00:02:27.140 That's, of course, Mark Mitchell from Rasmussen, who was on the show earlier today,
00:02:30.700 but walking through some additional data showing how they've sort of proved that non-citizens are indeed voting,
00:02:37.200 of course, with the massive invasion we've seen at the southern border.
00:02:40.900 They're ramming in and jamming in as many people as they can to try to, you know,
00:02:45.000 add any additional votes that they need when they somehow manage to find votes that conveniently always go towards Joe Biden,
00:02:52.480 or in this case Kamala, or whoever the nominee may be, maybe Michelle Obama, in the dead of night.
00:02:58.320 Someone who has always been at the forefront of sort of fighting that epic uphill battle is, of course, Catherine Engelbrecht from True the Vote,

00:03:08.460 Now, Catherine, I want to get into sort of the evolving narrative, especially on how unsecured these elections are looking,
00:03:14.700 or at least shaping up to be, of course, exacerbated by the fact that the Democrats are in a state of disarray.
00:03:20.520 Before we get into all of that, I want to start with a story that I know the Warren Posse is familiar with,
00:03:25.900 but that we really need to drill down on, because this is, regardless, it's Kamala Harris, Joe Biden, really anyone,
00:03:31.560 this is the thing itself.
00:03:33.200 But it's weird, kind of what seems to be a scam or fraudulent behavior with Act Blue,
00:03:40.220 whereby people who don't know that they're donating to Democratic politicians
00:03:44.540 are having dozens, if not hundreds, of small-dollar, in some cases large-dollar amounts
00:03:49.860 be sent to these politicians under their names without any consent or knowledge.
00:03:54.540 Can you walk the audience through this story, the magnitude that it has?
00:04:00.300 Yeah, absolutely.
00:04:01.640 I look at it from a voter perspective, but I can tell you what I'm observing, certainly.
00:04:06.800 And my first observation is this is not new.
00:04:09.100 This has been going on since 2020, at least, and has been reported on since 2020.
00:04:15.820 The question should be, where is it that the FBI has jurisdiction over this?
00:04:19.720 This is wire fraud.
00:04:20.960 Where's the FBI?
00:04:22.500 But what the play seems to be is that large megadonors, you know, $10 million, $20 million donors,
00:04:31.820 theoretically, are pushing through cash that is then being broken up into very small dollar donations,
00:04:40.580 $20 donations.
00:04:41.700 But the curious thing is, and they come through just in this tidal wave, oftentimes in the form
00:04:48.440 of gift cards, which makes it all the more difficult to trace.
00:04:52.380 But as we've seen, and some great investigation work was done in 2020, again in 2022, and now here
00:04:58.040 again in 2024, showing that the people that are finding their names attached to these small
00:05:04.220 dollar donations have no clue that they've been put into this nightmare.
00:05:10.560 And so, and it's not just one, as you say, Natalie, it's not just one or two donations.
00:05:15.460 Oftentimes, it's 10, 20, hundreds of donations, one after the next.
00:05:21.180 And so this is identity theft.
00:05:23.360 This is wire fraud.
00:05:25.280 And the way that the Democrats are doing this, in my opinion, is that they are trolling the
00:05:30.180 voter rolls for people who seem to be affiliated or aligned with the Democrat Party, but are
00:05:36.580 unlikely to be able to fight back.
00:05:40.100 Unemployed people, I'm sure they're using some kind of zip code calculation to try to identify 1.00
00:05:46.540 people who are lower middle, lower income.
00:05:49.720 And there you have it.
00:05:51.640 They are exploiting the defenseless, and it's disgusting, and the FBI should be all over

00:05:58.960 Well, I think the buried lead of this story, too, is that they have such intimate access
00:06:03.260 and ability to really manipulate and, frankly, weaponize the voter rolls to identify and target
00:06:08.760 these individuals, where, in contrast, people like yourself and other election integrity
00:06:13.180 activists, it's a real struggle, right, to get your hands on the voter rolls, to be able
00:06:16.800 to clean them and make sure it's actual American citizens. 0.62

