00:23:02.500 The Electricity Reliability Council of Texas has had a significant number of power curtailments announced in the last two years,
00:23:10.780 usually in the heat of summer and the late part of summer.
00:23:14.100 This year, in north Texas, ERCOT is projecting a warning for brownouts and possible blackouts in north Texas
00:23:21.400 related, once again, to not enough baseload continuous duty energy.
00:23:25.740 Texas has 85,000 megawatts of installed capacity of total power generation.
00:23:31.560 30,000 megawatts of that, close to 35%, are wind.
00:23:35.580 Wind doesn't operate, on land doesn't operate about 63% of the time.
00:23:42.060 It operates 37% of the time.
00:23:44.440 It varies day in and day out by about 75%, one day to the next, the electrical capability of wind to operate.
00:23:51.560 So the state also, since 2016, dismantled 6,000 megawatts of baseload continuous duty coal
00:23:58.920 and has built very little in the way of continuous duty, baseload, dispatchable combined cycle plants in the last six years.
00:24:05.980 So they're in desperate condition of exposure to brownouts, probably about 12 times the national average in exposure to brownouts.

00:24:51.900 Well, Texas deregulated in a way, like a lot of states that did finish deregulation,
00:24:59.740 disaggregated power generation companies from distribution companies.
00:25:03.780 So great distribution companies in Texas, like Encore, for example, aren't allowed to be power generators.
00:25:09.400 They have to buy power from power generators.
00:25:12.200 And Texas has lacked, unlike a lot of regions, has lacked a capacity payment structure.
00:25:17.500 Now, they're finally doing something about that with the Senate Bills 4 and 5 that were passed a month ago
00:25:23.120 to add about 10,000 megawatts of peaking capacity and pay owners of that in the background some fixed fees
00:25:30.560 for having that capacity in place.
00:25:32.380 That's not going to be available, though, for 18 to 24 months by the time that's all built.
00:25:36.780 So they've put themselves in a position without a capacity payment structure of having almost no new baseload assets built
00:25:45.220 while developers chased after what was incentivized, and that was wind to get the incentives to build wind capacity.
00:25:52.660 So the state's in a bit of a mess, but now compounded by probably 3.5 million,
00:25:58.300 3 to 3.5 million additional population have appeared now in the last 18 months.
00:26:04.820 Of the 7 or so, 8 million that have come, about 3 million are still in Texas,
00:26:09.960 creating another 10% population burden on the electrical system.
00:26:14.340 That takes a million people is about 1,000 megawatts of power.
00:26:18.640 So you need about three big, big continuous-duty power plants to support 3 to 3.5 million more folks living there.
00:26:25.640 So you've got that dynamic going on at the same time.
00:26:28.860 The infrastructure hasn't been built to support that either.
00:26:31.840 But the state has moved forward with the Senate Bill 6 and 7 to put about 10,000 megawatts
00:26:37.240 of badly needed baseload background power in place in terms of gas turbines
00:26:42.300 that can be ramped up immediately to support outages.
00:26:45.920 But that's going to be 18 to 24 months before that's all in place.
00:26:49.400 So the next two years are very dicey on ERCOT being able to support itself.
00:26:52.720 When you said they chased subsidies for wind and solar, explain that.
00:26:58.620 Because I heard they went for the cash the federal government was giving
00:27:01.340 and didn't really plan this thing through.
00:27:03.480 Walk me through that.
00:27:06.120 Well, the wind and solar, developers and builders and owners of wind and solar
00:27:10.740 have gotten on average 30% to 35% investment tax credit subsidies
00:27:16.220 for building new capacity wind and solar over the last 12 to 15 years.
00:27:21.040 So developers who otherwise would never chase investing in part-time renewable projects
00:27:28.100 will do it with the subsidies, push them over the return threshold
00:27:32.480 where it makes them marginally attractive enough to invest in wind generation with the subsidy.
00:27:38.920 So developers lacking ERCOT providing any subsidy for baseload power,
00:27:45.860 the federal government has provided huge subsidies for wind power,
00:27:48.920 so that's what's wound up being prevalent there.
00:27:51.480 Now, I can't give the ERCOT board a lot of credit over the past.
00:27:54.620 They've been mainly replaced, by the way, in the last couple of years, the board of ERCOT,
00:27:59.620 but they didn't put in place enough inducement to have large power companies,
00:28:05.480 be it NRG, Constellation, and others, to build baseload continuous-duty plants.
00:28:10.780 So very little of that's been erected.
00:28:12.160 In fact, again, 6,000 megawatts, or power for nearly 6-plus million people,
00:28:17.780 in continuous-duty power has been eliminated with the shuttering of coal plants there since 2016.
00:28:23.500 So it's a bit of a mess.
00:28:24.800 And also, ERCOT's not interconnected well with other grids.
00:28:27.440 It's pretty much a self-sustaining grid.
