00:00:00.000 But today's announced de facto production cap on Alberta's oil and gas sector amounts to an intentional attack by the federal government on the economy of Alberta and the financial well-being of millions of Albertans and Canadians.
00:00:13.020 Alberta owns our resources, and under the Constitution, we have the exclusive jurisdiction to develop them and to manage them.
00:00:19.240 And we've done so responsibly by setting a price on carbon as far back as 2007, developing a carbon offset and trading program, investing billions in commercial scale carbon capture.
00:00:30.000 Utilization and storage, creating an innovation fund that has so far supported more than 260 emissions-reducing project with $2.6 billion worth of grants, and by establishing a clearer framework for reaching carbon neutrality across our entire economy by 2050.
00:00:45.440 With his pronouncement today, singling out the oil and gas sector alone for punitive federal treatment, Justin Trudeau and his Eco-Extremist Minister of the Environment and Climate Change, Stephen Gibault, are risking hundreds of billions of dollars in investments in Alberta's and Canada's economy and core social programs.
00:01:02.220 They're devaluing the retirement investments of millions of Canadians, and they're threatening the jobs of hundreds of thousands of Albertans.
00:01:09.440 And ironically, they're also significantly undercutting global emissions reduction efforts by effectively de-incentivizing capital investment by the oil and gas sector in the emissions-reducing technologies and fuels that the world needs Alberta to develop and share.
00:01:23.480 This proposed cap also undermines the unity of our country, and Albertans will not tolerate it.
00:01:29.260 Our province is simply done with what amounts to a steady stream of economic sanctions and punitive measures thrown upon our citizens and businesses to intentionally damage their livelihoods and the economic engine that disproportionately powers our national economy and the programs that Canadians rely on.
00:01:44.940 So over the coming months, our cabinet and our caucus will develop constitutional shields in response to this and other recent attacks on our province by what is fast becoming one of the most damaging federal administrations in Canadian history.
00:01:57.900 Alberta will continue to implement our emissions reduction and energy development plan to achieve a carbon-neutral economy by 2050 through a combination of investments in emission-reducing technologies combined with practical emission offsets,
