00:38:04.000 And so, the larger Sellers, the stockpilers of wheat and corn, if you go to the docks in Galveston or Houston or Long Beach or New York or Boston, you see these huge trains coming in and boxcars into big facilities that then have these big chutes that dump it into the holds of ships.

00:38:25.000 Well, those ships are lined up right now because It's a fire sale.

00:38:30.000 Now, people in the past really couldn't afford U.S.

00:38:33.000 grains and things.

00:38:34.000 They still bought a lot of them, but they were still somewhat expensive, because they were third world nations, or they were Europe, and the dollar was worth so much, you had to buy it in dollars.

00:38:45.000 And so I looked it up, and that's it.

00:38:47.000 They radically increased the export.

00:38:49.000 We're finally exporting something, because we're so poor.

00:38:53.000 We're like a third world country now, but look, I'm digressing.

00:38:58.000 Here is Ron Paul confronting Bernanke, and Bernanke engaging in spin that is just... I always say off the charts, they talk to the public like we have IQs of 65.

00:39:20.000 Chairman Bernanke, earlier you asked a question about the value of the dollar and you sort of deferred and said, you know, that's the Treasury's responsibility.

00:39:35.000 Your predecessor would always use that as an excuse to not talk about the value of the dollar, but here I find the Chairman of the Federal Reserve who's in charge of the dollar, in charge of the money, in charge of What the money supply is going to be, but we don't deal with the value of the dollar.

00:39:50.000 But you do admit you have a responsibility for prices, but how can you separate the two?

00:39:57.000 Or a mere reflection of the value of the dollar.

00:40:00.000 If you want to control prices, then you have to know the value of the dollar.

00:40:04.000 But if you're going to avoid talking about the dollar, then all you can do, then, is deal with central economic planning.

00:40:12.000 You know, if we stimulate the economy, maybe there'll be production and prices will go down.

00:40:17.000 And if prices are going up too fast, you have to bring on a recession.

00:40:20.000 You have to try to balance these things, which I think is a totally impossible task and really doesn't make any sense.

00:40:26.000 Because in a free market, if you had good economic growth, you never want to turn it off.

00:40:33.000 Because good economic growth brings prices down, just like we see the prices of computers and cell phones.

00:40:38.000 Those prices come down where there's less government interference.

00:40:42.000 But you know, the hard money economists who have been around for a while, they have always argued that this would be the case.

00:40:51.000 Those who want to continue to inflate will never talk about the money.

00:40:56.000 Because it isn't the money supply that is the problem, it's always the prices.

00:41:01.000 And that is why the conventional wisdom is everybody refers to inflation as rising prices.

00:41:07.000 Instead of saying inflation comes from the unwise increase in the supply of money and credit.

00:41:14.000 And when you look at it, and I mentioned in my opening statement that M3, now measured by private sources, is growing by leaps and bounds.

00:41:22.000 In the last two years it increased by 42%.

00:41:26.000 Currently it's rising at a rate of 16%.

00:41:28.000 That is inflation.

00:41:29.000 That will lead to higher prices. 0.65

00:41:32.000 So, to argue that we can continue to do this, continue to debase the currency, which is really the policy that you're following, is purposely debasing, devaluing a currency, which to me seems so destructive.

00:41:47.000 It destroys the incentives to save.

00:41:50.000 It destroys, and if you don't save, you don't have capital.

00:41:52.000 Then it just puts more pressure On the Federal Reserve to create capital out of thin air in order to stimulate the economy.

00:42:00.000 And usually that just goes into malinvestment, misdirected investment into the housing bubbles or the Nasdaq bubble.

00:42:06.000 And then the effort is, once the market demands the correction, what tool do you have left?

00:42:12.000 Just keep pumping.

00:42:13.000 Pump, pump, pump. 0.92

00:42:15.000 And it just is an endless task.

00:42:17.000 And history is against you.

00:42:18.000 I mean, history is on the side of hard money.

00:42:21.000 If you look at stable prices, you have to look to the only historic sound money that's lasted more than a few years.

00:42:28.000 Fiat money always in.

00:42:30.000 Gold is the only thing where you can get stable prices.

00:42:34.000 For instance, in the last three to four years, the price of oil has tripled.

00:42:39.000 A barrel of oil.

00:42:40.000 $20, $30, up to $100 a barrel.

