00:07:06.320 But you can't do that because a security guarantee is de facto NATO membership because that would give you essentially an Article 5 provision.

00:08:45.900 We don't know where some of the weapons have turned up and ended up in enemy's hands.
00:08:50.140 So they're angry, and that's why I think you see a lot of attention here in D.C. as far as the security around this whole entire area.
