00:01:43.860 He said, hey, the Chinese let us know there's no real new meeting scheduled and they're kind of slowing things down. 0.81

00:01:52.960 But, Spencer, from your perspective, because you know the details here, get us up to speed on where we are,

00:01:58.440 because this is the deal that everything revolves around, where we are right now and where do you think this thing's going?

00:02:13.760 So right now the tariffs, the negotiations, they're paused.

00:02:17.940 They're paused for 90 days.

00:02:20.260 The effective tariff rate right now is about 51%.

00:02:23.660 That includes your 20% fentanyl rate, the 10% base rate on top of that.

00:02:30.120 And then, of course, there's tariffs on aluminum, on steel, on automobile parts.

00:02:33.940 There's de minimis tariffs, which are higher as well.

00:02:37.100 So your effective tariff rate right now is about 50%.

00:02:39.680 So it's lower than it was when the negotiations started, but it's just about where it needs to be.

00:02:46.100 I'd like to see it get up to just over 60%, but we're almost where we need to be.

00:02:50.520 The reality is here, from my perspective, China joined the World Trade Organization in 2001.

00:02:56.360 And in doing so, they made a ton of commitments that they would play fair, that they wouldn't steal intellectual property,

00:03:01.700 that they would allow access to American companies and to Chinese markets.

00:03:05.200 And they didn't do any of that.

00:03:06.660 They've scrapped and nixed and weaseled out of every agreement that they've ever signed in relation to trade.

00:03:12.920 Because the point of trade for China has nothing to do with fair business.

00:03:17.700 They don't care about American industry.

00:03:21.480 They only care about enriching the Communist Party.

00:03:25.700 And part and parcel of that is their trade policy.

00:03:29.600 You have to understand that China's entire economic system is geared towards ripping off America. 0.98

00:03:38.560 The first prong is the unfair trade practices, which are netting them approximately $400 billion a year or more in the trade deficit.

00:03:48.560 And then the second part of that is the intellectual property theft.

00:03:51.640 China is responsible for about 80% of all global intellectual property theft.

00:03:55.460 It costs America anywhere between $225 billion and $600 billion every single year.

00:04:02.780 So China is stealing almost a trillion dollars worth of product every year.

00:04:08.140 This is all about enriching the Communist Party of China.

00:04:12.300 And President Trump is the first president to fight back against this in over 50 years.

00:04:26.520 The trade deficit since the Chinese Communist Party is coming to the World Trade Organization and Most Favored Nation status.

00:04:49.700 Is that it was Scowcroft and Bush 41 that bailed out the Chinese Communist Party.

00:05:30.360 We have 25 trillion dollars in a trade deficit, 18 trillion dollars directly associated with China and the Chinese Communist Party.

00:05:39.280 But we have an intellectual property deficit, I think, of 25 trillion dollars, which is the accumulation of the 300 billion to 600 billion a year.

00:05:46.880 And that's just not simply from industrial espionage.

00:05:49.940 That is because Wall Street and the corporations have basically been kowtowed that if you want to have anything to do with mainland China, you have to put it into a joint venture.

00:05:59.780 Your joint venture partner is the Chinese Communist Party.

00:06:02.800 And one of the things you have to do is like almost a license deal to the joint venture where all your intellectual property goes in and they just steal it right there and reverse engineer it.

00:06:15.140 Explain this to the American people.

00:06:16.760 Well, this is what President Trump is sitting there going, we're going to break this.

00:06:20.520 We can't go on like this because the system's unsustainable financially, sir.

00:06:27.600 So those numbers on the intellectual property theft, they come from the report from the U.S. Trade Commission.

00:06:33.320 There's been a number of reports that have been done.

00:06:35.680 The problem is, is that those joint ventures, I mean, that's all essentially done legally.

00:06:40.300 So that's not even included in the IP theft that we're talking about.

00:06:43.460 So the scope, the actual scope of the technological transfer to China is even higher than that.

00:06:49.740 You have to understand, I mean, China was largely an agrarian society even 50 years ago.

00:06:56.200 And, I mean, look at what they've done.

00:06:58.420 I mean, they're producing about 40 times the concrete, well, 23 times the steel every year that we are.

00:07:04.900 They've got supercomputing on par with us.

00:07:07.960 They're producing most of the world's silicone computer chips.

00:07:10.800 I mean, China is an industrial power that produces three times the raw output that the USA does.

00:07:17.600 China is a technological power.

00:07:19.880 I mean, they're creating, well, not creating, they're stealing a lot of technology and they're building upon that, right?

00:07:25.900 So what China has done is they've leapfrogged about two centuries in the last 40 years. 0.79

00:07:30.340 And this was done through stealing technology and, like you said, Steve, forcing American companies with the promise of accessing these Chinese markets to go into joint ventures with Chinese companies.

00:07:42.140 And, you know, what happens is the American company comes in, they bring in their technology, they bring in people to train the Chinese people on how to do these.

00:07:50.420 And my great-grandfather actually did this.