00:42:45.000 And yet, if you look at the price of oil in terms of gold, it's absolutely flat.

00:42:50.000 It's absolutely stable.

00:42:51.000 So if we want stable prices, we have to have stable money.

00:42:55.000 But I cannot see how we can continue to accept the policy of deliberately destroying the value of money as an economic value.

00:43:05.000 It's so immoral in the sense that what about somebody who's saved for the retirement and they have CDs and we're inflating the money at a 10% rate.

00:43:15.000 Their standard of living is going down and that's what's happening today.

00:43:18.000 The middle class is being wiped out and nobody's understanding that it has to do with the value of money.

00:43:24.000 Prices are going up.

00:43:26.000 So how are you able to defend this policy of deliberate depreciation of our money?

00:43:33.000 Congressman, the Federal Reserve Act tells me that I have to look to price stability.

00:43:38.000 Price stability, which I believe is defined as the domestic prices, the consumer price index, for example.

00:43:45.000 And that's what we aim to do.

00:43:47.000 We look for low domestic inflation.

00:43:49.000 Now, you're correct that there are relationships, obviously, between the dollar and domestic inflation, and relationships between the money supply and domestic inflation.

00:43:57.000 But those are not perfect relationships.

00:43:58.000 They're not exact relationships.

00:44:00.000 And given a choice, we have to look at the inflation rate, the domestic inflation rate.

00:44:04.000 Now, I understand that you would like to see a gold standard, for example, but that is really something for Congress.

00:44:10.000 That's not that's not my.

00:44:12.000 But your achievement, we have now PPI going up at a 12 percent rate.

00:44:16.000 I would say that's that doesn't get a very good grade for price stability.

00:44:19.000 Wouldn't you agree?

00:44:21.000 I agree.

00:44:22.000 The more relevant one, I think, is the Consumer Price Index, which measures the price consumers have to pay.

00:44:28.000 And that was last year between three and a half and four percent, and I agree, that's not... And the PPI is going to move over into the consumer index as well.

00:44:35.000 We're looking forward this year, and we're trying to estimate what's going to happen this year, and a lot of it depends on what happens to the price of oil.

00:44:42.000 If oil flattens out, we'll do better, but if it continues to rise at the rate of 2007, it'll be hard to maintain low inflation.

00:44:48.000 I agree.

00:44:51.000 Hard to maintain low inflation.

00:44:55.000 So he's saying we have low inflation.

00:44:58.000 Prices are exploding.

00:45:00.000 That is inflation.

00:45:02.000 And the main driver of this is dollar devaluation.

00:45:59.000 And remember, that's in the aggregate.

00:46:03.000 You don't just lose 15% of your dollar's value in 2007.

00:46:07.000 No, then we go into 2008, and at 15% on top of that, that'd be 30% loss in everything you've got.

00:46:22.000 But see, the Fortune 500, the Dow Jones Industrial 30, They're the top 30 stocks, and they're international, and so their value is staying up.

00:46:34.000 Or even if it drops, you're still buying them with dollars, so, oh, it's still $12,000, but it isn't really $12,000, it's $6,000 and dropping.

00:46:42.000 But the yuppies, they can figure out how to wax their BMW, they can figure out, as I say, how to act stylish and cool and be cynical and snicker at people.

00:46:51.000 Uh, they can figure out how to support George Bush, or they can figure out how to go support Hillary Clinton or Barack Obama.

01:26:08.000 I didn't have anybody to film because it was all last minute.

01:26:11.000 And Steve Connor, my friend, ended up showing up right at the last minute.

01:26:16.000 And so we snuck in.

01:26:18.000 Before we got in, they were checking bags.

01:26:20.000 And I was figuring out how I was going to get my sign in. - Now by getting in, this is outside.

01:26:27.000 Yeah, this is outside, but they had it all blocked off, and so they were doing bag checks and stuff before people could actually get in.

01:26:35.000 And so people were passing out Hillary posters, and so I took a Hillary poster and wrapped up my sign in a Hillary poster in order to get in.

01:26:44.000 So I went and checked my bag, we got in, and then I gave Steve the camera, Told him where to get, you know, lined up right in front of the podium.

01:26:54.000 And by that time, there was... the crowds were huge already and...

