00:18:02.020 trying to scare americans off from challenging it before it comes out and what the rule does is it

00:18:07.980 requires publicly traded companies to disclose their greenhouse gas emissions and also to discuss

00:18:14.620 the risks that the companies face from climate change and they're doing this in what they're calling

00:18:21.040 three scopes so the first scope is emissions from the company itself then scope two is emissions from

00:18:28.040 their energy suppliers whether it's a power plant uh or or the like or fuel they purchase oil etc and

00:18:35.700 then the third are emissions from either get this upstream or downstream uh things in the supply chain

00:18:43.220 other companies that relate to it they you have to do calculations on that too and the sec recognizes

00:18:48.540 that especially scope three is very controversial and you know this is well beyond the sec's remit right

00:18:56.180 they're supposed to be regulating for disclosure they're supposed to be regulating fraud in the

00:19:01.020 stock market here you know they've reached out to climate change but you know the the answer to

00:19:06.460 the question of you know how do you build a pontoon bridge is you start one pontoon at a time so you get

00:19:11.680 a pontoon from epa about how dangerous greenhouse gas emissions are and then you know the sec says oh it's

00:19:18.600 so dangerous it impacts the financial markets and we have to get in on the act too and regulate more

00:21:02.960 control over capital markets and then that affects the corporations that need to get the capital as

00:21:08.320 well so it's not as voluntary as it looks but the the voluntary side of it can then feed into a

00:21:13.980 regulatory side and they have a you know a sort of negative synergy with each other to get more and

00:21:18.960 more regulation and look it's it's one thing for gensler to be telling the u.s chamber of commerce

00:21:24.020 which he did yesterday uh that actually thursday that uh you know you better not challenge this rule

00:21:30.500 like we're hoping you won't challenge this rule because it you know could be worse for you but how's it

00:21:34.300 going to be worse for you it's going to be worse for you because of what the eu is going to do to you

00:21:38.000 so now we have the sec essentially partnering with the eu to try to uh you know force american

00:21:45.400 corporations to to knuckle under to all this nonsense the administrative state so how are we

00:22:35.900 genslers of the world or the independent agencies of the world to come in and justify these kinds of

00:22:41.000 uh you know totally unnecessary and burdensome rules to omb so you know imagine uh you know somebody

00:22:48.220 like russ vote is sitting in the chair in january of uh you know 2025 at omb and they trundle in and say

00:22:55.960 hey we want a new climate disclosure rule you can imagine how that's that's going to go over and uh

00:23:01.100 you know what the economists at omb are going to think of of that kind of stuff um they're going to

00:23:06.500 push back on it and then eventually we have to get a case to the courts that challenges uh the decisions

00:23:12.840 that came out of the new deal that have put in place this uh independent agency structure it violates

00:23:19.740 the unitary nature of the executive branch the power of the president to be the one who decides

00:23:24.740 uh how to regulate uh under delegations from congress and uh you know uh can remove people