00:06:23.300 So what is sort of the corollary or the logical conclusion on the then voting side?
00:06:27.940 If we know they're already sort of weaponizing these voter rolls, do you think that this raises
00:06:31.920 concerns then about the integrity of elections, too?
00:06:35.780 Oh, absolutely.
00:06:38.380 I mean, I've long said, if you want to steal an election, you just get the voter rolls in
00:06:44.500 the state that you're focusing on, the area that you're focusing on.
00:06:47.280 You figure out who has not voted in a while, and then do a few steps past that.
00:06:54.240 Maybe they've moved to another state, as many people have.
00:06:57.240 And if they're still hanging around the voter rolls, who would be the wiser?
00:06:59.880 They would not know if there was a mail ballot cast in their name.
00:07:04.120 And it makes it—I mean, this is where we are.
00:07:06.140 The fraud has been institutionalized to a great degree, and it requires now that citizens
00:07:11.680 take extra steps to be extra involved.
00:07:15.820 And True the Vote's been working through a project called IV3, challenging likely ineligible
00:07:20.760 voter rolls.
00:07:21.420 We have representation from volunteers, patriots in over 1,400 counties, and we just crossed
00:07:28.320 the 700,000 record mark of people that have identified records and turned them over to
00:07:33.940 their counties.
00:07:35.300 People are doing all that they can.
00:07:37.640 But all of that to say, this is not a—I would not call it a functional process that our
00:07:44.660 elections are undergirded by right now.
00:07:47.440 So we've got to do all we can as citizens to hold the line, but it's not easy.
00:07:53.060 And at the IV3 project, and just in general, with what you guys are doing in your organization,
00:07:57.000 do you guys find it difficult?
00:07:59.300 Are these organizations, whether it's government or the kind of NGO election activist groups,
00:08:04.280 they're not really, like, readily handing this over to you?
00:08:07.260 It's a struggle.
00:08:08.180 It's a fight, right?
00:08:10.460 Right.
00:08:10.720 Well, so for us, what you have to do is, first, you have to acquire the voter rolls.
00:08:14.240 So there's a cost associated with that, and there is a lot of back and forth that goes
00:08:18.740 along with it.
00:08:19.480 But once you get them, then you've got to normalize all the data so that all the state
00:08:23.280 data can talk to each other, so that you can analyze across state and nationally.
00:08:29.340 We've spent, just in the normalization of the data, about 1,100 hours.
00:08:34.640 But because it was so arduous, we actually posted it open source on GitHub for anybody that
00:08:40.480 wants to follow our lead and look at how we normalize it and build on top of it, build
00:08:45.000 their own apps.
00:08:45.760 We're all about open source and doing all we can to further the cause.
00:08:49.740 So, yeah, that's a challenge itself.
00:08:51.760 But, you know, once you have that knowledge of the voter rolls, and look, the Democrat Party
00:08:58.220 has been through the first innovation of their database called Catalyst and then the hub for
00:09:07.160 activists called VAN, they wield that as a weapon.
00:09:11.220 And they've used the same voter processes, the same platforms for decades now, and they
00:09:19.800 are made stronger every cycle.
00:09:22.220 And so this is just what it is.
00:09:23.980 It's a challenge, to be sure, but it's something that we've got to continue to fight back against.
00:09:30.080 And they'll obviously demean and deride you as conspiracy theorists, but we already see
00:09:34.860 a lot of state election offices, I'm inclined to bring up, I believe it's Kentucky and Washington
00:09:40.220 already, plowing taxpayer funds into programs to dispel, quote-unquote, misinformation about
00:09:47.100 mail-in ballots, saying that they're actually not rife with fraud.
00:09:49.860 You should trust the process, trust the experts, wherever we have heard that before.
00:09:54.940 But what are your thoughts on this sort of preempting the narrative that we're already
00:09:59.300 sort of starting to see pop up when it comes to mail-in ballots in particular?
00:10:05.220 It doesn't shock me.
00:10:07.580 You know, after what we all lived through in 2020, when we saw this mass push for mail
00:10:12.640 ballots, when the world knows that mail ballots are the least secure way to cast your vote.
00:10:18.980 It's just, it's unthinkable that America is moving in that direction and trying to defend
00:10:26.740 it.
00:10:27.480 So again, we have states, Washington is an all-mail state, and so they are, they among many
00:10:33.140 now are, that's the only option that voters have.
00:10:36.380 We must continue to push back against that, and there, it will take time, but we can push
00:10:42.900 back against it.
00:10:43.640 We can reverse the tide.
00:10:46.140 And if you have an option in your state, whether to cast your ballot in person or by mail, please
00:10:52.720 choose in person.
00:10:54.180 It is far more secure than casting by mail.
00:10:58.720 And this is a question that I've been asking a lot of people who are informed in the election
00:11:02.400 integrity space, but from kind of zero to 100%, 100% being fully secured, you know, money
00:11:08.740 good, the evidence is there, in comparison from 2020 until now, the progress that we have
00:11:15.220 made on the election integrity front in terms of securing elections so people know come 2024
00:11:20.240 there's not going to be any, you know, weird crowd strike attacks that are going to happen
00:11:24.560 or weird, you know, poor chain of custody ballots that are being counted.
00:11:29.100 What progress have we made?
00:11:30.840 If you had to put a number on it, if you can, how secure do you think we've come from 2020?
00:11:37.460 Well, there have been improvements made.
00:11:41.600 So, yeah, to put a number on it, I don't know, 50?
00:11:47.380 I mean, I don't know, not nearly what should have been done.
00:11:50.640 And there are things that offset that number, right?
00:11:52.920 So now we have the influx of noncitizens into the voter rolls. 0.83
00:11:55.960 We can talk about that as well.
00:11:57.300 And, you know, what you do with those is still to be determined because that, among the many
00:12:03.800 challenges that our election process faces, the lack of being able to resolve someone's
00:12:08.820 identity is chief among them.
00:12:10.820 Because once that unidentified, potentially noncitizen casts a ballot, it's added to the
00:12:17.020 general population if you, if a ballot.
00:12:19.380 So, you know, crying about it after the election is not going to do any good.
00:12:22.740 But you've got to be ahead of it.
00:12:23.940 And we're running out of time.
00:12:25.240 So there are some offsets.
00:12:26.860 But the good news is, Natalie, that I would give a 99 to improvement over citizen engagement.
00:12:35.900 You know, in 2020, people were waking up in the immediate aftermath of the election.
00:12:42.080 People woke up in waves.
00:12:43.960 And now we are seeing levels of engagement like never before.
00:12:48.400 And so that, among everything else, in fact, I think it overwhelms even the negative.
00:12:54.300 Citizens being involved.
00:12:56.480 Observation changes things.
00:12:59.080 Participation changes things.
00:13:01.100 And so I'm incredibly encouraged by what we're seeing in the outreach and involvement to citizens.
00:13:07.400 Still a lot of problems in the process.
00:13:08.740 But Americans are engaged, and that bodes well.
00:13:11.180 And concerning the non-citizen aspect, if you want to walk us through the evidence that you
00:13:18.420 guys have gathered on that front.
00:13:21.020 Sure.
00:13:21.660 I mean, this has been, here's the steps.
00:13:24.480 In 1993, a bill was passed, a federal bill called the National Voter Registration Act.
00:13:29.560 At that point, all social service programs through this legislation, all social service programs
00:13:35.800 were required to have attached to their applications voter registration.
00:13:40.240 And further, you couldn't ask any more questions about voter registration than the application
00:13:46.320 for whatever social service program you were applying for required.
00:13:50.380 And so it sort of melded the two, and it made it really fuzzy about whether or not you were
00:13:54.580 even being registered to vote.
00:13:56.240 That was all fine and well back in the 90s when those programs were only available to citizens.
00:14:02.660 Flash forward.
00:14:03.420 Obama's administration comes in and opens these social service programs up to non-citizens.
00:14:10.660 Now we go to 2021.
00:14:12.800 What's happening at the border and the problems that we're seeing with our voter rolls are being
00:14:17.520 fed by this one-two punch of the non-government organizations, the NGOs working at the border,
00:14:25.300 providing these social service programs that we all know non-citizens are receiving, driver's 0.57
00:14:30.880 licenses and work permits through Social Security and housing and stipends for living expenses
00:14:37.100 and medical treatment.
00:14:39.140 All of these things come with voter registration baked in.
00:14:43.920 So I'd love to hold you through because that's quite explosive.