01:26:58.000 I had to physically work my way up to the front by just moving people out of the way, saying, excuse me, excuse me, you know, just like, I have a friend up there, I gotta get up to the front.

01:27:07.000 People were, you know, scathing mad just because they had been standing there for so long, and I was just going right past them.

01:27:14.000 And so we waited for Bill to come out, and as soon as he came out, we held up the sign.

01:27:20.000 We're basically co-opting their photo opportunities by getting the sign right in front of them.

01:27:26.000 Now watching this video, You really get the idea that you put the sign up as he's walking out, and then everybody starts heckling you, saying, put the sign down, put the sign down, though they've got their signs up, that Clinton kind of waits a few minutes and they just stand there, then they grab and pull your sign down, and then suddenly he comes out, they announce who he is, then you put the sign back up, and there wouldn't have been this disturbance if they hadn't have attacked your free speech.

01:33:38.000 And you don't see that in the video because it's filmed the other direction.

01:33:42.000 And so I hold it up for about Probably, I don't know how many minutes it is, until finally a very disgruntled Hillary supporter comes up and physically grabs my arm, or my jacket, and is trying to literally pull me out of the crowd. 1.00

01:35:04.000 One of the sticks inside the sign broke, and so I brought my sign down and then scooted my way over in order to wait for them to reintroduce Bill Clinton, because the first one is him just walking out, and then that's when I hold it up.

01:35:21.000 And then clearly you held him up from being introduced, because they wait.

01:35:25.000 No, they probably just didn't know what to do, because there was so much yelling going on, they were confused.

01:35:32.000 So we definitely disrupted the whole beginning of his introduction.

01:35:39.000 All right, so you go up there, Clinton's coming out, you hold up the sign, people start grabbing on you, your arms, dragging it down, trying to get the sign.

01:35:54.000 Then Clinton starts speaking, you hold it up again, and then he responded.

01:35:59.000 Um, yeah, so I held it up again, and he responded by saying, it's an honor to be heckled by people who are afraid to hear the truth.

01:36:12.000 I mean, almost the definition of doublespeak, as if what he's saying is the truth and what I'm doing is...

01:37:09.000 And then I turn around and hold up the sign towards Glenn, and that's when it gets yoinked out of my arms for good.

01:37:18.000 So, what's funny about that is, it's yoinked out of my arms, and the crowd starts passing it back.

01:37:23.000 They just start, like, passing it back to get it away from me.

01:37:27.000 What they didn't know is they kept passing it back until they passed it directly to my camera person.

01:37:32.000 So... Ah, that's synergy or synchronicity.

01:37:34.000 Yeah, so I was very happy that we got the sign back.

01:37:39.000 So after that, we got out of there because we were being harassed by a bunch of people, and there's no way we were getting back in the position we were in.

01:37:47.000 But I mean, I want to hear this in your own words, because I asked you when you got here during a break and you agreed that they blew their own event by Bill Clinton stopping because everybody's chanting, "Put down the sign" for a couple minutes, and then when you put the sign back up, Bill Clinton responds to you and they're all heckling.

01:38:04.000 They're screaming heckling you and then he claims that you're doing what they're doing.

01:38:10.000 So literally, he's the liar, you're telling the truth.

01:38:13.000 They're the ones that are disrupting their own event, not you.

01:38:57.000 That's what freedom is.

01:38:58.000 Like, they, you know, got it right on the dot.

01:39:03.000 So regardless if they're Obama supporters, they get that idea.

01:39:08.000 And they probably wanted me to do it anyway because they were Obama supporters and they liked me disrupting the Clintons.

01:39:18.000 I mean, they search you for weapons going into the park area, but they're not... I mean, were they checking to see if your sign was proper?

02:11:02.000 What I'm worried about is that if you read all the US documents, which I've done, and you read the latest roadmap, which was published in December for 2007 through 2032, if you read that, you'll find that what they want to do now is have autonomous robots, and that means there's no human in the loop.

02:11:24.000 So at the moment, when there's a predator flying, and you know they're flying them from the Nevada desert, that's where the pilots are, and the predators are over Iraq, so they're 7,000 miles away.

02:11:34.000 But now they want to take the human out of the loop as well, and that's where it gets really scary.

02:11:39.000 You're the expert on this.

02:11:40.000 You've been studying it for decades.

02:11:41.000 Break down the problems that you see, the problems we've already witnessed.

