00:01:08.780 But more importantly, Tom, Senate Minority Leader Mitch McConnell yesterday was in Louisville
00:01:14.300 at the university there, standing next to Oksana Makarova, the Ukrainian ambassador to the United States.
00:01:20.100 And he has been staunch, forthright, emphatic about the fact that it cannot just be aid to Israel.
00:01:27.620 It must be aid to Israel, Ukraine, Taiwan, as well as the southern border.
00:01:32.160 So you're going to see a massive amount of Republican infighting over the course of the next week.

00:03:38.580 And, yeah, as I argued in this book, this was a long time in coming, going back to, you know,
00:03:42.880 you remember those days of Newt Gingrich and the beginnings of the shutdowns in the House
00:03:48.860 and the beginnings of this sort of constant daily warfare.
00:03:52.860 And this is, you know, built over a period of time.
00:03:56.060 And now you've got sort of the critical mass of people in the House who are all about creating this warfare.
00:04:02.860 You know, as Jake was just pointing out, there's no logic to what they're doing to try to offset the Israel aid.
00:04:09.640 It's simply to throw some red meat to the fox crowd if they even care about it.
00:04:15.340 It's simply to gum up the works for the sake of it, just to make a protest.
00:04:20.820 Our Secretary of State, Anthony Blinken, and Defense Secretary Lloyd Austin are scheduled to testify
00:04:26.300 before the Senate Appropriations Committee about President Biden's request for aid to Israel, Ukraine,
00:04:33.240 and other key areas regarding national security.
00:04:36.800 That comes, as we were discussing, with the House Republicans setting up a false choice with its own funding bill.

00:04:49.940 So tell us about this proposal that doesn't include Ukraine, but definitely includes billionaires getting some breaks.
00:04:59.240 I can tell you, Mika, there's a deep, not a deep divide, but certainly a divide in House Republican leadership
00:05:04.160 over the way this has been handled by Speaker Mike Johnson, who is new.
00:05:08.440 This is his first full week on the job.
00:05:09.940 But Republicans have decided to slash $14.3 billion from IRS funding that was in the Inflation Reduction Act to pay for this Israel funding.
00:05:19.660 Let's talk about this from many levels.
00:05:21.580 Number one, emergency aid like this is usually not paid for.
00:05:26.000 Whether that's good or bad, other people could decide, but it's usually not paid for.
00:05:29.860 Number two, it's very difficult to argue that this is urgent aid when you put a pay-for, an offset, into the bill that has no chance of passing the Senate.
00:05:40.800 The Senate Democrats are not going to go for this.
00:05:43.520 This is a non-starter.
00:05:44.700 Now, the Ukraine issue, Republicans have argued for a while that it should be separate.
00:05:48.980 And Johnson, to his credit, Ukraine supporters say, has opened the door to more Ukraine aid.
00:05:55.820 He has been much more bullish on passing Ukraine aid than previously thought.
00:06:01.380 But I don't understand this play.
00:06:04.280 I think a lot of people think it's pretty silly.
00:06:07.100 And it will just delay aid to Israel.
00:06:08.740 I mean, there's no other way to say it because they're going to, if they can pass it, I'm not sure they can pass it in the House.
00:06:13.240 But if they can pass it in the House, it will go to the Senate.
00:06:15.720 The Senate's going to change it.
00:06:17.040 And then we're going to have more delay on critical aid to Israel.
00:06:21.660 So, Jake, that can't be said enough.

00:06:25.560 You just mentioned how this has no chance of passing the Senate, even if we can get through the House.
00:06:29.820 Talk to us, though, about this emerging divide between Speaker Johnson and Minority Leader McConnell, Republicans who are on very different sides of this issue.
00:06:37.660 Yeah, this is a, I mean, listen, Mitch McConnell has made very clear that he wants Ukraine aid and Israel aid to ride together.
00:06:44.720 It's the smoothest way to passage.
00:06:46.460 There's no question about that.
00:06:47.960 And it would pass the Senate quite easily, I would think.
00:06:50.880 And there might be some hiccups.
00:06:52.100 But listen, Republicans have made the argument for months now that Ukraine aid should get a separate vote.
00:06:57.660 And I think, listen, to be honest with you, if you're somebody who wants Ukraine aid, you're going to have to be OK with it in a separate vote in the House.
00:07:03.960 Because Mike Johnson could not put it on.
00:07:06.140 I don't think it would pass on the floor if it were together.
00:07:08.420 But I will say this, though.
00:07:09.720 I mean, this this move on offsetting the Israel money really, really complicates everything across the board.

00:07:18.840 It complicates Ukraine aid.
00:07:20.400 It complicates the entire mess of funding that House Republicans and Senate and the Senate have to get around in the next couple of months.

00:07:28.460 I don't I don't know who I haven't been able to figure out who is clamoring for this Israel aid to be offset, because it's it would have to be an incredibly small pocket of the House Republican conference if it exists at all.
00:07:41.700 I mean, I know Tom Massey, Chip Roy, Marjorie Taylor Greene have been critical of spending more money.
00:07:48.320 Hey, MTG and Tom Massey said they will vote no simply on the Ukraine.

00:07:54.660 But I don't hear a big uprising of people who are suggesting that this aid needs to be offset.
00:07:59.420 You know, the title of your book is so appropriate to deconstructionist, because I always tell the story of my family, which, you know, from the South, lifelong Democrats became, you know, Republicans.
00:08:12.200 When, you know, people were trying to levitate the Pentagon and, you know, burning draft cards and attacking all of these institutions.
00:08:22.480 And, you know, the deconstructionists reminds me, Edmund Burke, quote, I love of Edmund Burke's that I think applies, unfortunately, tragically to these Republicans.
00:08:32.720 And Burke, the founder of modern conservatism, said institutions that took centuries to be built up can be torn down in a day.
00:08:43.140 And you look at the attacks from the far right on the, quote, woke Pentagon.
00:08:49.600 You look at the attacks on the far right on the FBI, defunding the FBI, on the Department of Justice.
00:08:56.180 They are going after the institutions, the American institutions, and trying to tear them down.

00:09:06.300 And then having gone after the Pentagon, after the FBI, after DOJ, after the IRS, they are also bringing down the very institution in which they're serving by bringing the House of Representatives to its knees.
00:09:21.940 You know, and unfortunately, it's a perfectly logical thing for the Chip Roy's and the Matt Gaetz's of the world to be doing because the vast majority of these guys overwhelmingly safe red districts.

00:09:37.400 So there's just no downside to being the most obnoxious person you can be on the right wing so nobody can outflank you.
