00:16:09.000 to get a photo with and the dog was missing a leg it had a freshly amputated leg and had a
00:16:14.520 road rash and i said oh no like what happened to her and just kind of thinking you know like maybe
00:16:19.700 an accident or a dog fight or something and i had no idea where this dog came from and they told me
00:16:24.680 uh they said where do you think and i said i have no idea is this a true question i have no idea
00:16:30.120 it's all came from masco cheese which is a local reserve just north of the north and uh and i was
00:16:36.420 in shock i was i felt like this little kid who just kind of had his dreams crushed and they said

00:19:29.600 and i uh you know i'm like i'm gonna i'm gonna find a straw bale hookup and we're gonna
00:19:35.300 we're going to go buy some bales and i didn't know how many we were going to get i didn't know
00:19:38.380 how much money we were going to raise but we did end up doing um nine thousand dollars in three
00:19:42.320 days and i think we purchased around uh over two thousand bales that we dispersed between
00:19:46.820 uh four communities in central alberta that would be ochis sunchild masca cheese and morley as you
00:19:52.800 were talking about before that there was the first time that i actually stepped foot on the reserve
00:19:57.180 um without just driving through my vehicle i actually got to see it firsthand so i got brought
00:20:02.140 out by a person who reached out to me and said who who granted you access to these communities
00:20:07.160 i said nobody i'm going either way and uh she said well no worries we'll grant you access this
00:20:13.540 was a former rescue friend that i had that uh we're no longer associated and um she brought me
00:20:20.740 out and i i had this image in my head that we would be in the field building these straw huts
00:20:26.780 for these stray dogs that's just what i pictured and i i followed her to a house and she gets out
00:20:32.360 she goes up to knock on the door and i can see that there's a dog chained up outside with no
00:20:36.620 shelter no food no water freezing alternating paws because his paws are freezing off and i said what
00:20:42.700 the what the hell are we doing here and she said well we're just asking permission to see if we can
00:20:46.220 build a hut for their dog and i'm like this dog has a house this dog has a home and that's where
00:20:51.280 everything changed. I looked around, and what I thought was smoke and mirrors. It was not
00:20:55.900 just a stray crisis. That's only 30% of the problem. It is the treatment of the animals
00:21:01.820 that are owned by people in these communities, and that's what people need to understand. That's
00:21:05.700 what they need to see, and I don't see anybody else exposing that.
00:21:09.920 No, and it's horrifying to see. I worked in the field for 20 years, and I worked on a lot of
00:21:15.220 reserves in the past, and that's part of why I know how they are, and that's why I wanted it.

00:21:27.920 restrained and they're chained at some households and again i mean both we're both clear that some

00:21:40.800 they're not chained or restrained in any sort of way and they run semi-feral they're unfixed that's
00:21:47.380 part of a large part of the problem and then more puppies come then often some of those puppies
00:21:52.100 might survive well they don't want to raise more dogs those ones end up going out being totally
00:21:57.280 feral and they can become dangerous it's a hamster wheel it's a hamster wheel we did have a girl uh
00:22:03.080 lose her life earlier this year a rescue girl in manitoba i didn't know her personally but a lot of
00:22:07.620 mutual friends between us and yeah she she got mauled so it's a real problem yeah these are
00:22:13.200 desperate dangerous dogs i wrote a piece recently on it with a number of issues just in the last
00:22:17.000 five years with often children killed by packs of feral dogs because they're on the reserves
00:22:21.660 they're out of control uh there's so many levels of how terrible this is i know there's been efforts
00:22:29.600 over the years though they quietly do it because nobody wants to assign responsibility there's
00:22:33.660 been rescue societies i know in the sutina reserve there's been free uh vet clinic that's mobile
00:22:39.020 that'll go out there and we'll fix the animals for them if people want to bring them in and they'll

00:22:50.020 has been low so you have rescued some dogs now i've seen some of the backlash from some people
00:22:56.920 they're accusing you of stealing dogs uh when it's a dog that's suffering and being abused i
00:23:02.320 don't see that as theft i see that as a human intervention but uh you you're going to be in
00:23:08.900 getting in some some problems pretty soon you know it's funny i um i have police officers in
00:23:15.640 my back pocket who commend what i do and they would never say it publicly obviously for the
00:23:20.800 sole fact that they're going to get back up their backlash and you know potentially lose their job
00:23:25.240 and i also know police officers who work on reserves who have been um penalized for rescuing
00:23:32.160 animals on the job as well because uh apparently that's not what they're supposed to do but if you
00:23:36.840 if you look up the criminal code of canada the animal welfare laws laws the ones that
00:23:41.220 are um stated in the indian act section 88 it actually is their job and they are the only ones
00:23:46.500 with jurisdiction to do anything um so yeah i have uh i have said that i it's more of a joke
00:23:54.240 you know people say we steal his dog i say yep stole a dog today right save them without permission
00:23:58.860 because um in my eyes and i guess i don't know how you do it but um for me it's i'm looking at

