00:00:20.400 did not protect you or hold to account those who hurt you.
00:00:26.720 As Minister of Sport and Physical Activity, I am committed to ensuring you are supported
00:00:31.260 and that meaningful and impactful changes are made to the sport system.
00:00:36.180 To the survivors who have come forward so that we can learn, better protect our children
00:00:40.360 and improve our systems and processes, I admire your courage. Thank you for helping us get
00:00:46.620 to today. Our sport system needs to be grounded in human rights, with human rights protection
00:00:52.360 reflected in how sport operates and how it's governed. We need to embed accountability,
00:00:58.360 integrity and safe sport into everything we do. We have to talk about racism, misogyny,
00:01:07.080 homophobia and transphobia. We have to talk about the negative, inappropriate and dangerous
00:01:13.000 behaviour that's been normalised and even perpetuated by sport culture that is toxic and makes sport
00:01:20.360 unsafe. We have to talk about roles and responsibilities. Parents, athletes, officials,
00:01:26.840 administrators, volunteers, coaches and fans, we all have a role to play. Our government is committed
00:01:33.880 to ensuring that all athletes and sport participants have a safe and positive experience in sport.
00:01:40.760 So to that end, I'm announcing a formal independent mechanism to review the Canadian sports system.
00:01:47.400 I'm also announcing some immediate actions to address concerns raised by survivors and highlighted
00:01:54.440 through the parliamentary committee processes. First, we are creating an independent,
00:01:59.960 impartial Future of Sport in Canada Commission. Over 18 months, the Commission will provide a forum
00:02:06.280 to bring to light lived survivor experiences, support healing and engage broadly on how to improve
00:02:12.600 the sport system in Canada. The Commission will be trauma informed, survivor centred and human rights
00:02:18.920 based. The Commission will report its findings publicly and it will make recommendations in two
00:02:26.280 specific areas. First, actions that can be taken to improve safe sport in Canada, including trauma
00:02:33.400 informed approaches to support athletes in the disclosure of and healing from abuse in sport.
00:02:38.600 Second, actions that can be taken to improve the sport system in Canada,
00:02:44.760 writ large, including issues related to policy, funding, structures, governance, reporting,
00:02:51.320 accountability, conflicts of interest, system alignment, culture and legal considerations.
00:02:57.480 Following engagement and a preliminary public report, the Commission will hold a national summit,
00:03:03.320 where participants can deliberate on the Commission's initial findings and recommendations to inform its
00:03:09.000 final recommendations. The Commission will be made up of three individuals. Leading the Commission
00:03:14.680 will be an independent legal expert appointed as Commissioner. This individual will be both
00:03:21.080 independent from government and independent from the sport system. The Commissioner will be supported
00:03:26.920 by two special advisors, one with lived experience or expertise in victims rights, child protection and
00:03:32.920 trauma informed processes, the other with expertise and experience in sport. The terms of reference for
00:03:39.640 the Commission are being released with this announcement and details with respect to the composition of the
00:03:44.600 Commission will be announced early in the new year.
00:03:46.840 The starting point for the Commission will be a recognition that bad things have happened and continue
00:03:56.600 to happen in Canadian sport. Survivors will not need to prove they have experienced harm. We know you have.
00:04:05.480 We believe you and we support you. Your experiences will inform recommendations for the future of sport,
00:04:12.760 better and safer sport in Canada. While the Commission undertakes its work independently,
00:04:19.880 I will move forward with some immediate actions to address maltreatment in sport. To ensure greater
00:04:25.080 independence, we will begin to transition the Office of the Sport Integrity Commissioner and the Abuse-Free
00:04:30.760 Sport Program out of the Sport Dispute Resolution Centre of Canada. To bolster the voice and input of
00:04:37.560 athletes across the sport system, we will increase the organizational capacity of athletes CAN,
00:04:43.080 the voice of Canada's national team athletes. We will elevate the previously announced Sport Canada
00:04:48.920 Athlete Advisory Committee to a Ministerial Advisory Committee. On January 10th, we will reopen for four
00:04:55.080 weeks the call for athletes to participate on the advisory committee. We will take steps to modernize
00:05:01.160 Sport Canada's funding framework and address policy gaps in safe sport. This will include a new
00:05:07.080 integrated funding model with strengthened accountability measures and more streamlined risk-based
00:05:13.720 compliance. We will develop a sport integrity framework for Canada. This will consolidate existing
00:05:21.000 integrity policy and include new policies to be developed around safeguarding children and match
00:05:27.640 manipulation. Finally, recognizing that safe sport is an international issue, I am initiating an
00:05:34.440 international work group on integrity in sport. Canadians deserve a sport system that reflects and celebrates our
00:05:44.680 values of equality, fairness and inclusion. Canadians deserve a sport system that is safe,
00:05:51.240 responsible and accountable. That's the sport I want for my kids and for yours.
