00:00:13.300 And this historic day has not happened for over 100 years, or 100 years, where I think they went to nine ballots over, I think it was three days.
00:00:24.360 We just finished the third ballot, and Kevin McCarthy lost another vote.
00:00:29.060 Byron Donalds from Florida, who I think has been pretty strongly in McCarthy's camp, voted, came on, I think he just called into Larry Kudlow's show, said that he was on CNN earlier, saying, hey, you got to get somebody to get to 218 that can close the deal.
00:00:43.700 I mean, this was a pretty, although one vote pretty big blow, because he made the case that Kevin McCarthy couldn't get to 218, and he flipped his vote.
00:00:51.940 I think the preliminary is going to be Jeffries, 212, Kevin McCarthy, 202, and now 20 of the anti-anybody-but-McCarthy vote.

00:03:49.460 And the expectation is that there's likely to be a, there's likely to be a resort, you know,
00:03:56.200 some sort of recess and they go back to conference and reconvene tomorrow.

00:04:02.860 Is there a chance that Kevin McCarthy goes back to the holdouts and, and strikes a deal?

00:04:40.380 And by Byron Donald defecting and go after two votes for, for Kevin McCarthy and going,
00:04:46.700 going for Jim Jordan, that's definitely a signal.

00:04:54.520 So I actually did view, and I think this, excuse me, you and I spoke about it, I thought
00:04:58.300 that the third ballot was going to be vital.
00:05:00.080 That could have been a ballot for major, major movement back to Kevin McCarthy.

00:05:06.580 So now I think the next, the next public move is going to be likely tomorrow, unless there's
00:05:12.860 some sort of deal struck and there's a consensus candidate that comes out of this, that comes

00:05:21.680 It's a difficult time, but it's also a time where now the strong, let's just be honest,
00:05:29.340 a lot of the holdouts are top, top MAGA people.

00:05:39.700 There's other things that Chip Roy and I disagree with on, and I always disagree with him, but

00:06:58.460 It's no longer, you know, five is a, almost, you know, close to the margin of error.
00:07:03.260 When you're talking about 19, 20, and again, going, you know, going toward the no's, you're
00:07:10.500 four times, you're five times the margin of error.

00:07:17.980 You're so, I've seen some actual social media talking about there could be, you know, over
00:07:21.840 a hundred, a hundred votes.

00:07:24.760 I think for the best of the country, this is going to get worked out, and there's going
00:07:29.460 to be some consensus arrangement worked out, but it's got to be one that's workable long

00:07:50.200 And McCarthy's pushing right now, the McCarthy guys are pushing that there's some blue dog

00:07:59.300 Supposedly some centrist blue dog Democrats are in discussions with moderate Republicans
00:08:04.380 about putting together a coalition government, a coalition in the House.
00:08:09.840 Is that totally absurdity, or do you think that's a real threat?

00:08:16.420 I think it's coming from McCarthy camp.
00:08:18.180 Is that if you don't get on board the Kevin train, you're going to have a coalition government

00:08:28.320 And with the coalition government, if you have a tiny defection that doesn't work, so
00:08:31.940 now if you have, say, 20 for easy math who are dug in, those 20 are not going to go for

00:08:38.180 So how is that ever going to work out?
00:08:39.920 Remember, to get Speaker, you've got to get a majority of those voted.
00:08:44.200 So unless the plan is for hundreds to vote present or to not vote and not show up, that's just

00:08:53.040 The model of government here is not the Israeli model.

00:08:58.500 We don't have 10 parties with four smaller parties making a lot of difference.

00:09:08.700 I think the only answer here is for Republicans to go back into recess and do hard work.

