02:22:05.000 It is the 20-point plan, which was endorsed by all of the Arab Muslim countries shortly afterward.
02:22:13.000 Trump said that we're gonna have a breakthrough within two weeks.
02:22:17.000 This is about two weeks ago.
02:22:20.000 As of today in America on Thursday, I think it's midnight Israel time, though, the Israeli cabinet approved the first phase.
02:22:32.000 first phase of that 20 point plan and And that phase, this is a word that they are using.
02:22:42.000 The 20-point plan contains no phases.
02:22:45.000 It's just points.
02:22:47.000 It's just bullet points.
02:22:48.000 They are using the language, and by they, I mean the White House, the Israeli government, Hamas, They're saying that the first phase, which means several of the points have been approved, and those provisions are that Israel will release hundreds of Palestinian hostages, and Hamas will release the remaining living and dead Israeli hostages.
02:23:13.000 that will take place by Monday or Tuesday.
02:23:16.000 In the meantime, humanitarian aid is going to flood in from Egypt, and And when Hamas returns the hostages, Israel will withdraw from the strip, but they will maintain control of roughly 50% of it, just over 50% of the strip, uh, leaving most of the major population centers in Gaza.
02:23:41.000 And these are the points, these are the provisions of the deal that everybody has agreed upon.
02:23:48.000 Here's the problem.
02:23:49.000 This does not resolve really any of the actual root causes of the conflict.
02:23:56.000 And what remains to be negotiated in a second or third phase, if we can even call it this, is whether Hamas will be disarmed, whether they will remain in power.
02:24:09.000 whether Israel will completely or mostly withdraw from the Gaza Strip and under what conditions.
02:24:16.000 And then who will administer Gaza afterward?
02:24:20.000 Maybe the biggest question will there ever be a Palestinian state that comprises the West Bank and Gaza?
02:24:28.000 None of that has been resolved.
02:24:30.000 There is no agreement in principle.
02:24:33.000 There is no agreement in writing.
02:24:35.000 And as a matter of fact, there are not even any security guarantees for Gaza.
02:24:42.000 The Trump administration refused to give a written commitment that they would uphold the Israeli withdrawal.
02:24:49.000 They gave a verbal commitment.
02:24:52.000 So what are they really saying?
02:24:54.000 They're saying the war is over for now, which is an important caveat.
02:25:00.000 Everyone is saying, and by everyone, I mean the leader of Hamas and the Trump administration are saying the war is over, but the giant asterisk is for now.
02:25:13.000 And for the war to truly be over, for there to be an enduring peace, they're gonna need to resolve these other questions.
02:25:21.000 There will need to be additional phases.
02:25:24.000 And of course, that has always been the problem.
02:25:27.000 There have been ceasefires.
02:25:29.000 There have been two major ceasefires in the last two years.
02:25:33.000 One in November 2023, and another in January 2025.
02:25:39.000 Both of those ceasefires were broken by Israel.
02:25:43.000 Both of those were temporary ceasefires that gave a reprieve to both sides that the Israelis never intended to keep.
02:25:54.000 And to the extent that there was an agreement in principle on additional phases or a comprehensive peace or a permanent ceasefire, that never got resolved.
02:26:06.000 And it always meant that conflict would inevitably resume on a long enough timeline.
02:26:13.000 And so that is the major question mark here.
02:26:16.000 How is this really going to endure?
02:26:19.000 And I don't think anyone actually has an answer for that.
02:26:22.000 Because I don't think the Israelis intend on having an enduring peace.
02:26:27.000 But we'll talk about it.
02:26:28.000 We'll analyze why this is happening now.
02:26:32.000 And we'll talk about the prospect that this will be resolved at any point in the future.
02:26:36.000 We're also going to talk tonight about the deployment of the National Guard to Chicago and Portland.

02:26:48.000 And not for the reason that you think.
02:26:50.000 You have these ice detention centers set up in Portland and Chicago.

03:10:47.000 After two years, they're saying this is the definitive end, which is unbelievable, because this is an accomplishment that has eluded the Biden administration, the Trump administration, the Europeans, the UN, the Middle East.

03:11:09.000 But basically, two years to the day, it seems that the Trump administration has forced both parties to the table and forced them to sign an agreement that ends the war.

03:11:24.000 And today, in the Israeli Knesset, their legislature, Israel has officially approved the first phase of a peace agreement with Hamas.
03:11:35.000 Hamas has agreed to it.
03:11:38.000 Israel has now signed on to it officially.

03:11:44.000 And this has the backing of the Arab League, of the Organization for Islamic Cooperation.

