00:00:22.080 But after the survey showed Trump up by eight points in Nevada last month,
00:00:26.500 the new poll finds the two candidates tied.
00:00:28.980 Biden has also cut Trump's six-point lead in Georgia to three points
00:00:34.460 and his four-point lead in Wisconsin to just one point,
00:00:38.940 while making similar gains in Arizona and North Carolina.
00:00:42.600 All of these results, Joe, are within the margin of error.

00:00:50.400 after those rather gloomy poll numbers that were getting you down earlier.
00:00:55.380 I mean, there are a couple of ways to look at this.
00:00:58.500 There's one way, which is to look at Donald Trump and this whole debate,
00:01:02.500 which, frankly, he started when he made those remarks, I think it was last year,
00:01:06.240 about being a dictator on day one.
00:01:08.800 And we all go around in circles trying to figure out, you know,
00:01:12.560 look at what he actually did when he was in office last time around,
00:01:15.300 look at some of the things he said.
00:01:17.040 There are debates, good debates about what he'd really do.
00:01:20.180 But there's another way to look at that question, which is to depersonalize it
00:01:23.000 and to take Trump out of the picture and say, OK, if America were to elect somebody
00:01:28.460 who were both malign and competent, and I have real questions over whether Donald Trump
00:01:34.260 is competent enough to pull this off.
00:01:37.500 But were that to happen, how strong are the checks and balances?
00:01:39.780 And there, there's mixed news, I've got to say.
00:01:46.080 I mean, there are some really substantial checks on presidential authority.
00:01:50.860 If you look at how dictatorships have functioned elsewhere,
00:01:54.840 often a military coup is involved, that's impossible in America, I think.
00:01:58.520 You know, America's military is one of the strongest institutions in the country
00:02:02.400 with deeply embedded democratic norms.
00:02:05.140 But then I think it's also the case, you look at some of the formal checks on the presidency,
00:02:09.380 and one of the things we've learned since 2016 is that they just don't work.
00:02:13.380 You know, impeachment is one of the biggest checks written into the Constitution
00:02:16.500 as a, as a restraint on tyranny.
00:02:19.380 And we've had ample proof over the past few years that that just doesn't work.
00:02:22.940 And then, if you look down the list, there are a whole bunch of emergency powers
00:02:26.560 that the president has, which somebody who is really determined, I think,
00:02:31.880 could exercise to subvert important democratic norms in quite a worrying way.
00:02:38.720 So, I'm not saying that Trump is going to do this, but I think somebody could.
00:02:44.440 Yeah, John, I think one of the things that Trump taught all of us
00:02:46.660 is that democracy is partly laws, and it's partly norms and traditions.
00:02:50.340 And if you have a candidate who's willing to ignore those norms and traditions,
00:02:52.880 then the democracy gets put under threat.
00:02:54.960 One of the things that people talk about, and that Trump campaign talks about,
00:02:58.420 openly wanting to do, is under this provision of Schedule F, it's called,
00:03:02.980 taking a whole group of civil servants who are non-political
00:03:06.220 and making them effectively political appointees,
00:03:08.980 which could change America's democracy, not just for this presidency,
00:03:13.140 the next presidency, but presumably for years and years and years to come.
00:03:16.760 Do you think he, we hear that the Trump campaign is sort of more organized
00:03:21.060 and more efficient and has more of a plan?
00:03:24.140 Do you think it is up to the task of doing something like that,
00:03:27.760 and how much of a threat would that be to democracy?
00:03:30.420 It's definitely more organized than was the case prior to 2016.
00:03:36.100 I mean, I'm sure you've spoken to lots of the people I've spoken to,
00:03:38.500 Katie, in MAGA-aligned think tanks, and, you know,
00:03:41.920 their plans there are quite well developed.
00:03:43.400 But that said, the federal bureaucracy is a huge beast.
00:03:47.680 And, you know, you talk to people who've served in the White House,
00:03:51.580 served in the administration, getting it to do anything is quite tough.
00:03:55.660 There are, you know, 25,000-odd lawyers in the federal government.
00:04:00.020 And so a Trump administration could come in really well organized
00:04:04.560 with a really good, well, not good, but, you know, a determined, thorough plan.
00:04:08.800 And I think it would struggle to get all of these things done.