00:09:46.780 from the Democrats to the weaponization of law enforcement to targeting of political opponents
00:09:52.680 and to all the woke radical nonsense, the Green, the Green, everything that's being pushed by
00:10:00.360 the Democrats.
00:10:01.360 So what do we expect to see from here on out?
00:10:03.400 I think there's going to be a lot, a lot of wrangling today throughout for the rest of
00:10:08.180 the day and through the night.
00:10:09.400 Tomorrow morning you'll see more voting.
00:10:11.880 And this next ballot is going to be undoubtedly vital because moving on that ballot one way
00:10:17.140 or another is going to tell you what happens.
00:10:19.100 Now, is there a chance that the candidates for speaker tomorrow are totally different
00:10:23.400 than the ones today?
00:10:24.620 Yes, of course there's a chance because remember, last time this happened with Boehner and Kevin
00:10:29.920 McCarthy and Paul Ryan, all that moved around a million times before it settled where it
00:10:35.080 was.
00:10:35.360 And also I do want to remind the posse that the Paul Ryan option was one of the worst
00:10:39.320 things that have happened to the Republican Party in our history, in our history.
00:10:45.280 That is something that is unacceptable and we cannot have anything close to it.
00:10:48.780 As a result of this election, you know, supposedly McCarthy told people this morning that he
00:10:56.760 was going to stay on the floor and vote this out.
00:10:58.620 And eventually it was a test of wills.
00:11:00.660 They go all night and they would break the the MAGA, essentially the MAGA Republicans
00:11:05.920 that eventually they would start cratering and say, OK, there's, you know, so many votes
00:11:10.100 for you.
00:11:11.060 We've got 20, 30, 40, but we'll start they'll start peeling them off.
00:11:16.040 He would not go into conference.
00:11:17.460 They felt in conference he could get blood out because it got very personal and nasty
00:11:21.000 this morning in the conference.
00:11:22.580 And they would didn't want to expose McCarthy that McCarthy, I think, actually told somebody
00:11:27.040 he would fight it on the floor.
00:11:29.040 And if he had to leave the floor, if they put forward a motion and voted because that would
00:11:33.420 mean his guys were going to go into conference.
00:11:35.720 I heard he said he would resign from Congress and just walk away.
00:11:39.100 Do you think right now, from what you're hearing, they're prepared to to have only just one
00:11:43.100 more vote and then go back into conference?

00:12:19.480 a push to go to adjourn.

00:12:24.280 But, you know, it's a question of what the Democrats do and whether they want to stay

00:12:28.300 So if they adjourn, that means that they're going back, you know, going back from the
00:12:31.760 House floor and it's a conference.
00:12:33.600 Now, here's something interesting.
00:12:34.580 Ken Buck, who has been a supporter of Kevin McCarthy, coming out, said that I think, you
00:12:40.020 know, eventually he expects for McCarthy to lose support as this drags on.
00:12:46.240 So, again, these are all, you know, signs.
00:12:50.680 Right now, what we have is very clear.
00:12:52.560 We have a group of 20 who, you know, 19, not plus 120, and most of them are hard line.
00:12:58.860 And as you said, it's an absolute knife fight.
00:13:01.080 Now, if the reports of threats and, you know, being stripped of committees are true, I will
00:13:06.920 tell you, politically, that's a mistake.
00:13:08.620 Threatening elected members of Congress, you know, for political reasons is a mistake.
00:13:13.080 It's just that's not how the way things get done, you know, anymore.
00:13:16.980 Maybe they haven't been dated in the past, but that's just not the way things get done.
00:13:20.800 And definitely not, you know, the way things get done with a lot of these members who, you
00:13:24.040 know, people like Eli Crane and, again, Chip Hoyt, who I've disagreed with a million times,
00:13:28.300 you know, people who have been very, who are tough and recalcitrant themselves, but are proud
00:13:33.240 to be so, I'm not sure that they respond well to threats.
00:13:36.320 And I think most, you know, overwhelmingly, right, if you have the strength to run for Congress,
00:13:41.780 you're not going to be the kind that responds well to threats and committees about your,
00:13:45.760 you know, personally and honorably held beliefs.
00:13:48.320 I'm not saying they're right or wrong.
00:13:49.800 I'm saying that threatening them to change their beliefs is not the way to go.

00:19:10.220 But the fact is, this place has to change.

00:20:23.060 And to do that, I'm going to do what I did my very first act as a member of Congress or
00:20:28.520 as a congressman-elect and nominate Jim Jordan for speaker.
00:20:36.060 Now, Jim has said he doesn't want that nomination, and Jim has been down here nominating Kevin,

00:20:41.780 And again, I have no personal animus towards Kevin.
00:20:44.060 And I've worked for the last two months to try to figure out how to get the rules to
00:20:47.980 make this place better, and we've made progress.
00:20:50.240 But we do not have the tools or the leadership yet to stop the swamp for rolling over the