00:07:52.600 He was an aircraft engineer and he was one of the people who went into China and was teaching the Chinese how to build aircrafts.

00:07:59.480 And, of course, what happened is China reneged on their end of the bargain.

00:08:03.720 After they learned how to build the products, they didn't allow American companies to access the Chinese markets.

00:08:09.080 Instead, they stonewalled them out and they came out with copycat products.

00:08:12.700 And now they're competing with Americans and European companies all throughout the world.

00:08:16.720 I mean, you look at Huawei.

00:08:18.040 Huawei is one of the biggest tech companies in the world in terms of making hardware.

00:08:23.700 They make smartphones, they make tablets, they make computers, all sorts of stuff.

00:08:28.320 100% of that is based on stolen technology.

00:08:30.840 I mean, they stole, they ripped off Apple, they ripped off, you know, their other Asian competitors. 1.00

00:08:37.020 Very cunning and very smart.

00:08:39.080 We only got a couple, we got about four or five minutes.

00:08:41.300 I want to make sure we, where we stand right now in President Trump's strategy, although hindered by the courts, what do you see as the path forward?

00:08:52.060 And what would be your recommendations if you were sitting in the Oval on a Saturday morning talking to the president about this, sir?

00:09:00.520 Well, I would, I would, I would certainly encourage a president to stand strong on tariffs.

00:09:04.900 He's doing all the right things.

00:09:06.260 One of the big problems here is that Congress and the courts are undermining him to every turn.

00:09:11.280 We saw a couple of weeks ago, Senator Rand Paul put this to a vote.

00:09:15.040 He said, the power to tax and do tariffs lies with Congress.

00:09:18.500 Luckily, he was defeated.

00:09:19.580 And now over the last couple of days, Wall Street has engaged with significant lawfare to shut the tariffs down.

00:09:25.800 So we'll see what happens there.

00:09:27.940 In my view, in my view, President Trump is well within his legal authority.

00:09:32.660 He's been delegated the authority by Congress to impose tariffs in response to national emergencies or in response to unfair trading practices.

00:09:41.080 I think he's well within the bounds of the law.

00:09:43.000 But ultimately, what we have to do is Congress has to pass a bill.

00:09:47.140 Congress has to pass a comprehensive trade bill that raises the tariffs and makes them high so that American investors and even foreign investors can invest and build capital in America with the knowledge that their investment is going to be protected.

00:10:03.560 And then on top of that, there's a whole bunch of other things that need to be done.

00:10:07.140 We have to focus on vocational training for workers.

00:10:09.940 We need to focus on lowering the cost of energy by, you know, allowing us to build coal plants, to invest in new oil pipelines.

00:10:20.360 The cost of raw materials and rare earth minerals needs to come down, which, you know, in addition to drill baby drill, we've got to mine baby mine.

00:10:28.940 If we can do that, then we can start to compete on China on a cost basis.

00:10:32.480 But we say this, it gets back to the Thucydides trap.

00:10:36.940 And when I asked Graham Allison, which is you have the elites making more money than ever with America in decline in their theory and China on the rise.

00:10:48.220 How do you how does President Trump pull this off when his biggest opponent here is not even the Chinese? 0.59

00:10:55.060 His biggest opponent is the Lords of Easy Money on Wall Street that paid for and shipped all the jobs over and the global corporations, which don't mind paying Lao Bajing a buck a month.

00:11:09.980 How does Trump do it, given that his biggest problems are here domestically, sir?

00:11:19.400 It's not a Thucydides trap.

00:11:20.780 A Thucydides trap, in my opinion, is when two powers, you know, you have a rising power and you have another, the older power, and they're locked into combat conflict.

00:11:29.460 That's inevitable because they have overlapping resource requirements.

00:11:35.220 America could be entirely self-sufficient.

00:11:37.540 We can make everything that's needed to be made in America.

00:11:39.940 All of the natural resources can be procured and mined in America.

00:11:43.760 There's really no reason to actually be dealing with China other than, like you said, the fact that people are making easy money on Wall Street by, you know, arbitrage between the price of labor in China and America. 0.64

00:11:54.700 And then, of course, the balance of payments, the trade deficit, all that money, it comes back and it's plugged into buying stocks and real estate and bonds, right?

00:12:03.760 The trade deficit creates an equal demand for American currency on their other side.

00:12:07.640 So we have a trade deficit of $1.2 trillion.

00:12:10.620 All that money comes back to Wall Street.

00:12:12.500 And these are the guys who are funding the lawfare.

00:12:14.760 So what President Trump really needs to do is he needs to focus on bringing this back to the people.

00:12:19.340 And the people, we have to get involved at the local level and push for America First candidates to actually start getting these things through Congress.

00:12:29.140 Because the ultimate question is not whether President Trump can solve this as one man because he can't.

00:13:03.460 And that the Chinese Communist Party has basically told Besson, I don't know, you know, for somebody that had all their factories locked four weeks ago to now saying, hey, when we get back to you, we'll get back to you.
