00:00:45.260 One of the gentlemen said we should be held to a higher standard.
00:00:48.860 We're talking about the removal of a member of Congress, the American people, to believe
00:00:56.840 that the opinions of congressmen is a higher standard than the deliberate vote of the American

00:01:05.520 Is a report from a committee a higher standard than the two-year election cycle as established
00:01:13.840 by our founding fathers and enshrined in our Constitution?

00:01:22.960 That the Long Island crew is acting in bad faith, just exceedingly bad judgment.

00:01:30.400 Since the beginning of this Congress, there's only two ways you get expelled.
00:01:35.300 You get convicted of a crime or you participated in the civil war.

00:01:43.540 And so I rise not to defend George Santos, whoever he is, but to defend the very precedent
00:01:51.960 that my colleagues are willing to shatter.

00:01:59.580 Mr. Santos hasn't been convicted of anything, but we haven't even moved to expel the people

00:02:06.340 Mr. Bowman pled guilty to a misdemeanor for his little fire alarm stunt weeks ago.
00:02:13.920 So like, while the ethics committee is marching to throw George Santos out of Congress, they
00:02:18.280 take no action as to someone who actually pled guilty to a crime?
00:02:22.240 What's that all about?
00:02:23.920 And then there's all this talk about, well, he could have come and testified to the ethics
00:02:27.500 committee and he didn't.
00:02:29.000 So he had his due process.
00:02:30.320 But that belies the fact that he faces a trial and had Mr. Santos testified before the ethics
00:02:36.440 committee, an argument could have been made that he waived any of his rights that he would
00:02:41.340 have had at trial that any American would enjoy.
00:02:43.900 So it was a it was a procedural double bind that shouldn't be held against Mr. Santos as
00:02:49.540 some sort of adverse inference.
00:02:51.800 Let's also talk about this precedent.
00:02:54.320 The fact pattern as to Mr. Santos is remarkably similar to the fact pattern of former Representative
00:03:01.460 Duncan Hunter.
00:03:02.660 Duncan Hunter used campaign money on girlfriends and trips and home improvements and all sorts
00:03:08.940 of personal lavishes.
00:03:10.420 He was indicted for those crimes and continued to serve in Congress.
00:03:14.580 He pled guilty to a number of those crimes and continued to serve in Congress.
00:03:19.640 He was in Congress for like an additional pay period after having pled guilty to the very
00:03:25.680 same things that were that Mr. Santos has been indicted for.
00:03:30.760 And so I think it's it's persuasive to me that Mr. Higgins and Mr. Nell's two law enforcement
00:03:35.720 officials with sterling reputations are here, not necessarily to defend Mr. Santos, but to
00:03:41.620 defend this precedent and this due process that is being shattered.
00:03:45.040 And I was struck when the author of this resolution said Gates, Gates, Gates, Gates was amazing.

00:09:07.360 I was a fellow at the Kennedy School in Cambridge and Harvard, and I took the last ever Essence

00:10:16.860 Weirdly, he didn't thank any of us.
00:10:18.960 Anyway, that's academe.
00:10:20.700 I had a two-year fellowship at Harvard.

00:10:25.440 I left after a year and I left the, uh, the deep status to continue what they were doing.
00:10:30.700 So the Thucydides trap, which is, as you correctly identify, Professor Graham Allison's baby, is
00:10:38.220 the, um, the tendency towards great powers to get involved in, in hegemonic activities and
00:10:45.960 the inevitability of war and exploded in popularity about, about the time a certain former real estate
00:10:55.120 mogul came down an escalator in Manhattan.
00:10:58.340 Uh, it led to a whole task force at, at, at Harvard, at the Belfer Institution.
00:11:03.140 But the, the argument is this.
00:11:05.700 It's just another version, Steve, of something that I credit with you popularizing, which is so important.

00:11:15.280 The Thucydides trap is just a repackaging of the idea that America is waning, uh, we've
00:11:24.740 got to, uh, avoid becoming hegemons ourselves and recognize the rise of others, whether it's
00:11:33.340 bricks, whether it's China, it is an un-American attitude to the greatest nation on God's green
00:11:41.220 earth, and that is the legacy of the deep state.
00:11:45.300 You did more than anyone else to make people understand both sides of the aisle, the establishment
00:11:53.080 Republicans, the Democrats, all the talking heads at the Brookings Institution, at CSIS, on and on and on.
00:12:02.740 These individuals made a decision about the same time as Kissinger, that the death of our superpower
00:12:11.200 status is inevitable.
00:12:13.860 And the best we can do is to just dicker at the edges of the graphic equalizer as we manage
