00:00:36.480 the province increasing capital grants supporting our housing providers and our rental assistance

00:00:47.600 2031 to create 13 000 more affordable housing units i expect we'll be announcing more uh in
00:00:53.440 the coming weeks we've also built 5 000 units since 2019 we continue to invest in things like
00:00:59.600 rent supplements a quarter billion dollars we just increased our rent supplement programs to
00:01:04.240 to help albertans as we make as we work towards increasing that stock and restoring affordability
00:01:09.120 in our market this is all part of 5.1 billion dollars worth of affordability measures that
00:01:14.960 the province of alberta has been investing in since the affordability crisis started
00:01:18.720 and that is paying dividends as we see the fact that Alberta still remains the most affordable
00:01:24.800 location in the world when it comes to housing, something that we have to maintain. We also
00:01:29.420 continue to be very focused on red tape production and working with our municipalities to be able to
00:01:34.020 increase things like building permits and our construction industry to make sure that their
00:01:37.960 zoning requirements and anything that may be holding them up is moved out of the way to be
00:01:42.240 able to make sure that they can build the highest amount of homes that we have ever built in the
00:01:45.540 history of the province. And I'm excited to report that right now we have the most building permits
00:01:50.380 ever issued in the history of Alberta, and we are on track to double the capacity of our
00:01:55.380 construction industry this year alone already. Each month it continues to be a bigger and bigger
00:02:00.880 record along the way. But a big part of that is that we have to make sure that we're providing
00:02:06.540 homes for seniors and ensuring that they have spaces like the one that we're in here today
00:02:10.980 as part of our overall housing plan.
00:02:13.960 And I'd like to, again, thank everybody, not only here today,
00:02:17.740 but all of our partners across the province who work with us
00:02:20.340 to provide seniors' homes through our Seniors' Lodge program.
00:02:23.760 They're absolutely critical, and at the end of the day,
00:02:25.900 you're providing tens of thousands of Albertans' homes,
00:02:28.140 something that's very, very important to Alberta.
00:02:30.700 I don't know if you know this, but Alberta's Senior Lodge program
00:02:33.620 is the oldest social housing program,
00:02:36.120 and it is one of a kind here in our country.
00:02:38.760 It's an essential service, and our government is committed to continuing it and supporting it as we go forward.
00:02:45.220 It's important work, and it will continue to be a priority of our province.
00:02:49.620 We are continually looking for ways to improve seniors' housing, though, in Alberta.
00:02:53.800 And that's why today, Alberta is announcing that our government is increasing investment in our Lodge program.
00:03:00.100 Budget 2024 provides $60 million in operational funding to Alberta's Lodge Assistance Program.
00:03:06.300 that's a 20 million dollar increase from budget 2023 this funding will help cover the additional
00:03:13.260 operating costs to ensure seniors lodge operators have the funding needed to provide their services
00:03:18.540 to low-income seniors and given the rising costs of living and inflation this is this is an increase
00:03:24.780 that is needed our providers are seeing the same challenges that each and every one of us is seeing
00:03:29.980 because of the inflationary situation as the cost of everything goes up this funding is a 55
00:03:36.860 increase per person per day to our lodge program it's a significant number and i hope that our
00:03:42.380 lodge operators see that we hear the challenges that they're facing and continue to value their
00:03:47.740 partnership and want to partner with them going forward to be able to create the homes that we
00:03:51.820 need for seniors across this problem across this province seniors lodges are vibrant community
00:03:57.340 spaces and it's crucial that they remain viable options for seniors in alberta now today's funding
00:04:02.940 announcement is in addition to the seniors lodge review that was launched in january the panel the
00:04:07.660 lodge review panel has been worked been hard at work reviewing the senior lodge program and
00:04:11.980 ensuring that it meets the needs of alberta seniors they've been looking at making the
00:04:16.220 program more sustainable and ensuring seniors can age in their communities we have an opportunity
00:04:21.740 to smooth transition between seniors independent living options and continuing care to ensure
00:04:26.380 seniors have access to the support when they need it and where they need it i appreciate the work of
00:04:31.980 all our partners in this sector without them much of the great work done in seniors lodges
