00:05:19.820 supposed to come back together at eight o'clock this evening and hopefully uh we can uh grow the number
00:05:25.580 of members who are voting against kevin mccarthy i'm very confident we'll at least hold our 20
00:05:29.720 and time is on our side we're willing to do this for as long as it takes it's worth taking what now

00:05:39.940 important of a decision to rush through it to make a bad decision they talk about chaos and uh and

00:07:11.440 declared war on the 20 of us and really made threatening remarks and and and really got very
00:07:16.680 emotional and very intense and and and and you know if we had seen that same kind of fight directed
00:07:22.160 at democrat policies directed the biden administration directed at the democrats control in both houses of
00:07:28.320 congress over these last two years or even over the 12 years he's been in leadership you'd probably be
00:07:32.940 in a different situation than we find ourselves today because that's what world you know america is
00:07:37.260 hungry for leadership america is hungry for someone to stand up and fight for them
00:07:41.140 americans realize that there's so many crises that are afflicting the country and they're just starved

00:08:13.220 grounds for negotiations we need to talk to people we need to pull people aside in their mind what do
00:08:18.260 they think they're negotiating great question i think that they haven't fully realized is this is
00:08:24.260 different there's a reason this hasn't happened in a hundred years i think when we began to meet with
00:08:29.080 kevin mccarthy back in july and to present changes we wanted to see brought to how congress operates
00:08:34.340 rules of the house rules of the republican party and we wanted to ask him about what his vision was
00:08:39.700 to fight against the biden agenda in the next two years and we began to meet with him and ask him
00:08:45.060 and to press him on that to express our concern and then of course we began to express a greater
00:08:50.380 concern after the election that we we weren't sure that we could support him some of us were
00:08:54.020 immediately where i was of course we weren't going to support kevin mccarthy others expressed concern but
00:08:58.720 they're willing to at least talk and have discussions about what changes he was willing to make
00:09:03.060 but i think we've moved past that point where i can't speak for all 20 but i would say the vast
00:09:08.440 majority i believe are resolved that kevin mccarthy is not the answer my position certainly is and i
00:09:13.900 know there's a number of colleagues who agree with me that we're done with kevin mccarthy we've moved
00:09:17.120 past him we need to move to the post mccarthy discussions you know we've put forth three candidates
00:09:22.460 who we think would be outstanding speakers andy biggs from arizona jim jordan from ohio byron
00:09:27.240 donald's from florida uh they've you know we've been around 20 votes for those as you know to this
00:09:32.360 point but until kevin mccarthy reads the handwriting on the wall and does what's best and right for the
00:09:39.100 country for the congress the republican party and pulls out and withdraws because it shouldn't be
00:09:43.620 about one person it's not about ambition or pride or selfishness or at least it shouldn't be
00:09:48.060 until he does that you're not going to see more candidates come forward but what we do is to have
00:09:52.520 him withdraw move past him get all the republicans in a room and let's put forward the candidates we
00:09:57.440 think should lead the party and let's go ahead and have that vetting process that interview process
00:10:02.740 see who has the greatest amount of support and then go back on the floor and vote in our speaker
00:10:07.000 do you think ken buck went on cnn early today the jake tapper show and said hey look he's a big
00:10:14.440 supporter of kevin mccarthy and he was going to continue to vote for a couple more of these rounds but
00:10:19.600 he said look if it looks like there's not a path to 218 we just can't sit here and do this forever
00:10:23.960 and we're going to have to you know have a conversation with him we got to get past that
00:10:27.620 are you seeing that you believe in the conference that there's a number of people that that are you
00:10:32.940 know ardent mccarthy supporters but they understand that there's a core group here just not going to
00:10:37.540 budge and now they will start to entertain the what we call the post mccarthy uh structure of this
00:10:43.800 ken buck's a good friend of mine he's a strong conservative he's a very bright strong member of
00:10:48.680 congress we're obviously have been in a different place for these first six votes but i think ken's
00:10:53.200 and i'll let ken speak for himself but i will say that i think what has been reported that he said i
00:10:58.060 of course didn't see that that that interview or those remarks directly to the cnn host but uh i think
00:11:04.120 that there's a number of members who are right there where uh that's been reported that ken buck said he
00:11:09.360 was and they're ready to vote against mccarthy they're ready to move forward they're ready to move
00:11:15.280 past mccarthy to a path forward to get us to 218. one of the things that's been said today by you
00:11:22.380 know vox and the wall street journal others are saying hey it's now dawning on them that this is
00:11:27.160 not simply about their speaker this is also about a kind of a a attitude or an angle of attack and the
00:11:33.260 first thing they mention is the debt ceiling and the appropriations because this is about money and
00:11:37.740 power at the end of the day um what do you think how is this effort informing those massive decisions
00:11:45.820 that have to be made and they're going to have to be made the debt scene let's say the debt scene
00:11:49.180 they say it's the summer fall i think it'll be as early as maybe march or april given where the tax
00:11:54.340 revenues are how does this inform really these critically and massive decisions that have to be
00:12:01.300 made about the finances of the country sir yes setting aside the shortcomings relative to kevin
00:12:06.420 mccarthy about the trust gap that he has with the membership or his track record of not standing
00:12:10.920 up and fighting strong for conservative or even republican objectives in in the spending packages
00:12:16.540 that everyone that's ever massive spending bill that's went through the house with uh during his
00:12:21.680 time as majority leader did so with majority of democrat support instead of republican setting that
00:12:25.700 aside you've got the latest example with the omnibus the 1.7 trillion dollar spending package that