03:15:00.000 Trump is furious with Israel because the war has gone on for too long.
03:15:05.000 Trump has told them to stop.
03:15:07.000 They refuse.
03:15:09.000 And now the United States key allies are even trying to force Israel to stop.
03:15:15.000 There's a vote in the United Nations, or there's a summit held on the sidelines of the United Nations.
03:15:22.000 France, the United Kingdom, Canada, other European countries are supporting a Palestinian state.
03:15:31.000 At the same time, Israel bombs Qatar, a key American ally, infuriating Trump.
03:15:38.000 In the same week, Netanyahu is going around telling everybody that he controls the United States.
03:15:44.000 He controls Trump.
03:15:46.000 So it is in this context, Trump is furious.
03:15:51.000 They're bombing Qatar.
03:15:54.000 All these other countries are going against Israel and the United States, recognizing Palestine.
03:15:59.000 Netanyahu has personally insulted the president.
03:16:03.000 So Trump has had enough.
03:16:05.000 He says in the White House with his arms folded, he says, I will not allow Israel to take the West Bank.
03:16:12.000 He says it's enough.
03:16:13.000 They're done.
03:16:15.000 Israel has lost everybody.
03:16:18.000 They lost the Middle East, which got together at a meeting of the Arab League and the OIC and condemned the strike.
03:16:25.000 They lost Europe, that is recognizing Palestine.

03:16:29.000 They insulted the man.
03:16:31.000 They went too far by bombing Qatar.
03:16:34.000 Trump, in particular, is a dear ally of that country.
03:16:39.000 So Trump finally pressures Netanyahu to end the war.
03:16:43.000 Netanyahu is in town for the General Assembly at the United Nations in New York.
03:16:48.000 He comes down to America.
03:16:50.000 Trump gets him in the room with all the negotiators.
03:16:53.000 Kushner, Whitkoff, Ron Dermer.
03:16:57.000 And Trump says, I'm not looking for a yes, but he says, I'm looking for a signature, a yes without conditions.
03:17:06.000 You're going to end the war before you leave.
03:17:09.000 And so last Monday, he gets it.
03:17:12.000 Not without some manipulations, though.
03:17:15.000 Netanyahu changes the deal at the last minute, and they present this 20-point plan for peace at a press conference last Monday.
03:17:23.000 And what does this 20-point plan look like?
03:17:27.000 It says that Hamas is going to give up all the hostages immediately.
03:17:33.000 Following that, Israel will release thousands of Palestinian prisoners.
03:17:39.000 So there's a prisoner exchange.
03:17:41.000 And that is supposed to build rapport and gender trust, resolve one of the key reasons for the war.
03:17:47.000 After this, Israel will have a partial withdrawal in stages.
03:17:52.000 At the same time, Israel will oversee the disarming of Hamas.
03:17:57.000 They will lay down their weapons and be expelled from the country.
03:18:00.000 So Hamas will cease controlling the strip, and the strip will be demilitarized.
03:18:07.000 After this happens, and Israel is satisfied, a technocratic governance committee takes control of Gaza.
03:18:14.000 It is under the control of an international body chaired by Trump, and another board member will be Tony Blair from the United Kingdom.
03:18:24.000 Humanitarian aid will come through.
03:18:26.000 Israel will control the security perimeter for the foreseeable future.
03:18:30.000 Investment will come in to rebuild Gaza, and maybe there might be a Palestinian state in the future.
03:18:37.000 This is the rough outline of the deal.
03:18:39.000 And this has buy-in from all of the key players from all of the Arab Muslim countries from Qatar, from Saudi Arabia, from Turkey, from Egypt, from Pakistan, Indonesia.
03:18:51.000 All the relevant parties have come together and agreed.
03:18:54.000 Israel agrees, Hamas receives it favorably.
03:18:58.000 The United States and the Muslims say, look, this is as good as you're going to get.
03:19:03.000 And there's an agreement.
03:19:06.000 But what actually gets signed today?
03:19:12.000 Over the past week, there's some new language that is being introduced.
03:19:17.000 Again, these are 20 points.
03:19:19.000 And within the 20-point plan released by the White House, they don't use the language that there will be phases, stages, comprehensive peace.
03:19:29.000 None of that language is used in the deal.
03:19:32.000 The deal is 20 points, and there's not a lot of detail.
03:19:36.000 And what does that mean?
03:19:38.000 If the deal is just 20 general bullet points and there's no details, no timeline, what this implies is that these things need to still be negotiated.
03:19:49.000 If there's no details, that's a problem because in order to implement the deal, well, there's going to be some interpretation involved on timeline, on specifics.
03:20:04.000 There needs to be specificity.
03:20:08.000 And if that is not written, if that's not in black and white, then that is really up to both parties to decide.
03:20:16.000 And one party might have a very different idea of what the deal means.
03:20:20.000 And if that's the case, well, then there still needs to be a lot of negotiation, which means you really don't have a deal.

