00:00:03.300 October 7th, Hamas carried out the worst attack on the Jewish people since the Holocaust.
00:00:10.160 They deliberately targeted innocent mothers, babies, grandparents, party-goers, peace activists,
00:00:19.500 and countless others who had no connection whatsoever, even to military life.
00:00:27.180 These were innocent civilians living their lives until they suddenly came to an end.
00:00:34.500 The attacks unleashed a carnage that is almost unprecedented in human history.
00:00:41.920 In fact, what was special about these attacks is the delight and the triumphal pride and exhibitionism
00:00:52.740 with which Hamas surely carried them out.
00:00:58.660 All of that reminds us that Hamas is not a militant organization.
00:01:05.900 It is not a government.
00:01:07.620 It is not an activist group.
00:01:10.340 Hamas is a sadistic, criminal, terrorist death cult, and it must be defeated.
00:01:20.120 Indeed, Israel does have the right to defend itself in accordance with international law

00:02:27.740 Adi Vital Kaplun of Ottawa was murdered in her kibbutz.
00:02:31.920 And Ned Epstein was murdered as he attempted to defend his girlfriend against a grenade.

00:02:49.100 Canadian citizens missing are believed to be held hostage among the 199 by Hamas
00:02:54.820 who hold their people, their own people, under siege in their gruesome grip,

00:03:37.080 Many more are suffering or have lost their lives.
00:03:42.080 Let it be said that the suffering of the Palestinian people is a tragedy.
00:03:48.160 Every innocent human life, Palestinian or Israeli,
00:03:54.420 Jewish, Muslim, Christian, or otherwise,
00:03:58.520 is of equal precious value.