00:12:30.900 mitch mcconnell in the senate and some members of the house passed with the democrats which stripped away
00:12:36.280 our leverage our funding spending leverage for nine months into the new year we ought to be using that
00:12:41.860 leverage right now but the republicans stuck it to us in helping the democrats pass that bill so you're
00:12:47.600 exactly right steve the next big battle on the horizon now that we don't have that leverage is the
00:12:53.420 debt ceiling when whether or not that's reached uh you may be right uh in the spring or certainly i would
00:12:57.880 think by the summertime we've got to have a true principal leader who who has understands leverage has
00:13:04.820 strong negotiating skills has a steel spine and is willing quite frankly to to shut down the
00:13:11.220 government if necessary to bring us onto a path of fiscal responsibility we cannot raise the debt
00:13:18.240 ceiling without cutting spending and i don't mean a promise to cut spending but commensurate cuts in
00:13:23.980 spending uh going forward that will get us on a path of fiscal responsibility and if the democrats don't
00:13:29.420 want to do that then quite frankly the government doesn't have to shut down all they've got to do is
00:13:33.520 just cut the uh cut the non-mandatory spending cut the discretionary spending to meet the provisions
00:13:38.900 of the revenue that's coming in and call the democrats bluff if they want to shut down the
00:13:43.080 government let them do so and of course as you know essential government functions continue anyway
00:13:47.600 if they're not essential then cut the funding for those those uh non-essential aspects of the
00:13:52.540 government but this this this is the i just want yeah because we know the guys at bloomberg and the
00:13:57.700 journal and the ft watch the show because we do so much capital markets i just want to make sure that
00:14:01.680 that we're clear when we talk about the debt ceiling and this is the type of creative hard
00:14:06.300 nose but good for the country uh in the debt ceiling itself it actually wouldn't have to be increased
00:14:11.260 you could have a waterfall you could still pay the face amount whatever's coming due of the government
00:14:16.600 securities you pay all the interest then you pay social security and medicare there's plenty of cash
00:14:20.680 coming in for that then you get to discretionary spending and then hey you're going to pay what you got
00:14:25.880 money for and that is that a process that you think that your colleagues would support as a as an
00:14:32.480 opening salvo and saying hey look if we're having a debt ceiling conversation we've got to get control
00:14:37.540 of spending because here's what they did today congressman there was a split screen and the split
00:14:42.400 screen was mitch mcconnell uh and governor dewine out there with sherrod brown and uh and joe biden rubbing
00:14:48.420 up on each other about this infrastructure bill right another trade and a half dollars right spent and they're
00:14:53.560 saying what this is what people want this is good and look at look at these guys right here look at
00:14:57.420 these extremists right here that's the way the media is portraying it the reality is that you and
00:15:04.280 your colleagues are saying we have to be good stewards but we have to be we have to have an adult
00:15:08.240 conversation we can't just have this happy talk anymore because the get the con is basically over
00:15:13.480 do you think other of your colleagues are thinking in that kind of sophisticated way that hey the big
00:15:19.080 fight's going to be debt ceiling in the spending sir well i think we're going to have enough
00:15:24.040 conservatives in the congress to have the leverage on the republican side that we're going to be able
00:15:30.000 to apply a lot of leverage if we stand strong to prevent the house from participating without cuts
00:15:35.880 in spending and you're exactly right steve with what you said you without raising the debt ceiling all
00:15:40.200 you got to do is prioritize your spending and decide where you don't have the money the things that
00:15:43.460 the american people have to do every week every month in their family budgets we obviously need to be
00:15:48.500 doing that from a from a government budget standpoint you know one of the things that
00:15:51.840 we've asked for kevin mccarthy by the way to do is to support a balanced budget to support a balanced
00:15:55.800 budget amendment but also to adopt the rsc budget republican study committee budget i'm on the task
00:16:00.440 force for that budget uh where we put forth a balanced budget the last two years in a row and
00:16:04.500 that should become the republican uh budget unless we come up with a better one
00:16:08.340 uh congressman uh good before we let you go can you just walk us through how you think this is going
00:16:15.300 to play out tonight because you're clearly one of the key strategists of this for the 20 had to walk
00:16:19.960 us through it's supposed to be back at eight o'clock they could once again ask for another german but as
00:16:24.020 you see it now at what 6 15 or 6 20 uh eastern standard time how do you think this plays out for our
00:16:29.960 audience well my hope would be that we will have more votes against kevin mccarthy or not for kevin
00:16:36.280 mccarthy uh in this first ballot if we have that at eight o'clock as we expect to do so and again it will
00:16:41.900 become increasingly clear to those uh those members who've been supporting him again i believe
00:16:46.440 his support is a mile wide and an inch deep and they're just looking for a reason not to support
00:16:50.740 him anymore they're only in favor of him as long as it's in their own interest to do so and prolonging
00:16:55.580 this process is not in anyone's interest to do so so my hope would be that we may be able to come
00:17:00.240 to a conclusion tonight that it's not going to be kevin mccarthy and that he will withdraw and then we
00:17:05.040 can begin tonight to meet together as republicans or if at the latest tomorrow and begin to do that
00:17:10.620 that would be my hope that he will do that for the good of the country recognize we're not going
00:17:14.500 to move we're not going to cave no matter how long that it takes and i hope that we can get there

00:17:24.400 couple of days from every direction where are the people in your district on this issue of kevin

00:17:51.640 2019 and uh it's overwhelming support now you've got some orchestrated efforts uh paid for by the
00:17:58.040 the mccarthy machine uh for getting calls from outside the district from outside the state sort of
00:18:02.900 robo type calls but not concerned about those people in the district overwhelmingly support what we're doing