00:28:58.220 It's been a historic day in the Capitol, particularly in the House of Representatives.
00:29:03.560 Can you walk us through what happened?
00:29:06.040 Sure, Steve.
00:29:06.640 Well, first of all, this is a very historic day.
00:29:09.300 We have a once-in-a-lifetime opportunity to fundamentally change the way Washington, D.C.
00:29:15.600 is operated.
00:29:17.340 If you were to ask the American voter if they are happy with the way Congress runs,
00:29:22.840 they would probably tell you, hell no, we're not.
00:29:25.360 But right now, we have now completed three ballots for the speaker's vote.
00:29:31.980 And no one has received a majority.
00:29:35.260 Kevin McCarthy does not have the vote at this time.
00:29:38.780 And the current opposing Republican candidate that has been nominated is Jim Jordan.
00:29:45.800 Now, Jim Jordan, he, at this time, says he doesn't want to accept that.
00:29:50.520 But in my view, George Washington didn't want to be president, but he did what was right
00:29:55.140 for the country.
00:29:55.800 And we have to stand for what we believe in, what we promise the American voter.
00:30:02.080 And, Steve, I want to make this really clear to you.
00:30:04.560 I want the Republican conference to be united.
00:30:08.040 And I have been working every day for months to make sure that that happens.
00:30:12.480 And yesterday, we had a path forward to walk out of here united with Leader McCarthy being
00:30:18.360 supportive of that path.
00:30:19.900 We could have been.
00:30:22.960 But instead, as a part of those discussions with Leader McCarthy, repeatedly, he said that
00:30:29.020 he wanted Freedom Caucus members to participate on more key committees, but said he's had a
00:30:33.620 difficult time getting them there.
00:30:35.140 So we responded with recommendations on who to put where.
00:30:39.040 We requested a commitment for border security, term limits, energy, and debt reduction bills
00:30:44.180 to be put forward, which most, if not all of us, ran on and publicly support.
00:30:50.860 And Kevin McCarthy had an opportunity to be speaker on the first ballot with a gavel in
00:30:55.940 hand.
00:30:56.600 And it was my sincere hope that we could get there, which is exactly what I discussed with
00:31:01.480 my meeting, in my meeting with McCarthy yesterday.
00:31:04.620 But he firmly rejected the offer of 218 votes.
00:31:10.380 Why did he reject that?
00:31:11.660 It seemed like what you put forward was pretty straightforward and kind of what the people
00:31:16.040 voted for in November.
00:31:17.480 I don't think you've asked for any outrageous request.
00:31:20.960 What was it that he just said he couldn't give you guys?
00:31:25.460 Well, the problem is we have been in these negotiations since the summer.
00:31:29.700 We went to Kevin and we were dismissed in the summer because he thought we were going to
00:31:34.620 have this massive red wave and he would not need our vote.
00:31:38.400 So the meeting wasn't taken seriously.
00:31:40.600 He didn't want to follow up with requests that we had to important rule changes.
00:31:45.820 And then as soon as we saw how slim this majority is, that is when he started listening.
00:31:51.840 And he has implemented many of the rule changes that we have put in place.
00:31:57.620 And now he proudly brags about them and says that he supports them and kind of acts like it's
00:32:03.440 his idea, which is fine, take it, run with it.
00:32:06.220 But I'm not sure why he flat out turned this negotiation down.
00:32:12.620 I had a fear that maybe he had had a deal with the Democrats that was cut.
00:32:16.240 But after the third ballot, I don't see that happening.
00:32:19.700 But it was very reasonable what we asked for.
00:32:22.660 It was not a selfish ask.
00:32:24.680 There were no personal requests that are out of the ordinary.
00:32:29.600 He asked us what committees Freedom Caucus members want to be placed on.
00:32:33.780 And we provided that list to him.
00:32:36.240 He said his problem was Freedom Caucus wants to be on the oversight committee and on judiciary.
00:32:40.900 And he has a hard time spreading them out.
00:32:42.440 So we did that and said, here are some places that we could be and be effective so we have
00:32:47.280 a strong conservative presence on these committees to make sure that we are tackling the spending
00:32:53.700 in Washington, D.C., that we are securing the border, that we are having the investigation.
00:32:58.380 So much more.
00:33:00.040 And he flat out rejected that proposal.
00:33:05.080 OK, here's one of the questions I have is that you haven't really been publicly in the
00:33:09.680 forefront.
00:33:10.000 I mean, you put out a week ago, you had a red line and the red line was about the motion
00:33:13.740 to vacate.
00:33:14.760 Talk about your journey, because now it looks like you're one of the lead negotiators,
00:33:19.140 one of the leaders of this kind of movement that are representing the MAGA policies and
00:33:25.660 kind of the MAGA point of view, the MAGA angle of attack.
00:33:29.020 How did that happen?
00:33:29.820 Because you haven't really taken that public stance on all this until it looked like this
00:33:35.660 weekend.
00:33:37.460 Correct.
00:33:37.820 So I have not been public on where I was because I was trying to get people to a place
00:33:43.360 of unity.
00:33:44.080 And I've been working behind the scenes for months to do exactly that, negotiating the
00:33:48.420 rules changes, negotiating the policy that we're going to put forward to save our country.
00:33:53.960 And I had finally got to a point where we had 218 votes for Kevin McCarthy.
00:34:02.120 It was a clean deal and he refused to take it.
00:34:06.040 But this motion to vacate, that was the one thing that I was public on.
00:34:08.920 This is my hard line.
00:34:10.500 Single member motion to vacate.
00:34:12.120 This is our check and balance on the third in line to the presidency of the United States.
00:34:17.660 You cannot demand more responsibility and take away accountability.
00:34:21.920 This is our accountability mechanism to have a check on the Speaker of the House.
00:34:27.300 It's not something that is ever used, but it's there as an enforcement mechanism in case
00:34:34.440 things do go wrong.
00:34:35.680 Nancy Pelosi was the first Speaker to take this away.
00:34:38.920 The House has had this for nearly two centuries.
00:34:41.520 And Kevin McCarthy wanted to follow her precedence.
00:34:44.640 And I said, that is unacceptable.
00:34:46.520 It wasn't until today, Steve, that a staffer of Kevin McCarthy came out of conference and
00:34:54.260 said, we'll give you the single member motion to vacate.
00:34:57.400 But the problem is, that's where the negotiations really start, because that's when there's
00:35:02.260 accountability.
00:35:02.900 So they matter.
00:35:04.540 That's how we know we're going to get a secure border bill, an energy bill, a term limits
00:35:09.320 bill brought to the floor, and mechanisms to reduce our nation's debt, and so much more.
00:35:17.260 It was today that they said, OK, OK, we'll give it to you.
00:35:21.260 But the other things were left off the table.
00:35:23.860 Now we've been threatened by other members that we're going to not serve on committees
00:35:28.140 at all, simply for standing up for what we believe in and trying to get good policy out
00:35:33.760 of the United States Congress.
00:35:35.800 And this is unacceptable to me.
00:35:38.080 And I've tried my best for several months behind the scenes to get to a place of unity.
00:35:44.460 And Kevin McCarthy is showing that he does not want that unity.
00:35:48.620 He does not want to accept these common sense offers and is pitting members against one another.
00:35:54.300 And I still want to find that place of unity.
00:35:57.740 Maybe it's with Jim Jordan.
00:35:59.240 Maybe it's with a different candidate.
00:36:00.900 Maybe we end up with Lee Zeldin, who really want us the majority of the House.