00:25:51.620 i know there's only so much you can do but i know there's horse rescues too because there's a whole
00:25:55.780 lot of problems unfortunately with with horses and livestock on the reserves as well i mean the
00:26:01.000 issue is much larger i i see the dogs the horses the suffering the abuse as a symptom again of a
00:26:07.020 bigger broken system it's not saying you don't care about the people in the state that they're
00:26:11.760 in in fact the state that the people are in is what's leading to the dog suffering as well
00:26:15.640 it all ties together it does it absolutely does and it is a systemic crisis and there's no doubt
00:26:21.740 about that and it's it's weird i think it's kind of like a culture it is a culture shock when you
00:26:27.480 go see this especially when it's right there in your backyard you know morally uh mascot cheese
00:26:32.220 oh cheese these ones that are only a drop like a 45 minute drive from town or even less sometimes
00:26:37.820 and one of the biggest excuses that we hear is the lack of funding and resources well that only
00:26:44.980 that only works as an excuse for the ones that are you know in northern saskatchewan the fly-in
00:26:49.520 communities northern alberta the ones that literally don't have access to those things and
00:26:53.680 if you ask me i have a quick solution to that problem and it's let's get the animals out
00:26:57.680 if we can't take care of them and we can't feed them and we can't provide them with the necessities
00:27:02.780 that they require then let's get them out that's a pretty easy solution to me and then the ones
00:27:08.000 that are close to like my mother lives uh 35 minutes into the country from the nearest victim

00:31:33.860 sovereign nations no matter what they like to try and call themselves they are not in fact their
00:31:38.240 racially based dependencies is what they are and that's part of what's led to the 0.98
00:31:42.600 awful dysfunction and mess that's going on on on the majority of them
00:31:47.020 i've heard those debates when it comes to the kamloops thing where they say well they can't dig
00:31:52.600 because again it's the first nations it's their sovereign territory the rcmp has no jurisdiction
00:31:57.080 there that's absolutely untrue they are still within canada they're still under our laws and
00:32:04.500 that includes animal neglect and abuse laws but and there's the big but uh police officers and
00:32:13.100 agencies would rather chew off their own legs than go on to the reserves and deal with it
00:32:18.040 not that they're not sympathetic but the the repercussions of dealing with anything on the
00:32:24.200 reserves is brutal. You know, as we see with Reed's just trying to rescue animals, and he's got an
00:32:31.960 opposition group coming after him. And the excuses come hard and heavy. You know, they talk about
00:32:37.700 too, well, it's different. It's a culturally different thing. You know, res dogs, they're
00:32:41.580 part of our culture and the way things are supposed to be. Look, you know what? I'm tired
00:32:45.000 of cultural relativism. Not all cultural practices are equal. Not all cultural practices need to be
00:32:52.340 maintained. Not all cultural practices need to be respected. Some of them have to evolve to get in
00:32:58.840 touch with the modern times. And I don't even know if poor treatment of animals is a traditional
00:33:05.080 culture. I don't think it is. I think it's unfortunately something that's turned into
00:33:08.740 a contemporary culture for the people on the reserves because, again, they're in such terrible
00:33:13.280 condition due to the whole reserve system as it is. But there's somewhat of an irony to it.
00:33:18.700 You know, people get more sometimes, I guess, upset or active when an animal is being abused than sometimes when a person is.
00:33:29.080 I think it's the fact that it's the helplessness.
00:33:31.960 When an animal's abused, they really, you know, are at a terrible disadvantage when they're being abused or neglected by a human being.

