Introducing the Data and Data Ethics and Privacy Management Frameworks and the Privacy Management Framework is a signal that Alberta s government is doubling down on its commitment to privacy and modernizing our privacy legislation. These frameworks complement and build on our existing privacy legislation and are designed to give Albertans more confidence and trust in how their government manages and uses their personal data.

00:00:05.680see a doctor or a nurse or a specialist. Every day Albertans visit motor vehicle
00:00:12.000registries to register a vehicle, renew a driver's license, or book a driver's
00:00:16.880exam. And every day Albertans rely on the land titles registry when they buy
00:00:22.380or sell a house. And every one of these interactions results in the creation of
00:00:28.800a record. Whether it be a paper record or a digital file, a record is kept. Another
00:00:37.020word for these records is data. And this data is essential for the delivery of
00:00:42.720services. Without data physicians wouldn't know a patient's medical history to inform
00:00:48.840a diagnosis. Without that data Albertans couldn't purchase a home with the
00:00:53.700confidence of knowing that the title is free and clear of all encumbrances.
00:00:58.260And without that data a driver would not be able to secure a loan for the purchase
00:01:03.060of their next car. The things we take for granted in our daily lives are dependent
00:01:09.360on these data being kept. And the government of Alberta is the steward of
00:01:14.640this data on behalf of all Albertans. My job is to make sure that this data is
00:01:21.480accurate, protected, and used for legitimate purposes for the benefit of all
00:01:28.560Albertans. Well Albertans have told me how important this is to them and so over the
00:01:34.020next 18 months I will be launching a series of initiatives to enhance
00:01:38.760transparency and to strengthen privacy protections for Albertans. In fact Alberta
00:01:44.480will be a national leader in this regard and when these initiatives are complete
00:01:49.280we will have the strongest privacy protections in Canada and the strongest
00:01:54.140penalties for violating these protections. As we aim to establish Alberta at the
00:02:00.800forefront of responsible governance by establishing strong foundations of
00:02:06.260privacy by design principles. Today we launch our first initiative and that is to launch the data and
00:02:14.460data ethics framework and the privacy management framework. These frameworks are a signal that
00:02:21.460Alberta's government is doubling down on our commitment to Albertans' right to
00:02:26.040privacy. These frameworks complement and build on our existing privacy legislation
00:02:32.940and they are designed to give Albertans more confidence and trust in how their
00:02:37.860government manages and uses data. A critical element to the Alberta government's work to
00:02:43.300modernize how we deliver services. One of my top priorities is modernizing our privacy
00:02:51.160legislation and I want Albertans to have confidence that their personal
00:02:56.420information will be protected and there will be no unauthorized access of government data.
00:03:02.300And that is why in addition to launching these frameworks today I will be in the months ahead proposing
00:03:10.880legislative amendments to bring in the strictest and most severe penalties for violating our privacy protections.
00:03:17.880Furthermore, my department, my ministry, Tech and Innovation, we will be developing a user portal
00:03:24.880where Albertans can log in online to see who is accessing their information and why.
00:03:30.880Furthermore, we will build a function into this portal to allow for Albertans to file immediately a complaint
00:03:42.880in this portal if they believe their information has been used illegitimately. This is critically important
00:03:48.880to building trust and confidence. Transparency needs to be at the root of what we do every day. And so we will be in
00:03:58.880ensuring the highest possible privacy standards and bring that level of transparency and
00:04:04.880accountability forward for Albertans. Introducing the data ethics framework and the privacy management framework
00:04:10.880is a huge step forward towards that future. But let me be perfectly clear. Here is my commitment to Albertans.
00:04:18.880Every service that we provide, every technology that we build, and every tool we deploy to modernize government service delivery
00:04:28.880will follow the principles in these frameworks. Make no mistake, your privacy is paramount. Albertans should have