03:20:31.000 And it's not a deal until you got all the details in black and white laid out in print, signed.

03:20:40.000 So you have a problem at the very beginning, which is this whole thing is short on detail.

03:21:16.000 So what happens over the past week, as Hamas deliberates and eventually ascents, is they take some liberties.

03:21:28.000 The Knesset votes on a phase of the deal.
03:21:32.000 And now this new vocabulary is added.
03:21:34.000 What is the foreign minister?
03:21:36.000 What is the spokesperson from Israel say?
03:21:38.000 Well, we've agreed to the first phase.
03:21:42.000 I don't see the word phase in the deal.
03:21:45.000 I don't see stages in the deal.
03:21:50.000 So even this very ambiguous and incomplete 20-point plan.
03:21:58.000 They're only agreeing on some of it.
03:22:00.000 When they sign a deal, they're agreeing to like three or four of the points out of 20.

03:25:15.000 We're going to have a temporary ceasefire.

03:25:23.000 Well, what are the things that still need to be resolved?
03:25:26.000 Some very big questions, like one, whether Hamas disarms, kind of a big one.

03:26:19.000 The fundamental root causes of the conflict have not been changed.
03:26:25.000 Hamas wants a Palestinian state.
03:26:29.000 They want Israel out of Gaza.
03:26:32.000 Israel is never going to leave Gaza fully.
03:26:35.000 They're never going to leave.
03:26:37.000 Israel has committed they're never going to give them a Palestinian state.
03:26:40.000 And what's more, Israel has said, we will not allow Hamas to continue existing, much less controlling the strip.
03:26:49.000 So until you get a consensus on that, on these diametrically opposed opposite views, you're never going to get an enduring peace.
03:27:00.000 So what I see happening is that maybe in the spring, when Netanyahu is up for re election, when Israel holds elections again, maybe they're going to fabricate some reason to go back in.
03:27:17.000 They're going to kill Hamas leadership.
03:27:19.000 They're going to say the talks have stalled and Hamas is re-arming.
03:27:24.000 We need to go back in.
03:27:25.000 Like that's that's one distinct possibility.
03:27:28.000 Or maybe it happens sooner.
03:27:31.000 Maybe it's consistent with the rest of the timeline so far.
03:27:36.000 Israel takes a breather on their very intensive ground operations in Gaza, which is really exhausting their reserve ground forces, and they revisit the Iran question.

