05.000 They use Palestinian civilians as human shields. 0.98
00:03:10.000 Hamas offers nothing but terror and bloodshed 0.88
00:03:13.000 with no regard to who pays the price.
00:03:16.000 The loss of innocent life is heartbreaking.
00:03:26.000 Like every nation in the world,
00:03:28.000 Israel has the right to respond and, indeed, 0.99
00:03:30.000 has a duty to respond to these vicious attacks.
00:03:35.000 I just got off the phone with a third call
00:03:38.000 with Prime Minister Netanyahu.
00:03:40.000 And I told him,
00:03:42.000 the United States experience what Israel is experiencing, 0.91
00:03:44.000 our response would be swift, decisive, and overwhelming.
00:03:49.000 We also discussed how democracies like Israel
00:03:51.000 and the United States are stronger and more secure
00:03:54.000 when we act according to the rule of law.
00:03:59.000 Terrorists purposely target civilians and kill them.
00:04:06.000 We uphold the laws of war.
00:04:08.000 The law of war.
00:04:10.000 It matters.
00:04:11.000 There's a difference.
00:04:13.000 Today, Americans across the country are praying
00:04:16.000 for all those families that have been ripped apart.
00:04:19.000 A lot of us know how it feels.
00:04:22.000 It leaves a black hole in your chest when you lose family.
00:04:25.000 Feeling like you're being sucked in.
00:04:28.000 The anger, the pain, the sense of hopelessness.
00:04:34.000 This is what they mean by human tragedy.
00:04:43.000 An atrocity.
00:04:44.000 On an appalling scale.
00:04:46.000 We're going to continue to stand united,
00:04:50.000 supporting the people of Israel
00:04:52.000 who are suffering unspeakable losses
00:04:54.000 and opposing the hatred and violence of terrorism.
00:04:59.000 My team has been in near-constant communication
00:05:04.000 with our Israeli partners and partners all across the region
00:05:07.000 and the world from the moment this crisis began.
00:05:11.000 We're surging additional military assistance,
00:05:13.000 including ammunition and interceptors,
00:05:16.000 to replenish Iron Dome.
00:05:18.000 We're going to make sure that Israel does not run out
00:05:21.000 of these critical assets to defend its cities and its citizens.
00:05:26.000 My administration has consulted closely with Congress
00:05:30.000 throughout this crisis.
00:05:32.000 And when Congress returns,
00:05:34.000 we're going to ask them to take urgent action
00:05:37.000 to fund the national security requirements
00:05:39.000 of our critical partners.
00:05:41.000 This is not about party or politics.
00:05:44.000 This is about the security of our world,
00:05:49.000 the security of the United States of America.
00:05:53.000 We now know that American citizens
00:05:56.000 are among those being held by Hamas.
00:05:59.000 I've directed my team to share intelligence
00:06:02.000 and deploy additional experts
00:06:03.000 from across the United States government
00:06:05.000 to consult with and advise Israeli counterparts
00:06:09.000 on hostage recovery efforts.
00:06:12.000 Because as President, I have no higher priority
00:06:15.000 than the safety of Americans
00:06:17.000 being held hostage around the world.
00:06:20.000 The United States has also enhanced our military force posture
00:06:23.000 in the region to strengthen our deterrence.
00:06:27.000 The Department of Defense has moved
00:06:30.000 the USS Gerald R. Ford Carrier Strike Group
00:06:33.000 to the Eastern Mediterranean
00:06:34.000 and bolstered our fighter aircraft presence.
00:06:37.000 And we stand ready to move in additional assets as needed.
00:06:41.000 Let me say again to any country, any organization,
00:06:47.000 anyone thinking of taking advantage of this situation,
00:06:50.000 I have one word.
00:06:52.000 Don't. Don't.
00:06:54.000 Our hearts may be broken, but our resolve is clear.
00:07:00.000 Yesterday, I also spoke with the leaders of France,
00:07:04.000 Germany, Italy, and U.K.
00:07:06.000 to discuss the latest developments with our European allies
00:07:09.000 and coordinate our united response.
00:07:11.000 This comes on top of days of steady engagement
00:07:16.000 with partners across the region.
00:07:18.000 We're also taking steps at home.
00:07:22.000 In cities across the United States of America,
00:07:25.000 police departments have stepped up,
00:07:27.000 security around centers for Jewish life.
00:07:29.000 The Department of Homeland Security
00:07:31.000 and the Federal Bureau of Investigation
00:07:33.000 are working closely with state and local law enforcement
00:07:36.000 and Jewish community partners
00:07:37.000 to identify and disrupt any domestic threat
00:07:40.000 that could emerge in connection
00:07:42.000 with these horrific attacks.
00:07:44.000 This is a moment for the United States to come together,
00:07:48.000 to grieve with those who are mourning.
00:07:51.000 Let's be real clear.
00:07:56.000 There is no place for hate in America,
00:07:59.000 not against Jews, not against Muslims,
00:08:03.000 not against anybody.
00:08:05.000 We reject, we reject what we reject is terrorism.
00:08:08.000 We condemn the indiscriminate evil,
00:08:13.000 just as we've always done.
00:08:15.000 That's what America stands for.
00:08:17.000 You know, just over 50 years ago,
00:08:19.000 I was thinking about it this morning,
00:08:21.000 talking to the Secretary of State,
00:08:23.000 the Vice President in my office.
00:08:24.000 And over 50 years ago, as a young senator,
00:08:29.000 I visited Israel for the first time
00:08:32.000 as a newly elected senator.
00:08:34.000 And I had a long, long trip of meeting
00:08:40.000 with Golda Meir in her office
00:08:42.000 just before the Yom Kippur War.
00:08:45.000 And I guess she could see the consternation on my face
00:08:52.000 as she described what was being faced,
00:08:54.000 what they were facing.
00:08:56.000 We walked outside in that sort of hallway
00:09:01.000 outside her office to have some photo.
00:09:04.000 She looked at me all of a sudden and said,
00:09:06.000 would you like to have a photograph?
00:09:08.000 And so I got up and followed her out.
00:09:12.000 We're standing there silent, looking at the press.
00:09:15.000 She could tell, I guess, I was concerned.
00:09:18.000 She leaned over and whispered to me. 0.92
00:09:20.000 She said, don't worry, Senator Biden.
00:09:22.000 We have a secret weapon here in Israel.
00:09:25.000 My word is what she said.
00:09:28.000 We have no place else to go.
00:09:33.000 We have no place else to go.
00:09:38.000 For 75 years, Israel has stood as the ultimate guarantor 0.98
00:09:42.000 of the security of Jewish people around the world
00:09:45.000 so that the atrocities of the past could never happen again.
00:09:49.000 And let there be no doubt the United States has Israel's back.
00:09:55.000 We will make sure the Jewish and Democratic State of Israel
00:09:58.000 can defend itself today, tomorrow, as we always have.
00:10:02.000 It's as simple as that.
00:10:05.000 These atrocities have been sickening. 0.54
00:10:10.000 We're with Israel. Let's make no mistake. 0.83
00:10:13.000 Thank you.
00:10:14.000 Mr. President, what was your reaction?
00:10:16.000 The President, what was your reaction?
00:10:18.000 The President, how do you go to Afghanistan?