00:36:33.080 First off, are you saying now, because I got some text messages from some people who were part of the original 19 that said during the second round and before third that, quote unquote, the knives are out, particularly in the cloakroom.
00:36:45.400 Are you saying you were threatened by members that you're going to be thrown off committees because of your principled stand on this, that people are actually saying you're going to lose committee assignments, you're going to lose these type of things that you need as a congressman?
00:37:00.940 That is absolutely correct.
00:37:03.520 Today, Mike Johnson stood up in conference and excuse me, Mike Rogers stood up in conference today.
00:37:11.600 And he said, if you vote against Kevin McCarthy today on the floor, you will not have committee assignments.
00:37:21.120 And Kevin McCarthy did not did not go against that.
00:37:25.800 In fact, he stood up and affirmed it.
00:37:27.640 He said that the voters elected their their representatives in their district and the conference elects who goes on to committees.
00:37:37.500 He affirmed what Mike Rogers said, that if we oppose Kevin McCarthy, we will not have committee assignments, which is stripping millions of voices away from the United States House of Representatives who deserve representation, who deserve a strong voice,
00:37:52.540 who deserve an ally and and and need good policies to go to the floor to fix the chaos that the Democrats have caused for the past two years.
00:38:03.800 Hold it. Mike Rogers, this wasn't was this in the was this in the was this in the was this in the conference, the conference when you were in the conference this morning,
00:38:11.820 he actually stood up and said that if you stand on the floor today and vote against McCarthy, you will be stripped of your committee assignments.
00:38:20.900 He said that emphatically and Kevin McCarthy affirmed it.
00:38:24.360 What what but you just said right there, if Kevin McCarthy, if you guys go into conference tonight or tomorrow, if Kevin McCarthy would come back and agree to the to the rules packages and other things that you put forward,
00:38:37.040 is there a way that you think that with the vote now with Donald's joining you at a 20 looks like he's going the wrong direction?
00:38:44.120 Is there a way for Kevin McCarthy to claw his way back here?

00:39:23.320 But, no, I think it's becoming more and more difficult for Kevin to get that gavel.
00:39:29.500 Last thing, have you asked in any of these negotiations, have you ever asked for anything for yourself personally?
00:39:34.260 It has always been for the team, for the Congress, for the American people.
00:39:38.280 Well, every member of Congress requests which committee assignments they would like to have.
00:39:42.740 And there were certainly some committee assignments that we had suggested because Kevin said he doesn't know where Freedom Caucus members want to go other than oversight and judiciary.
00:39:53.460 And so there were several members who were listed for committee assignments.
00:39:57.940 But, look, Steve, every member of Congress requests committee assignments.
00:40:02.720 It says where they are going to be the most beneficial to serve their districts and to serve our country.
00:40:09.980 Even Marjorie Taylor Greene has requested to be on Rules and Oversight Committee and was granted that by Kevin McCarthy.

00:40:19.560 This is something that all 435 members of Congress go to their leaders and request.
