00:03:11.020 The second thing, and I think this gets to why Donald Trump has spent so much time trying to erase the history of January 6th.

00:03:20.360 It's the fact that he appointed an election denier to be interim head of the D.C. U.S. Attorney's Office,

00:03:25.060 that they're taking down materials about January 6th from the DOJ website,

00:03:30.040 that they've appointed a literal rioter, Jared Weiss, to a DOJ job.

00:03:34.860 The reason that I think that they're doing this is if they can convince people to forget January 6th,

00:03:42.060 or worse, consider it a form of legitimate political discourse.

00:03:46.480 If they can succeed in that, then any violence and attack on democracy will be from this.

00:03:53.580 The performance audit shows the Behavioral Health Administration sent millions of dollars out the door in grants

00:04:00.800 without making proper checks into who was receiving them.

00:04:04.920 And that is not even the most jaw-dropping finding.

00:04:11.740 Julie, according to the nonpartisan legislative auditor,

00:04:15.100 this is another case of mismanagement of taxpayer money.

00:04:18.080 But perhaps the most explosive revelation is that managers within DHS,

00:04:23.040 the Department of Human Services, tried to cover their tracks by backdating and creating new documents.

00:04:30.640 I do want to talk about what a serious issue this is and how it is, frankly, unacceptable.

00:04:38.060 Another sobering report by the Office of the Legislative Auditor,

00:04:41.540 this one concerning the Behavioral Health Administration within the Department of Human Services,

00:04:45.620 which issues grants to providers treating mental health and drug and alcohol addiction,

00:04:50.780 hundreds of millions of dollars each year.

00:04:53.140 The audit found them issuing grants to applicants without a bidding process.

00:04:57.540 So what we saw is that there was multiple entities that could have been eligible,

00:05:03.180 and they chose not to provide a justification for why they were picking those.

00:05:08.380 This report is quite stunning.

00:05:11.120 One outrageous example, the auditors found a grantee that was paid $672,000 for one month of work

00:05:19.640 without any info on what they do.

00:05:22.680 And the audit says the grant manager who paid it then left DHS a couple days later

00:05:27.840 and became a paid consultant for that company.

00:05:31.000 To me, that's criminal.

00:05:32.440 Auditor Judy Randall says she was most shocked that during the audit,

00:05:36.120 multiple DHS managers backdated or created new documents to try to cover their tracks.

00:05:42.240 Frankly, in the 27-plus years I've been with OLA, I have never seen this before.

00:05:47.840 I will say we have had suspicions periodically, but we have never been able to prove it, to document it,

00:05:55.340 and we did in this case.

00:05:57.020 And it's very troubling.

00:05:58.580 Temporary DHS Commissioner Shereen Gandhi's response.

00:06:01.620 I was shocked to hear this information in the exit conference,

00:06:06.420 and it is absolutely unacceptable that any staff would provide anything other than

00:06:14.120 accurate representation of the work done to an auditor.

00:06:18.940 Now, there were a lot of questions from lawmakers about whether this audit should result in criminal investigations.

00:06:25.160 So we'll see what comes from that.

00:06:27.360 The Office of the Legislative Auditor provides recommendations both to the department

00:06:31.840 and to lawmakers in case law changes are needed.