00:04:02.360 All of us must do everything in our power to preserve this precious life
00:04:13.160 and minimize the suffering of innocent civilians.
00:04:16.340 Let us be clear, though.
00:04:19.220 This is not incidental to Hamas' actions.
00:04:24.200 It was the purpose of Hamas' actions.
00:04:27.280 Hamas not only seeks the maximum suffering of the Israeli people,
00:04:32.600 it seeks the maximum suffering of Palestinians as well.
00:04:36.260 Hamas has controlled Gaza ever since Israel departed from the Gaza Strip roughly a decade and a half ago.
00:04:47.200 And it has worked diligently to preserve Palestinian suffering
00:04:52.200 and prevent any opportunity for an easing of tensions or a future of peace.
00:04:58.420 And we know why Hamas felt the need to act with such drastic cruelty at this time.
00:05:05.640 Hamas, of course, is guided by its terror sponsor, the dictatorship in Tehran,
00:05:13.180 which had been growing in its concern for Israel's signature of the Abraham Accords,
00:05:19.900 with the UAE, with Bahrain, an agreement with Sudan,
00:05:26.100 and even the possibility of normalization with Saudi Arabia.
00:05:30.920 This kind of peace between Muslims and Jews, between Israelis and Arabs would be a nightmare
00:05:39.720 for both Hamas and for the dictatorship in Iran,
00:05:44.880 who seek to perpetuate the conflict and the divisions as a source of power.
00:05:51.900 They need to perpetuate the hatred in order to justify their dictatorships.
00:05:56.920 And that's why they felt the need to interrupt any path towards peace.
00:06:02.760 We all believe in a peaceful future that includes an independent Palestinian state,
00:06:10.360 a two-state solution.
00:06:13.260 And we believe that Israelis and Palestinians and other Arab countries need to discuss that peace.
00:06:20.820 And we understand that stability and security for the Israeli people is necessary for that to happen.
00:06:28.260 There are concrete actions that Canada can take towards these goals.
00:06:32.600 And I will list some of them, though they are not exhaustive.
00:06:35.940 And I expect that my members will be raising more of them later tonight in the Take Note debate.
00:06:40.960 First, Canada must criminalize the IRGC, the terrorist arm of the Iranian government.
00:06:51.740 There is no doubt that these attacks carried out on October 7th
00:06:55.740 had a degree of sophistication and coordination to them that would not have been possible
00:07:00.180 without aid from an outside government actor.
00:07:04.220 And that actor, of course, was the dictatorship in Tehran.
00:07:07.920 That same regime uses the IRGC as one of the most sophisticated and far-reaching terrorist groups in the world.
00:07:17.400 It coordinates between Tehran, Hamas, and Hezbollah.
00:07:22.380 It is unthinkable that the IRGC can operate legally in Canada.
00:07:27.660 It can raise funds.
00:07:29.320 It can prepare logistics.
00:07:32.020 It can recruit new followers.
00:07:34.900 Some of the people attached to the highest levels of the IRGC live in Canada today.
00:07:41.880 Their very presence terrorizing peaceful Canadians of Iranian descent
00:07:48.080 who desperately want to kick these terrorists out of our country.
00:07:51.640 And they are right.
00:07:52.460 The terrorists must be kicked out.
00:07:54.340 And this organization must be a criminal entity in Canada.
00:07:57.420 Second, we call for Hamas to immediately release all hostages.
00:08:07.280 Third, we want a complete review of all aid programs to make sure that not one penny goes to terrorism.
00:08:16.140 Fourth, we need to protect places of worship of all different backgrounds.
00:08:22.720 We know that synagogues, potentially mosques, and other places of worship,
00:08:28.360 we already know that these places have been targeted in the past in Canada.
00:08:32.000 Prior to this recent incident, we know that Muslims have been the victims of hateful and murderous attacks
00:08:41.280 by monsters here on our own soil.
00:08:44.760 We know that synagogues are now facing attacks by anti-Semites.
00:08:50.100 We know that churches have in the past been burnt down.
00:08:53.000 All of this to say that we need to protect all of our places of worship.
00:08:56.880 We need to debureaucratize and simplify the federal programs that provide some security infrastructure
00:09:03.340 at places of worship so that every single Canadian, regardless of their belief,
00:09:07.920 can feel safe when they go to worship.
00:09:09.760 As I said at the outset, and as I say again,
00:09:19.100 the lives of innocent Palestinians and Israelis are of equal value.
00:09:26.420 And to that end, we believe it is urgently important to minimize the suffering
00:09:31.500 and protect the lives of Palestinians who had no part in these attacks.
00:09:36.500 And that includes by supporting safe zones for civilians in Gaza,
00:09:40.920 by backing a humanitarian corridor for food, water, and medical supplies.
00:09:46.400 It means that we should support the evacuation of foreign nationals through Egypt.
00:09:51.380 And it means that we must do a comprehensive review of all of the aid we are sending to Gaza
00:09:57.820 to make sure that it actually reaches the Palestinian people
00:10:02.080 and not the terrorist thugs in Hamas.
00:10:04.520 Mr. Speaker, years ago when a terrorist attack happened in the United States of America,
00:10:19.720 one commentator said that, almost trying to absolve the attack,
00:10:24.740 said that we needed to look at the root causes of terrorism.
00:10:29.120 Well, the root cause of terrorism is the terrorist,
00:10:32.640 which I said at the time to the great horror of my critics.
00:10:38.180 Some of them said that the statement was too simplistic to be true.
00:10:43.360 Others said that the statement was so obvious that it needn't be said at all.
00:10:49.720 But in reality, it is neither.
00:10:51.880 It is both simple and true.
00:10:54.060 And it is perfectly the summary of the liberal democratic worldview.
00:10:59.040 Our view is that each individual is responsible for their own actions.
00:11:04.580 The root cause of terrorism, therefore, is not Islam or Christianity or Judaism or any religion.
00:11:14.020 It is the individuals who carry out the terrorism.
00:11:16.900 And this is important because it means that when we see vile actions carried out
00:11:22.120 by people purporting to act on behalf of a religion,
00:11:25.060 we do not blame all of their supposed co-religionists.
00:11:28.700 We do not blame Muslims for the actions of Hamas.
00:11:32.240 We do not target our fellow Canadians because of something that has happened on the other side of the world.
00:11:37.900 Here in Canada, we judge people on their own merits, their own deeds and their own words.
00:11:44.080 That is why the great Canadian Prime Minister Wilfrid Laurier said when he was asked what is our nationality,
00:11:50.960 he did not list an ethnicity or a religion or any other superficial demarcation.
00:11:59.580 Back then, we were already mixed up.
00:12:02.040 We had, obviously, Indigenous people, Scots, Irish and many people from all around the world in our country.
00:12:09.140 And, therefore, we could not define ourselves on any of those lines.
00:12:12.340 So, he said, Canada is free and freedom is its nationality.
00:12:16.740 And so it is today.
00:12:23.980 And so, let us then set out to protect the freedom of all Canadians and to stand for the values of freedom all around the world.
00:12:31.800 Let us support our Jewish and Muslim friends here in this country as they watch with horror and with sadness at what is happening to loved ones on the other side of the world.
