00:29:57.700 Russ Vogt, the director, Office of Management and Budget. Russ, can you can you kind of summarize
00:30:04.320 where we are? The big, beautiful bill passed. Your structure of trying to bend the arc of mandatory
00:30:09.980 spending in the out years is now approved. Head to the Senate. Where do we stand, sir?
00:30:14.080 Obviously, we had a big vote this morning to get the bill out of the House, a massive bill. Any one
00:30:22.220 of these provisions in this bill would normally in a different era been the subject of months of the
00:30:27.460 debate. But we were able to do it in one bill and send it to the to the Senate. Well, the thing that
00:30:33.220 I want to unpack a couple of things. Number one, this is it is an enormous bill. It is much of our
00:30:38.800 agenda. But it is only one aspect of what a comprehensive budget picture is. And so like
00:30:45.300 this wasn't a budget resolution. This was a procedural device to get as much as your agenda
00:30:50.200 through the Senate and avoid a Senate filibuster. Doesn't include the tariffs, doesn't include the
00:30:55.340 discretionary fight that we're going to do on rescissions and cutting all the non-defense spending
00:31:00.660 that we sent up in our budget resolution. There's a lot of things that are part of a comprehensive
00:31:05.580 fiscal picture that gets you to balance. But what this bill does is it ends, I believe, 30 years of
00:31:12.240 futility with not being able to do anything substantial on mandatory savings. The last time
00:31:18.320 we had any real victory was 1997 with passage of the balanced budget agreement, which of course had
00:31:24.120 welfare reform as part of it. This bill has nearly $2 trillion by all the as the scores get updated
00:31:31.380 based on the changes that House conservatives were able to work with us on. This bill will have
00:31:35.980 nearly $2 trillion in mandatory savings, more than double what was achieved in 1997. And it will
00:31:44.020 mean as a result of reasonable economic growth assumptions over 10 and the mandatory savings that
00:31:50.520 are part of this bill, that this bill will reduce the deficit and will help us with our debt. And I
00:31:56.340 believe the most important thing we need is actually victories on our side of the football field.
00:32:02.400 That's what this bill does. And that's what we have not had for 30 years. It also then sets us up
00:32:08.000 for an enormous fight on non-defense appropriations, the woke, the weaponized bureaucracy. That is still
00:32:13.940 going to happen this year. This bill makes it easier because we are taking for all of our homeland
00:32:19.500 security increases and our defense increases that are normally the kinds of things that cause
00:32:23.800 Republicans or Democrats to be divided. It keeps us from having a rock down fight on non-defense
00:32:31.580 discretionary later this year. This bill, in fact, sets that up. So it's, I'm extremely excited about
00:32:37.500 it. Obviously, President Trump closed it out yesterday. And now we go to the Senate to try to
00:32:41.860 get as much of this and hopefully more as we possibly can.
00:32:46.060 No, here's a closer, but here's the thing. In selling it to the bond market, the growth rate,
00:32:51.020 which I think can be justified. The House used 2.6. HASS is talking about 3% or more. But I think
00:32:57.140 the things on the supply site, that can be sold. Your additional cuts and rescissions, I don't think
00:33:03.000 is in here. That can be sold. The tariffs. I don't know. The tariffs are going to be at least a couple
00:33:08.240 hundred billion dollars, maybe three. I hear as much as half a trillion dollars. That can't be scored
00:33:13.260 by CBO. We got that. But in a big, beautiful package, it can be sold to the bond market. I've got
00:33:19.480 Scott Besson. I've got Russ Vogt. I got Hassett, maybe even Morant and Navarro. I got three, four,
00:33:26.480 five, throw in Lutnik, of people that understand these and can explain it to capital markets.
00:33:33.480 What is the plan for that? I got a big, beautiful bill, but it's not comprehensive because certain
00:33:37.940 things can't be in it because of the nature of the reconciliation. When are we going to go? Because
00:33:43.100 I think that's when people understand, well, hey, maybe I want more 10-year treasuries and I'm not
00:33:48.360 going to charge you, you know, what, 4.6% or, you know, over five on the 30s. When are we going to have
00:33:54.380 a comprehensive, if anybody can sell something, it's Donald Trump, right? Because he's a deal guy.
00:33:59.580 He knows capital markets. When are we going to get on offense and push what you just said,
00:34:04.560 which is a winning message and happens to be reality?
00:34:09.700 No, it's something we've been trying to do over the last week, you know, particularly because
00:34:13.340 we got the news from Moody's. And look, with Moody's, you know, I think there's some Liz Truss
00:34:17.980 attacks going on with regard to the timing of this. They were basically trying to get themselves
00:34:22.720 updated for being irrelevant for the last 15 years. In terms of what's the substance of what
00:34:28.120 the credit ratings have said over years is, look, there's been no success towards moving
00:34:33.940 the structural debt and deficits from mandatory savings. We think we accomplished that. But to
00:34:38.620 your point, your question, we believe that the tariffs are a part of this. The tariffs are
00:34:44.580 happening right now. Everyone thinks the president's negotiating these bills. We are on a current
00:34:50.180 glide path right now for $3 trillion over 10 years, notwithstanding how the reciprocal agreements
00:34:57.500 end up. That's based on the things that are in place right now that we are seeing record levels
00:35:03.880 of tariffs. And they are coming in to the extent over 10 years of $3 trillion. We are going to send
00:35:09.980 up rescissions bills. There's this meme out there that we're not sending rescissions bills up.
00:35:14.180 We have a $9 billion package of doge cuts to foreign aid and Corporation for Public Broadcasting
00:35:19.760 and NPR. It is almost ready to go up. Why is the delay? The delay is because the House actually wants
00:35:25.900 to pass it. And we have been working with House appropriators, Tom Cole, Mario Diaz-Ballart. For the
00:35:30.920 first time in history, I've had conversations with the House appropriators. They want to pass it in
00:35:35.580 the House and put pressure on the Senate. I don't want to send rescissions bills up there that go
00:35:39.780 nowhere. And then, of course, we remain committed in keeping impoundment on the table. So if they don't
00:35:45.240 move these cuts, we are still going to have our executive tools to, in fiscal year 25,
00:35:50.260 in fiscal year 25, to bend and cut and reduce woke and weaponized bureaucracy and make doge cuts
00:35:58.320 permanent. So this is a comprehensive picture. Those three things, because CBO, because of the nature of
00:36:05.420 it, can't score certain things. In reconciliation, you can't discuss things because of the way. But
00:36:10.620 I count from Hassett, on growth rates of what they say they can back up, and I think they can,
00:36:18.520 $4 trillion of additional tax revenues coming in on the reduced tax structure we've got. Number one,
00:36:24.840 you just said $3 trillion over 10 on tariffs, minimum. That's $300. You add the $400 billion
00:36:31.320 of additional growth, tax growth, and you add the $300 billion. I'm at $700 billion. All of a sudden,
00:36:37.280 that you throw in some rescissions, I'm getting close to the trillion dollars that we talked about
00:36:42.860 cutting. This gets you on the six and a half, the glide slope to three and a half. Zero hedge
00:36:47.300 and everybody reporting, hey, the six and a half goes to seven. The reason is we're not on a full
00:36:53.060 offense, relentless about you're not looking at the math right, and here's the math. And if you do that,
00:36:59.460 the bond market's going to react because right now we're playing with one hand tied behind our back
00:37:03.880 because of the constraints of the reconciliation process, sir.
00:37:10.960 Couldn't say it better. We have to zoom out. We got to show the full picture of what this

