00:00:00.000 You see, Gen Z and Millennials are the engine of our economy. 0.82
00:00:06.180 Everything that is created, built, served, and sold in this country
00:00:10.300 is increasingly being created, built, served, and sold by Millennials and Gen Z.
00:00:16.820 They're the young parents, the students doing cutting-edge research,
00:00:21.940 the young entrepreneurs with startup ideas.
00:00:24.940 Their success is Canada's success.
00:00:28.100 In the future, sure, but also right now.
00:00:40.500 But the economy isn't rewarding them the way it used to reward their parents and grandparents.
00:00:47.720 Avant, si on travaillait fort, on pouvait s'offrir une belle maison, une belle vie.
00:00:53.420 Aujourd'hui, la stabilité pour la classe moyenne semble hors de portée.
00:01:00.220 That's not right. That's not fair.
00:01:04.640 We believe government should step up and take action.
00:01:09.360 So we put together a plan.
00:01:11.540 And for the last few weeks, I've been getting out there and talking with Canadians about it.
00:01:15.760 I know all of you have too, talking about our plan for fairness for every generation.
00:01:23.380 I went to Vancouver, where I talked with young people about how we're going to be making rent
00:01:28.860 count towards paying a mortgage.
00:01:31.740 I went to the GTA, where I talked to the kids from Generation Chosen about their mental health
00:01:38.400 and about everything we're going to do to support them.
00:01:56.300 I was in Calgary, where I talked with the business community about how we're keeping Canada
00:02:01.960 competitive during the global energy transition.
00:02:06.720 And all through it, I made lots of announcements with Sean Fraser, including in Halifax, about
00:02:13.100 how we're launching the most ambitious and comprehensive housing plan this country has ever seen.
00:02:26.300 We will build more homes faster than we've seen in generations.
00:02:37.900 This plan, this budget, is about making sure we build an economy that is fair for everyone.
00:03:24.980 We don't think it's fair that a teacher or electrician pays taxes on 100% of their income,
00:03:34.240 while a multimillionnaire pays taxes only on 50% of the passive income they make on capital gains.
00:03:40.640 So, we're going to make them pay a little more.
00:03:50.520 I want to be crystal clear, though.
00:03:52.760 This tax will not apply to anyone's primary residence.
00:03:56.700 Je tiens à être très clair, cette taxe ne s'appliquera pas à la résidence principale
00:04:01.480 de qui que ce soit.
00:04:03.440 And so, 99.87% of Canadians will not pay a cent more tax.
00:04:17.320 Those who will, those who will, will be those who've benefited from an economy that seems
00:04:23.240 tipped towards them and away from everyone else, particularly young people.
00:04:29.560 So, we're asking them to pay their fair share so that younger generations can have the same
00:04:34.940 opportunities that Xers, Boomers, and other generations had when they were starting out
00:04:40.380 in their lives.
00:04:41.540 The people that are driving our economy, the millennials and Gen Z who make up the majority
00:04:47.160 of our workforce already, deserve the same advantages.
00:04:51.700 This is the challenge we need to meet, and our plan will meet this moment.
00:04:59.560 I want for a moment for you all to think back to that moment in time where you, each of you,
00:05:15.560 put up your hand to represent your fellow Canadians here in Parliament.
00:05:20.560 You did it to meet big challenges.
00:05:23.800 You did it to make Canada a place where everyone has the same opportunity to get ahead.
00:05:29.560 A real and fair chance to succeed.
00:05:31.560 There are politicians out there who just want to rile people up and tear things down, who
00:05:49.060 don't think it's the government's job to step up to make sure the economy is fair for everyone.
00:05:57.060 Conservatives have already said they're voting against this budget.
00:06:01.060 They're voting against fairness.
00:06:04.060 They will be voting against asking the ultra-rich to pay their share.
00:06:11.060 Canadians need responsible leadership right now.
00:06:15.060 Leaders who come to them with solutions, ready to invest in Canadians' ideas and Canadians' futures.
00:06:22.060 This budget lays out a plan to make sure Canadians can build homes, build companies, build solutions,
00:06:28.060 and make the best country in the world even better.
00:06:31.060 So let's get to it together.
00:06:33.060 Let's build a country that is stronger, more prosperous, and fair for every generation.
00:06:40.060 a part of the world to the world a nation.
00:06:41.060 We'll will be predicted for every generation.