02:11:48.000 Yeah, well, I mean, the big problem now is, If you have an autonomous robot, that's a robot that just goes out on its own, which is what all the United States forces want, then it's going to make decisions who to kill, when to kill them, where to kill them.

02:12:05.000 And this is happening thick and fast.

02:12:06.000 You know, we've got the DARPA challenge, the grand challenge now in the United States has been going for four years and started off with cars racing across the Nevada desert completely autonomously.

02:12:19.000 And this year was urban.

02:12:20.000 So it was around a sort of makeshift city.

02:12:23.000 The cars whizzed around the city and did all sorts of tasks.

02:12:26.000 And you can see what this is about development for us, development for robot weapons that will work on their own with no humans there.

02:12:33.000 And scary is that the reason this has to happen is because of mission complexity.

02:12:38.000 And also, so that when the robot... there's a problem with communication.

02:12:43.000 So you can send a robot in when there's no communication, and it will decide who to kill.

02:12:47.000 And that is really worrying to me.

02:12:48.000 It'd be perfect to send them into a bunker, but if it's 300 feet underground, even the big systems they use to communicate with submarines won't be able to get through with proper missions and proper data to the robot.

02:13:02.000 But the one thing I really try to get across to, like, policy makers is that There's this kind of mythical artificial intelligence.

02:13:11.000 You know, you've seen all the science fiction movies, and every time killer robots are mentioned, people start talking about Terminator and Skynet and all this kind of stuff that's really fairy tales.

02:13:22.000 And if they were like that, it would be better.

02:13:24.000 Because what you've got here, this is like a washing machine. 1.00

02:13:27.000 This is a dumb, stupid machine. 1.00

02:13:29.000 And then you're going to give it the decision to kill people? 1.00

02:13:33.000 I mean, it's just ridiculous, really, to me.

02:13:37.000 I mean, one of the things I know is, with my expertise, I know what the limits of artificial intelligence are, so that's what's really worrying me.

02:13:45.000 And, you know, one of the fundamental laws of war, for just war, as you can imagine there is a just war, and I'm talking here about the Geneva Conventions and the various protocols, and the fundamental of that from the beginning is that Any weapon, system or any individual must be able to discriminate between civilians and soldiers, between combatants and non-combatants.

02:14:07.000 You're not allowed to just go out and kill innocent people.

02:14:10.000 And there's no sensing equipment on robots at present.

02:14:13.000 There's no artificial intelligence in robots at present that could make that discrimination.

02:14:18.000 Now, if you look at the Geneva Convention, the first one in 1940, it wasn't the first Geneva Convention, the Geneva Convention in 1940, what they say there is, what's a civilian?

02:14:31.000 Well, you have to use common sense to work that out, and humans can do that.

02:14:35.000 The next protocol, Protocol 1, in 1977, which America didn't sign up to, but there they said they had to define what a civilian was, and how they've defined it is, they've defined it as somebody who isn't a combatant.

02:14:48.000 So there's no real definition of a civilian, no rules you could program into a robot to say what a civilian was, and yet they're going to let them go out and decide who to kill, and that's worrying.

02:14:58.000 Well, you talk about an arms race, the argument will be by the Pentagon and DARPA, and the big, you know, magicians up there at the top, and then the huge military industrial complex and the universities and sciences, you know, they're feeding this, is that, well, we've got to develop it or somebody else would, and we've got to keep superiority, and as you said, they're immediately out of the gates

02:15:18.000 You have Isaac Asimov's rule of the robot, do no harm, but out of the gates here, it's do harm and we're going to let a primitive system that you can't really call artificially intelligent decide who to kill, and this is in official roadmaps being put out by the Pentagon.

02:15:35.000 But you've got some good robotics guys in the United States, in the military, who are trying to do things.

02:15:41.000 There's a guy called Chief John Canning, Naval Surface Warfare, who works on robots and the law.

02:31:46.000 Well, I can tell you some other things, but one thing about the armed robots in the Demilitarized Zone is if you look at Google again, you'll see that the South Koreans are actually planning to have a full robot police force.

02:32:02.000 And that's pretty bad as well.

02:32:03.000 But you know, one of my really big concerns is, is this idea that, you know, America's put all these plans out there.