00:04:36.300 and housing would not be possible we know the need is great and our government will continue
00:04:40.780 to work hard to ensure seniors have housing that works for them today's announcement is
00:04:46.060 an important step but only one step in improving the lives of low-income seniors across alberta
00:04:50.620 this is real action from our government to address the needs of the seniors lodge operators
00:04:54.940 in communities all across alberta we will continue to listen to alberta seniors and our partners to
00:05:01.020 ensure that we have a robust and sustainable lodge program that provides opportunities

00:05:20.700 you very much again for having me good morning everyone and I want to welcome
00:05:32.100 everyone to Silvera's beautiful Shaughnessy Commons our large program
00:05:37.680 here in the southern part of the city of Calgary we operate seven supported
00:05:43.620 living communities across our city on behalf of Calgarians thank you Minister
00:05:47.800 for being here today, for inviting me to share a few words about the value of this investment
00:05:53.100 in Albertans and particularly to Silvera, how much we appreciate your investment and recognition
00:05:59.780 of the good work that's happening in the important launch program across this province
00:06:03.680 and here for us today. Silvera plays an important role in providing affordable housing
00:06:08.800 for Calgarians and it is a need that is growing and is ever-present as the costs continue to
00:06:16.540 escalate. As a not-for-profit housing provider, Silvera operates in more than 1800 housing units
00:06:23.500 across our city, of which 775 units are a part of this Lodge program that is funded by the government
00:06:30.280 and the City of Calgary. Here at Shaughnessy, being a part of the Lodge program, we provide
00:06:35.940 three meals, we provide daily activities, life, leisure, and learning opportunities. We provide
00:06:44.940 sense of community if you take a look around we've got wonderful people here who are living their best
00:06:49.020 life who have created a sense of home and sense of community and a sense of family and that's
00:06:54.860 important in all of our communities across this province and silver is really pleased that that's
00:07:00.220 the sense we have in all of our communities it's worth noting that the lodge program doesn't provide
00:07:06.460 just home it is also a great employment center for calgarians with employment of 344 full-time
00:07:14.460 and part-time employees it's about jobs and careers and opportunities for people to sustain
00:07:19.660 their families so you know it can't go unnoticed the value of the lodge program across our province
00:07:25.900 but particularly we certainly feel it in being able to create a career opportunity for our
00:07:30.860 employees here at silvera today's announcement and this additional funding with the lodge assistance
00:07:36.060 program will have a significant impact on our ability to manage the rising costs mr nixon has
00:07:42.300 very clearly articulated what we're struggling with the the cost of utilities the cost of food
00:07:48.060 the cost of compensation rising costs for absolutely everything and that can't be on
00:07:53.980 the backs of our seniors only their incomes are fixed and thus the essential important investment
00:08:00.380 that our government of alberta has made and will continue to make and this increase is significant
00:08:05.740 to us that the seniors simply can't cover over the past few years as lodge operators we've made
00:08:13.020 concessions in the lodge program to to deal with that cost inflation environment as our residents
00:08:19.980 only pay half of the cost of what it takes to run the lodge program and so the government plays a
00:08:26.620 critical role in this work at both the municipal and the provincial level and this injection and
00:08:32.140 the advocacy that the minister has done on behalf of the lodge program has been stellar.
00:08:39.580 Silvera has limited ability to manage those rising costs through rent and through fee
00:08:44.380 increases so we join the minister and probably all of other operators across this province in
00:08:49.660 celebrating this crucial investment for financial sustainability in the program. The need is great
00:08:55.340 today but it is also growing with our rising population of those that are aging in our
00:09:01.180 community and fortunately this announcement this announcement does just that it invests in in
00:09:07.500 albertans today and seniors today but it also sets us up to be able to continue to serve seniors into
00:09:13.020 the future it's necessary and it's very much appreciated i want to thank minister nixon and
00:09:17.580 his department and legislative colleagues for making this funding increase a priority
00:09:23.100 and furthermore for minister nixon champion for seniors and the lodge program and its renewal
00:09:28.780 since his time in government.