00:16:21.600 Here in the United States before we were, I think, what was it, the number one spreader
00:16:26.900 of misinformation, according to the New York Times and the Brookings Institution, because
00:16:30.800 of the very claims that we pressed on so hard about with regard to the stolen 2020 election.
00:16:37.060 So I guess we're just going for that title in 2024 by having a Catherine Engelbrecht on, 0.85
00:16:42.180 we would say.
00:16:42.680 It's not misinformation.
00:16:44.140 It is the truth.
00:16:45.180 But if you could just pick up where you left off on the non-citizens voting, how the massive
00:16:50.500 influx of illegal invaders is kind of exacerbating this problem.

00:16:55.500 Well, and it's something that's super important to understand, that this has been in play for
00:17:00.320 decades, inch by inch by inch.
00:17:03.760 Until now, you are seeing it blossom into the full utility that I submit the left always

00:17:13.060 And specifically what this means is that at the border, as migrants are crossing over,
00:17:18.640 which, of course, is very easy to do now that the Biden administration has given migrants
00:17:23.700 a mobile app that they can begin to use anywhere in the world for claiming their asylum process

00:17:32.000 With that comes, as soon as they get close to that border, the NGOs are there quick to register
00:17:37.320 for them for social service programs.

00:17:46.080 And so while we would like to believe that NGOs would never go ahead and register them to
00:17:53.720 vote because they know that they are not citizens, who is to say what's really happening?

00:18:05.560 The Rasmussen poll is another great example.
00:18:08.480 But the really troubling thing is that states are not given the access to this data that they
00:18:16.060 need.
00:18:16.780 So as these registrations come into the state rolls, the states cannot do anything to
00:18:23.200 determine the citizenship status.
00:18:25.400 They just have to accept the incoming application.
00:18:29.040 And so it truly is a perfect storm.
00:18:32.600 This still can be remedied before November's election, but we're running out of time.
00:18:38.200 And it's something that every citizen should be concerned about and push on.