02:33:28.000 I mean, one of the things I've done is I also, I'm a judge on, you might have heard of Robot Wars, I think I've judged it for America as well.

02:33:39.000 Well, I've been the head judge of that for all series of it throughout the world, and so I travel around a lot and run competitions in China and India and Egypt and things like that.

02:33:49.000 And you find that all the civilian populations are very sophisticated.

02:33:56.000 You take the windscreen wiper motors out of an old car and you can just build a robot for practically nothing.

02:34:03.000 And in Iran they have a lot of robot competitions.

02:34:06.000 In Saudi Arabia they have robot jockeys riding camels.

02:34:09.000 So this technology is all out there and if these people want to turn their mind to it and turn it into military, for military use, they can do it.

02:34:16.000 And if you're not worried about accuracy and discrimination, I mean you could go into Washington State and release a whole swarm of little robots Each with a small explosive on it into the civilian population.

02:34:28.000 I'm reluctant to say this because I'm hoping new terrorists are listening.

02:34:32.000 But I was told yesterday by some admirals that not to worry about saying it because they're convinced they already know all about it.

02:34:40.000 So you could release swarms of these things in.

02:34:44.000 You can get a model aeroplane.

02:34:46.000 You can get a Microsoft phone connected to the little, you know, not a model aeroplane, but one of those little ones you fly.

02:34:58.000 You can use the GPS system from the Microsoft phone.

02:39:15.000 And that will automatically, like the scoops in the movie Soylent Green, that will dehumanize it in the psyche of the police.

02:39:28.000 Like the video cameras on the jets, you just see a little dot on the ground and you bomb it.

02:40:33.000 I don't think we'll be very successful, but I think that we don't even have international discussion at the moment.

02:40:42.000 Because what I'm worried about is, as you said at the beginning, about sleepwalking into this.

02:40:47.000 The policies are making themselves.

02:40:49.000 You could things like supply things already.

02:40:52.000 Supply trucks called the Mule that are autonomous.

02:40:54.000 Well, you know, they can run between groups of soldiers.

02:41:03.000 But they're an expensive asset, and they don't want them to fall into the hands of the enemy.

02:41:07.000 So you're going to put weapons in those eventually, and that's how it's going to gradually creep into use.

02:41:12.000 So it's not going to be that one day the military are going to say, right, we're going for autonomous weapons now, and everybody can protest and stop it.

02:41:56.000 From what I've heard from you, South Korea is the furthest along in this.

02:42:00.000 I remember seeing that last year, wanting to deploy Robot police forces, and they've already got the killer robots in the DMZ.

02:42:11.000 Why have they chosen to go this route?

02:42:16.000 Patrolling all the time is a very big area.

02:42:18.000 But what's worse is I've heard, you know, when it was first announced, I got onto the case, and I was in, you know, it was in newspapers, and most of the online newspapers, you've got comment sections.

02:42:29.000 And I noticed that a lot of American right-wingers We're immediately saying, great stuff, we could get this to the border with Mexico.

02:42:40.000 That was the first thing that was said.

02:42:42.000 But then, even if you're for controlling the borders, that sets the precedent.

02:42:46.000 It does, yeah, but you know, that's ridiculous, that's not DMZ, so it's completely illegal.

02:42:52.000 I haven't heard anybody in your government suggesting that at all.

02:42:56.000 But you know, the future changes, doesn't it?

02:42:59.000 Well, it's constantly changing.

02:43:01.000 You say 10 years away.

02:43:03.000 Can you extrapolate out, kind of with this mission creep, at current growth trends, which of course are exponential, what life will be like in 20 years if serious debates and controls and treaties aren't put into place now?

02:43:19.000 If you remember right, I said within 10 years.

02:43:21.000 Within ten years, yeah.

02:43:22.000 It could be five, you know, I mean we're talking about, if people, we're talking on a radio show, a lot of people, I hope are listening to this, and I don't, just let me say this, I don't want to be scaring people, they're not going to be robots knocking on your door in ten minutes time, they're dumb machines, and we can stop this now, but we need a lot of people pulled together, right to your, you know, your senator, or your local, whatever you call them, we call them MPs here, you could, senators and, you know, your local government officials,

02:44:28.000 Uh, out of San Diego, because under common law in the Constitution, similar to your Magna Carta, you have to have an officer physically giving you the citation or the summons to court for speeding or running a red light.