00:38:05.940 you can't make this any, we need to make this even better. You can't make it worse because that is

00:46:44.300 WHO makes it extremely convoluted and confusing on purpose. They don't want the public to be informed.

00:46:57.800 In essence, on Monday, on the first day of the World Health Assembly, the WHA, they had an initial vote
00:47:06.400 in order to bring the pandemic agreement to the floor on the Tuesday morning where it was
00:47:14.400 officially adopted. This is what we discussed yesterday. And we saw the video of everybody
00:47:19.280 clapping and the WHO leaders calling this a win for multilateralism. But it was extremely deceiving
00:47:29.240 because the pandemic agreement wasn't signed, Steve. It cannot be signed because the annex hasn't
00:47:37.420 been approved or even drafted yet. And this annex is the core of the agreement. And this is what
00:47:45.340 they're going to be working on for the next year. The only problem is that from a PR standpoint,
00:47:50.880 they couldn't come up this year and be like, oh, we're delaying it again, which is what they did
00:47:55.280 last year. They've been working on this thing for the past three years. And so they had to mitigate
00:48:00.480 this, you know, PR disaster, which is, you know, frankly, a total fiasco by claiming victory when in fact
00:48:07.380 there isn't a victory. And so the next step is for them to continue negotiating the annex of the pandemic
00:48:15.300 agreement towards a target of actually signing the document at next year's WHA at the 79th World Health
00:48:24.100 Assembly. And once that gets proposed and there are 60 ratifications, 60 signatures, then that will
00:48:31.860 come in effect. But by then, the United States of America won't be a part of the WHO. So technically,
00:48:38.680 the U.S. shouldn't be impacted by the pandemic agreement.
00:48:42.180 Hang on, hang on. But if I go overseas, or if I work for an overseas company, or if I do anything
00:48:49.180 overseas that's going to impact me, because isn't this passing all the stuff with the digital IDs and
00:48:56.700 everything, all the evil we try to get out of this, we walked away, which is smart.