03:27:53.000 In order not to fight a two-front war, they make a temporary truce with Hamas, they pause operations, they let their reservists catch their breath, and then they turn their attention to Iran, which snapback sanctions have just gone back into effect.
03:28:10.000 The United States is sending in refueling aircraft, major deployments in the Middle East.
03:28:17.000 Russia is sending in air defense systems.
03:28:19.000 The United States says it's enforcing its sanctions on Iranian oil.
03:28:23.000 They're going to seize oil tankers in the Persian Gulf.
03:28:28.000 Iran will not let the IAEA back in the country.
03:28:31.000 We can only assume they are rearming.
03:28:33.000 Netanyahu is giving speeches in English about how Iran is building ICBMs with nuclear warheads to attack New York.
03:28:41.000 The Ayatollah said they're going to have no restrictions on the range of their missiles, So just like the earlier ceasefire, again, think of the timeline.
03:28:53.000 Israel implemented phase one of a ceasefire with Hamas in January.
03:28:58.000 And then from January to June, they went on the road to war with Iran.
03:29:04.000 Basically, the second they stopped the war with Hamas, they started agitating for war with Iran.
03:29:11.000 There are reports that say that Israel and its allies in the Trump administration, like Mike Waltz, they wanted a war with Iran as early as February or March.
03:29:21.000 You got that?
03:29:23.000 So in other words, their intention was to stop fighting Hamas on one front in January and then immediately turn and fight Iran on another front in February and March.
03:29:35.000 Just like how their ground operations stalled in the summer of 2024, and they turned their attention to Lebanon.
03:29:44.000 And they started their war with Lebanon really in October of 2024.
03:29:50.000 The Pager attack, the invasion of southern Lebanon, the decapitation strikes, thousands of airstrikes on Beirut and on southern Lebanon, while they had stalled their ground operations in Gaza.
03:30:06.000 So the question to put it succinctly is this a peace deal, a peace agreement that ends the war in Gaza in a meaningful way, which means that there's not going to be any more significant fighting, which means that the fundamental cause of the war has been resolved.
03:30:28.000 Or is this a pause?
03:30:31.000 Is this a tactical retreat, a strategic pause that gives Israel the opportunity to A collect itself and regroup politically, militarily, and or B focus on another front in their eight-front war.
03:30:51.000 And I think it is almost certainly the latter.
03:30:54.000 The idea that this is the end to hostilities, it just once again it flies in the face of the root causes of the conflict.
03:31:03.000 Israel has said repeatedly, and by the way, this is not just Netanyahu.
03:31:08.000 This is also the opposition.
03:31:11.000 This is also the Israeli public.
03:31:14.000 They say the bipartisan security consensus in Israel after October 7th, those are the words of the opposition leader Benny Gance in the New York Times last week.
03:31:26.000 He said the new bipartisan security consensus in Israel Is that we can never have a Palestinian state.
03:31:33.000 That was last week.
03:31:35.000 It is the same consensus that Hamas cannot be allowed to rule Gaza.
03:31:40.000 And what that implies is that Palestine is never going to be a thing.
03:31:45.000 Israel is never going to give security control to the Palestinians.
03:31:50.000 That means they're never going to leave.
03:31:52.000 They're never going to leave the perimeter.
03:31:54.000 They're never going to leave the interior.
03:31:57.000 And as long as that's the case, Hamas is never going to lay down their arms and go willingly.
03:32:01.000 There's never, they're never going to agree to a deal where they're not going to have a state.
03:32:09.000 So that means that at some point in the future, in an indeterminate timeline, hostilities will be renewed.
03:32:16.000 Israel will go back in.
03:32:18.000 The timeline is subject to the political pressure inside and outside of Israel.
03:32:23.000 And I think what happened is that the pressure just got to be too much.
03:32:30.000 Israel was exhausted.
03:32:32.000 They have been fighting this ground war since March, since they renewed hostilities, and it has been very taxing on their mostly reserve infantry, on their mostly reservist ground forces.
03:32:46.000 Israel is reeling from the pressure from the Muslim world, from Europe, and now from the Trump administration.
03:32:53.000 Netanyahu can afford to alienate Macron.
03:32:55.000 He cannot afford to alienate Trump.
03:32:58.000 So the pressure and the prospect of losing the United States or alienating Trump in particular, it got to be too risky.
03:33:08.000 What's more, you have another gathering storm in the Persian Gulf.
03:33:11.000 That's very visible with the force posture of the United States, the collapse of diplomacy with Iran, I think that's very clear.
03:33:22.000 So this looks to me like a strategic pause.
03:33:25.000 And now Trump and Netanyahu can pat themselves on the back and they get the public off their back, and people can stop talking about Israel for a few months, and then they're going to come back when everybody forgets and the administration is distracted by something else.

03:33:43.000 It worries me that you have 200 American personnel in Israel right now.
03:33:49.000 It worries me that Trump is even going there.
03:33:54.000 Because it's obvious whenever the United States gets invested in that way, this is an opportunity for Israel to draw us further into the conflict.
03:34:04.000 I know I'm not the only one thinking this, and some people might say that's crazy.
03:34:09.000 Okay, so what happens when one of these American personnel dies?
03:34:15.000 What happens when Hamas kills one of these American logistics personnel in Israel?

03:34:24.000 What happens, God forbid, if something bad happens to the president of the United States and Israel?

03:34:40.000 And this is the same kind of complication that we're in by being in Iraq.

03:35:05.000 So they're gonna get hit.
03:35:08.000 So Americans are basically being used as like a human shield.

03:36:24.000 But if you're reading between the lines and actually looking at how this stuff works, by no stretch of the imagination is anything being resolved here.

03:36:37.000 Prisoner exchange, temporary truce, humanitarian aid comes in.
03:36:42.000 And really what this does is it benefits Israel strategically, tactically.

03:36:54.000 He gets the political necessity of getting Trump and the pressure from the United States off his back.
03:37:01.000 Maybe frees up the military to focus on Iran, which is another very distinct problem that is yet unresolved.
03:37:09.000 And it gives them the maneuverability.
03:37:11.000 What this deal does is what is unsaid gives them the right to basically restart the war at any time.
03:37:21.000 It would be one thing if the deal said there's an American commitment that there's gonna be no more war.
03:37:28.000 That's a different deal.
03:37:30.000 But what everybody is saying is look, this is phase one.
03:37:33.000 Let's not get carried away.
03:37:36.000 The deal doesn't say Israel's out and a Palestinian state is in, and Hamas has agreed to lay down their arms.

03:37:45.000 There are no guarantees, there are no commitments.
03:37:48.000 It's all contingent.
03:37:49.000 And what that means is Israel is free to maneuver from now until whenever, whenever on this indefinite timeline, they're expected to renegotiate the second phase or whatever.

03:38:12.000 And that's what these people do.