00:35:06.760 but they predominantly came from reserves you know overpopulation of animals was an issue
00:35:14.560 outside of reserves a couple of generations ago as well cats were running stray in alleys that
00:35:21.500 was well known they'd be culled dogs running stray so on that's why we had so many dog catchers and
00:35:27.200 things like that for trying to get people to restrain them the north american culture changed
00:35:31.920 they took it on as a piece of personal responsibility if you're going to own animals
00:35:36.360 you have moral obligations to care for the animals and keep them well and there's legal obligations
00:35:43.360 so if you are not properly caring for your animal if you are not you know keeping it under control
00:35:51.080 you could have legal repercussions against you and hey to be fair there's been dogs have been
00:35:57.400 run loose outside there's people who abuse animals outside the reserve too but we're talking the whole
00:36:01.440 volume of it in comparison doesn't it pales with what's going on out there and we've got to expose
00:36:09.060 it because until we do there's going to be more suffering if you want to see it i don't know they
00:36:13.820 probably called them since but there'll be more coming back if you go to the casino halfway to
00:36:17.800 banff on the stony reserve and they've got the casino and the gas station the convenience store
00:36:22.960 all the stuff they open up there there's a whole bunch of dogs hanging around there scrap hounding
00:36:26.940 off of people it's a pure example right there because they've just they're desperate dogs
00:36:30.420 they found that they can get some food and hot dogs or whatever from tourists that come by
00:36:34.240 but it's dangerous these are dogs that are running loose it's going to get cold the tourist trade is
00:36:41.600 going to go down and those dogs are going to suffer badly and some people try to intervene
00:36:46.940 there and guess what the reserve got very worked up so don't you dare intervene that's our job well 0.98
00:36:50.580 then do it do your damn job you know the reserves have bylaws i know about it i've been charged 0.97
00:36:57.420 under a couple of them. But they don't want to charge their own people, I guess, when they're 0.99
00:37:02.280 doing such things. Like, let's get real with this. Let's address this. Again, I mean, I care for the
00:37:09.360 people on the reserves too. As I said, I think the suffering of the animals is a symptom of the
00:37:18.780 suffering of the people already in there. And, you know, we want to fix the whole thing. But if we
00:37:26.720 can start with some of those dogs, the horses, and other things on the reserves. Let's get on
00:37:31.660 with it. Part of it is a complete lack of personal responsibility. You know, it gets back to what I
00:37:37.140 talked about. This is endless society of grievance we've created. The sense of victimhood. Anything
00:37:42.740 and everything that ever goes wrong in your life is somebody else's fault. You know what? You'll
00:37:45.740 never live well when you got that kind of attitude among you. And that was put upon the people on
00:37:51.080 the reserves. And I've talked about that before too. This isn't a matter of the race. Any race
00:37:56.660 raised that way, raised on a separated enclave based on race and then put into a cycle of
00:38:05.060 dependency where you're surrounded by substance abuse, where you have limited employment
00:38:09.360 opportunities when you're in housing that you don't own. All of these factors that combine
00:38:14.480 is going to be messed up. It doesn't matter if it's an Indigenous person raised like that 1.00
00:38:20.540 or a white person or an Asian person, 0.95
00:38:23.340 they will come out of it dysfunctional in that system. 0.89
00:38:26.700 And now it's coming down to the animals as well.
00:38:29.040 And I don't care what a person's motivation is to change things.
00:38:31.900 If the suffering of the people wasn't enough,

00:38:49.960 next to Calgary. Some feral dogs had been harassing people trying to fish on Fish Creek,
00:38:55.360 which bounds on the reserve. And the bylaw, the chief bylaw officer in Calgary, they called him
00:39:01.200 Bylaw Bill, outright said this was due to Calgarians dumping their unwanted dogs on the reserve.
00:39:07.800 That was 100% of a lie. That was a shift of where the responsibility lands that was damaging,
00:39:13.600 disingenuous and completely irresponsible and it really pissed me off i mean it's not saying you
00:39:20.680 got to get up there and yell at the people living on the reserve and such but let's be real about
00:39:24.980 what happened why are there not feral dog populations around the north east and south
00:39:29.840 parts of the city then why is it only on the reserve why was it that i got chased by a group
00:39:34.860 of feral dogs in onion lake up north of lloydminster when i was a surveyor 15 years ago
00:39:40.400 The people weren't driving six hours to get up there and abandon their dogs, guys.
00:39:45.740 These were a domestic local issue.
00:39:49.040 And if you don't even attribute, as a person who was in a senior position in sort of a form of almost bureaucratic law enforcement,
00:39:55.880 to try and lay the blame on the neighboring city rather than point to where the real problem is,
00:40:01.680 how the hell are we ever going to get to the solution of it?

00:40:05.580 and again drives home to the people saying it's never the fault of the people living on the

00:40:28.800 things as i said you know with my own trial that's going on with uh uh them disallowing the
00:40:34.180 the charter defense. It's just strange. And it'll be going on. As I said, my next trial date's
00:40:40.300 November 27th. We pretty much anticipate I'm going to be convicted. And we'll take it up to
00:40:45.900 another level of court. And because it's absurd, and it's ridiculous, and with a proper judge, 0.87
00:40:49.500 that'll be chucked out. But it's going to take a long time. It's been a year and a half since I 0.71
00:40:54.080 shot that video. And let's not beat around the bush. Why is the band so bound and determined
00:41:01.060 to come after me. What harm did I do right in this alleged trespass by driving on a public highway
00:41:08.440 on the reserve? I didn't do any harm with that. What they don't like is the video I shot.
00:41:16.100 They don't like that I exposed the conditions there and including dogs in that video. So they
00:41:23.880 want to make an example of me. They want to make sure that nobody else goes out to see what's going
00:41:28.340 on in there. Totally a responsibility. They should be prioritizing things on their own reserve

00:41:51.760 you drive on it. Where'd the money go? Why does it look so rough? Why are they living in squalor?
00:41:57.220 why can't you pick up the garbage why can't you contain your dogs when you have all that money
00:42:02.260 all that shows is money obviously isn't the solution is it something much bigger but if we
00:42:09.200 can't enter those reserves if everybody who goes on there gets trespassing charges for even daring

00:42:37.660 details there was a publication ban because it involved minors but i was in the courthouse
