00:13:54.160 not as extreme because the cultural and uh racial differences are much less and of course a lot of

00:14:01.200 germans uh particularly men who had already served in the soviet red army uh that speak russian uh there's

00:14:08.800 very there's no german to speak any kazakh and at this point uh not that many kazakh can speak russian

00:14:16.640 uh it's not like today where every kazakh speaks russian uh often better than they speak kazakh uh

00:14:23.680 so that's really a post-war phenomena uh the linguistic shift in kazakhstan so it's not a very stable

00:14:32.800 situation uh so the soviet government has uh a couple of plans for again removing the germans and trying to 0.94

00:14:43.840 ease the social pressure uh one of them is tied to uh getting more protein for the red army since ukraine

00:14:52.960 is now occupied and they've lost the livestock there and this is to deport a large number of germans from 1.00

00:16:59.520 work and then also uh so this is another 25 000 or so are given to the people's commissariat of rails

00:17:12.160 or actually literally transportation and or communications the same word in russian uh under

00:17:18.960 lazar kaganovich to build rail lines and kaganovich was also the one because he was head of the rail

00:17:24.800 system who did all the itineraries and uh supervised the actual shipment uh by rail of the german uh

00:17:33.920 deported into kazakhstan and siberia yes the question

00:17:49.520 had your hand up all right uh so they mobilized in the fourth labor about total uh at this point um

00:18:16.080 within the camps where they work from the convicts uh and this is not enough in part uh because being

00:18:26.640 deported a lot of them were not in good enough physical shape to pass the physical exam many of

00:18:32.720 them didn't have the necessary clothes and other equipment uh spoon cup that type of stuff to take with

00:18:39.360 them and there was also a concerted effort by the government of kazakhstan to try and keep as many

00:18:46.880 german special settlers in the agricultural regions of northern kazakhstan as possible because they had

00:18:54.480 a severe labor shortage and they needed uh tractor drivers combine operators but other were considered

00:19:02.720 uh skilled uh skilled agricultural workers which uh the germans had so over 9 000 uh german conscripts into

00:19:12.400 the labor army uh are retained in kazakhstan as special settlers because of this conflict uh

00:19:22.320 and the the second so there's a shortage that as i said they only get like 60 000 into the camps

00:19:28.160 in salves under the nkv day so in 14th of february they issue a second decree uh 1281 ss and this

00:19:39.680 decree deport all of the local germans and about 200 000 of them living in kazakhstan siberia central

00:19:47.840 asia into the labor army and send them to camps in the urals and elsewhere and this works better they're

00:19:56.000 in better physical shape uh there's still a problem of the kazakh government trying to keep them but

00:20:02.720 they get about 48 000 uh ethnic germans immobilized in the second decree and they are also sent uh to work 0.83

00:20:12.560 even though these people uh had been living already uh for generations and going back in siberia to

00:20:21.040 uh 1907 and in kazakhstan uh in the 19th century uh

00:20:32.160 a lot of them die the total number of people in the labor army uh to die in the labor army camps uh the

00:20:40.560 nkv day camps the corrective labor camps itls uh is recorded at about 38 000 but a lot of people were

00:20:48.400 released as invalids uh and died after being removed from the role some didn't even get outside 0.54

00:21:00.960 else uh but if you count all the people who died within a year of release or so uh from the labor army

00:21:53.040 soviet death statistics uh talk about deaths in camps uh you have to take this into mind they're only

00:22:00.000 talking about the people that died in the camps and while they were registered in the camp so there's

00:22:05.120 actually a significant number uh going back all the way to the early 30s of people they died in the

00:22:11.920 camp but they'd already been discharged it was between their discharge and getting to the camp gate

00:22:16.800 that they died um and so this uh is rather damaging uh obviously to the uh nationalnos uh there's a huge

00:22:27.920 number of deaths from malnutrition disease during the summer of 1942 so much so that they have again

00:22:36.000 another mass mobilization on 7th of october uh 1942 uh gko order 2383 ss all right so this is the real

00:22:47.360 tragedy uh 7th of october this mobilizes over a hundred and twenty five thousand people both men and women so

00:22:55.920 they extend the age for men down to 15 and up to 55 so now you have a lot of people age 15 to 17 and

00:23:06.320 age 50 to 55 among the male population being mobilized uh about uh 70 000 and then there's about there's over

00:23:16.480 50 000 women uh women who are aged 16 to 45 uh and did not have any children under the age of three and 0.53

00:23:26.720 were not pregnant uh were subject to mobilization in the labor army uh and this point the labor army

00:23:33.760 expands in addition to the nkv day camps they are now sent to civilian commissaries mostly coal for men

00:23:42.640 places like karaganda in kazakhstan uh and oil for women and while they are in working in the civilian 0.99

00:23:51.040 commissaries they are under the surveillance uh and watch of the nkv day so they are not free workers

00:23:58.560 by any means uh they are still under uh the control uh physically of the political police but they are not in

00:24:09.680 actual uh camps that are shared in separate sections with uh convicts both political and criminal

00:24:20.160 uh now the mobilization of women is an absolute disaster for the the germans because now uh there 1.00

00:24:28.320 are a large number of children that are effectively orphaned since both their parents are either dead

00:24:34.960 or working in the labor army so you have a lot of abandoned children they initially seek to place

