00:19:46.920 we'll you know then then that's great they'll start using our technology that is that is the game china has

00:19:52.440 played with america over and over again and we always lose and the other reality is there's just

00:19:57.560 there's a shortage of ai chips every ai chip we sell to china is one less ai chip that we have

00:20:03.400 here in america so we're going to be simultaneously speeding up china's progress we're going to be

00:20:08.360 slowing our progress and frankly the the winner here is nvidia you know nvidia is a multinational

00:20:14.600 corporation they they make great chips but they've made it very clear that uh they are much more

00:20:19.560 interested in making profit in china than they are in the american national interest and and so i think

00:20:24.680 this is a perfect example where where president trump where the administration need to stand up and say

00:20:29.160 no we aren't going to do this to send our technology to china thing anymore we're we're

00:20:34.680 going to focus on america just for full disclosure uh of course in the war room myself personally in

00:20:55.000 here about the about the two economies is that correct absolutely i decoupling is too friendly

00:22:23.640 are we going to allow it or not and and the answer should obviously be no and and a good way to see

00:22:33.640 it a huge leg up do we think for a moment that that companies in china controlled by the ccp would be

00:22:40.200 saying oh but please let us sell these chips to the united states so we can make a little bit more

00:22:44.680 profit obviously not that that's already not the relationship we have in in one direction because

00:22:50.520 the chinese get it the the question is what is the relationship going to be in the other direction

00:22:55.960 and you know look it's not going to happen overnight we we've spent a couple of decades now

00:23:00.680 making the wrong choice getting our our economies entangled oh always always doing the same thing

00:23:06.040 always giving them tech not always giving them technology or letting them steal let me go to let

00:23:09.800 me take this this this also cuts to the heart of a bigger debate and that is this whole debate about uh

00:23:17.640 we're now in an arms race that that ai can't have any regulation it can't the four frontier labs

00:23:23.880 and and and you know people like uh elon musk uh and and and and the guys at uh open ai and these

00:23:31.400 people can't have any controls on them because we're in an arms race for the most important

00:23:35.160 technology mankind's ever seen uh and it's a national security issue my point is if we didn't

00:23:41.160 sell them the technology or let them know the processes or techniques or give them the capital

00:23:46.360 there wouldn't be a race am i wrong in that and is this issue right here about these nvidia chips

00:23:51.880 which by the way has a market cap of four trillion dollars and a guy that runs it and i understand

00:23:56.680 president trump's quite enamored with him but he has a a history of having a relationship with the

00:24:01.320 chinese chemist party if we took your direction oran we wouldn't have there would be no race for

00:24:08.520 artificial intelligence would there well i think in the long run there will be a race but to your

00:24:14.760 point we we are ahead on these critical technologies and and if we commit to staying ahead if if we commit

00:24:21.160 to keeping these advanced chips for ourselves that's that's a huge step along the way to say we have to

00:24:26.840 win the race and also we're selling a bunch of these advanced chips to china it doesn't make any

00:24:32.120 sense and by the way if you're concerned about ai safety if you're thinking gosh let's think about

00:24:37.160 the ways that ai you know could be misused i mean guess who's not worried about that guess who's not

00:24:42.280 going to put on those controls the chinese so it makes no sense from that angle either to be saying

00:24:48.760 well let's you know let's get these chips in there again unless your top priority is the profit of a

00:24:54.680 couple of these companies and like you said you know jensen wong who's who's the head of nvidia uh

00:25:00.520 he has not been a good actor in this he has he has been frankly not telling the truth he's been

00:25:04.840 claiming his chips aren't getting into china when he knows they are uh he just went and opened a research

00:25:10.760 center in china uh this is the mistake we've been playing over and over again and and this is where

00:25:16.600 president trump needs to be changing the game the idea that well we got to back off because this is what

00:25:20.760 the corporations want that was never the right strategy and and if there's ever going to be an

00:25:25.560 administration that's going to fix this it it really has to be this one talk to me about the

00:25:31.080 letter the letter you it's a joint effort with you and another organization you got some pretty

00:25:36.920 important signatures what do you have what is it what's the heart of what the letter says

00:25:41.160 to president trump and what do you hope to accomplish well the heart of the letter is to emphasize

00:25:46.840 that that this is fundamentally a national security issue that you know there are plenty of different

00:25:51.800 views on trade policy and and what deals we should make where but this is this is about more than trade

00:25:58.040 this is a a fundamental question of national security and and it is it is doing two things at once if if we

00:26:04.520 license these chips it's it's not just a question of whether we want china to have the chips or not

00:26:10.280 and obviously we should not want that it's also a question of whether we're going to have enough chips

00:26:14.840 for us and so it's this it's this double effect both speeding china up and slowing us down and the

00:26:21.720 last point i think that makes it that's really important is you know we actually did restrict

00:26:26.200 these chips just a few months ago and and now it looks like you know secretary lutnik in the commerce

00:26:30.920 department has said no we're changing our mind and that kind of changing our mind going back and

00:26:35.320 forth it makes it very hard to to enforce any export controls if people think well maybe they're not

00:26:40.920 serious you know maybe we shake some hands maybe we say some nice things and and it all change again

00:26:46.760 it's really important to be consistent uh if we are going to be credible in ourselves and in asking

00:26:52.840 our partners in other countries to all hold hands and stop selling this stuff to the chinese so having a

00:26:58.920 broad set of of really senior national security folks a lot of folks who have worked in the trump

00:27:04.200 administration the the first time around you know this is not an anti-trump letter these are people

00:27:10.120 who very much believe in and support what the trump administration is trying to do and the right way

00:27:15.640 to do that is not to keep is not to sell these chips it's it's to do what we have been doing and

00:27:20.440 say no we we need to prevent their sale to china uh real quick i only got a minute um if we abide by

00:27:28.760 your letter if the president took it under advisement and said yeah we're going to do this i'm

00:27:31.960 gonna go along with or in the guys would that could that be possibly the same equivalent of in the

00:27:36.840 summer of 1941 um uh curtailing oil shipments to uh to japan that expedited uh pearl harbor sir

00:27:46.280 i don't think so i i think decoupling is really the way to to step things down with china here

00:27:52.200 if you look when when we had world wars break out it was within between countries that were doing an
