02:12:29.000 And this was timed, I think coincidentally, with a war powers resolution voted on in the House of Representatives, which would constrain Trump's ability to declare war.

02:12:40.000 So people said the timing of these two things would suggest that Trump is going to war.

02:12:46.000 Tucker Carlson made an appearance on Judge Andrew Napolitano's show this morning, and he said he was told by a member of Congress that the White House briefed Congress that we were going to war with Venezuela.

02:16:48.000 He then suggested to those in the room that his chief of staff, Susie Wiles, had told him that he had to deliver the speech.