00:24:41.680 them with other german deportees but of course since so many uh men and women over 316 000 have been sent

00:24:51.120 to the labor army and this is basically all of the able-bodied adult population the only adults left are the

00:24:57.920 the elderly and the sick and the invalided who are uh not as capable uh have their own problems 0.99

00:25:06.320 particularly health issues uh this is why the death rates in the special settlements are almost as high

00:25:12.880 percentage-wise as in the labor army despite uh not as harsh conditions because the population obviously

00:25:22.240 left are those who were not strong or healthy enough to be inducted into the labor army in the first place

00:25:30.400 uh then there uh when that doesn't work they start moving them into cohorts run by other nationalities

00:25:37.040 which of course uh is not uh a very good outcome for these children in terms of their treatment

00:25:45.680 and finally the worst option they start putting them in state uh orphanages uh and the state orphanages

00:25:51.680 they're so horrible and many of the women who are mobilized and i've talked to some of them in

00:25:56.000 kyrgyzstan opt to take their daughters or sons or uh younger siblings brothers and sisters into the barracks 0.99

00:26:06.160 of the labor army even those in the camps with them because as horrible as it is they have a better

00:26:13.360 chance of survival than in a state orphanage uh so this hasn't been explored that much uh in in a large

00:26:22.400 part because uh there's not that many survivors uh and very little written on it even in the soviet

00:26:28.480 archives uh so uh unfortunately the way the soviet system was set up with the years of great silence uh you

00:26:37.200 couldn't do oral history uh really until 87 unless you wanted to do it among the uh outseedlers some 70 000

00:26:45.600 germans that migrated to germany uh during the 1970s uh so there's one book that actually does a pretty

00:26:54.720 good job of interviewing them uh my lithuanian woman uh karklin but there still isn't much there so

00:27:01.520 uh but what we do have indicates an absolute nightmare of hell on earth and these conditions

00:27:10.000 would continue all the way up uh past the end of the war in fact the war ends for the soviet union

00:27:18.240 9th of may 1945 against the german uh they then enter the war against japan uh and take uh southern

00:27:26.960 southland or karaputu and the kiro islands but uh the persecution of the germans did not end so they 0.96

00:27:37.120 are not released from the special settlement and the local germans who had not been mobilized into the

00:27:42.160 labor army that are in kazakhstan and central asia are put under special settlement restriction this

00:27:48.080 starts on 18th of september 1945 and finishes about 6th of november uh 1946 uh less than 200 germans

00:28:01.280 in kazakhstan out of a population that was of local germans that was over 60 000 in 1941 are remain free 0.98

00:28:53.600 settlement restrictions and all of those that are conscripted uh into the labor army uh through the

00:29:02.720 decree of 14th of february 1942 uh they were not special settlers when they were conscripted but

00:29:09.440 upon their release mostly in 1948 uh they are uh placed under special settlement restrictions so

00:29:18.000 the labor army uh is not uh ended until 47 48 uh really uh but there are still people in it uh

00:29:28.720 up until 1957 there's also this group of people if you commit a crime within the labor army the

00:29:36.320 you could be puppy would be punished uh about 10 000 were actually shot and executed uh but a number

00:29:44.080 were also uh convicted and then sent to gulag camps as convicts uh and then they now they had a a set

00:29:52.160 sentence but some people convicted in the late 40s and given 10-year sentences some even longer

00:29:58.000 uh and they so the last of the uh germans from the labor army are not actually released from camps until 0.91

00:30:05.600 about 1957 uh after uh dalen has been dead for a number of years and khrushchev has consolidated his

00:30:14.080 power and started the thaw uh lena wolf's uh grandmother uh was mobilized into the labor army 1.00

00:30:22.320 uh at akubinsk in october 1942 to work as a nickel miner but then she escaped and she tried to find 0.53

00:30:29.760 her son who was in a state orphanage uh ironically in eastern ukraine from where they had been deported

00:31:01.360 uh a labor army conscript so uh there was better food and clothing actually for proper prisoners

00:31:09.040 um many of them in the gulag were actual criminals murderers and thieves and whatnot then there were

00:31:16.160 for these conscripts into the labor army who are never charged with any crime never uh given any trial

00:31:24.400 and never given a length of what their sentence will be it's supposed to be initially the length of

00:31:29.840 the war the war ended in 1945 they're still there in 1946 1947 uh most of them released in 1948 or so

00:31:39.760 so 1947 1948 the big release the special settlement restrictions are not ended until 10 years after

00:31:48.560 the war at the end of 1955 13th of december but the decree releasing the germans from special settlement

00:31:58.480 restrictions states that they cannot return to their previous places of settlement so they are banned

00:33:45.760 germany um over half of those in russia 400 000 800 000 and over 80 percent in kazakhstan uh 80 800 000 out of

00:33:56.160 almost a million uh as well as almost all the 100 000 in kyrgyzstan and the smaller numbers in

00:34:03.120 tajikistan and a fair number of effect then leave so the population is more than half uh and so we now

00:34:10.960 have a large population of germans from uh the former soviet union particularly kazakhstan living in

00:34:18.320 germany and their their children now uh since this started in the big time the largest wave from uh 0.56

00:34:27.360 the former soviet union was 1993 and so uh that's how the population is currently uh divided and dispersed
