00:31:57.000 expenses or costs are tied to entitlements, then you pay the entitlements because you're

00:32:03.160 not going to change the law in this, just not in the American people are not going to

00:32:06.820 back you changing the law until that you can show you can get discretionary spending under

00:32:11.420 control. And that would be the defense budget. And that would be a discretionary social spending.

00:32:17.540 You have to do that first. And I think it's quite powerful that Elon, who is a major defense

00:32:24.000 contractor, leads this effort and shows us where we can cut where the waste, fraud and

00:32:28.220 abuse is in the defense budget, because I'm sure having worked at the Pentagon and been

00:32:33.080 on a Navy ship, I think there's a tad, I think there's a tad there, but I'm not so sure

00:32:38.160 waste, fraud and abuse is going to get you there. You're going to have to take out programs,

00:32:41.620 which is fine. You deconstruct the administrative state. You just do less things. That's fine.

00:34:44.480 choice, whereas Howard Lutnick will actually enact change. Where's the change, Elon, that Howard

00:34:51.340 Lutnick's talked about? He works at a bucket shop called Cantor Fritschero, which is just
