00:35:28.560 to figure out what the right policy for the united states should be and to be clear these the stakes
00:35:33.200 for this policy could not be higher there's a lot going on in the world today uh the world darkens
00:35:39.120 we're looking around the corner potentially at world war three and we have a tremendous amount of
00:35:43.200 instability here at home but this issue will shape the next hundred years and we have to get this one
00:35:48.320 right at the policy level you know looking at for example what the secretary of war has done with dod
00:35:55.520 you know i read that recent memo he put out and i thought to myself whoever wrote that knows what
00:36:00.240 they're doing and for the most part there's a lot of good uh direction in that memo unfortunately
00:36:07.120 and this is not a political statement but the last four years or so we were kind of a drift at dod or
00:36:13.200 dow and so they're kind of having to set the ship right because ultimately we're seven years really into
00:36:18.080 the ai adoption journey in the department of war and uh we're still writing strategy memos we have to
00:36:23.520 hurry up we have to move out and we have to do this smartly so i think at the end of the day what
00:36:28.000 really needs to happen from a policy perspective is the united states needs to hit the gas and accelerate
00:36:33.040 and innovate and innovate we also have to turn the headlights on so that we know where we're going
00:36:38.080 we understand what the pitfalls are and we can avoid some of those bad outcomes

00:36:50.080 why from a policy perspective are we handling the chinese communist party correctly are we allowing them
00:36:56.320 to get access to chips are we allowing them to get educated to be trained here to pay for this and
00:37:02.400 i realize i want you to deal with the the argument for the chips we want them in kind of our stack we
00:37:06.880 want to set the the framework they do it although they have a history of stealing everything and
00:37:12.080 then throwing you out that's what they've done to every other technology so when you're saying we're
00:37:16.000 in this competitive battle and it's a seven-year journey we got to kind of get on with it uh and
00:37:21.120 department of war has really got to get up now not just a strategy but actually the thing itself are we
00:37:26.800 handling our opponents are we basically funding and fueling our opponents in this critical of all
00:37:34.560 battles sir it's a tough question and i i can see the argument on both sides where i come down
00:37:41.840 is if it were 1962 it's hard to imagine the united states allowing the soviet union to access
00:37:48.400 our nuclear physicists and capabilities i think the idea of letting china have access to exquisite
00:37:55.280 american hardware that they can use to accelerate their own ai industry is is a national security
00:38:00.880 threat unfortunately i i you know the chinese are working hard to build their own chips and so
00:38:06.880 there is an argument that some people make that by provisioning china with our capabilities that we
00:38:11.520 slow their industry down a little bit but at the end of the day we're hearing directly from the chinese
00:38:16.000 ai companies that the lack of current american chips is their biggest bottleneck to winning the race
00:38:21.600 for ai and so it's a little bit of a head scratcher to me hang on stop hang on hang on stop just hit
00:38:28.400 rewind on that and start at the top i want you to say it slowly because i want the i want the audience
00:38:33.280 to absorb this just take it from the top hit it again so the idea imagine if we were in 1962 at the
00:38:41.360 height of the cold war imagine american technology companies and universities collaborating with the
00:38:46.960 soviet union on nuclear physics it would be unthinkable it would be considered a dereliction
00:38:52.160 of duty and i think today if you do believe and i do that ai technologies will be incredibly
00:39:00.640 existential for military supremacy and for economic competitiveness then you you have to think twice
00:39:06.960 about whether or not you're going to give this exquisite american ai hardware to adversaries like
00:39:12.880 the communist party in china and these are in fact more like weapon systems or like uranium for a
00:39:19.280 nuclear weapon than they are a commercial technology in my view now that's not that's a contested view
00:39:25.680 that's that's my perspective but i think that's that's right furthermore we know that the chinese
00:39:31.280 are working hard to build their indigenous capacity to build these chips however they're very far behind
00:39:37.600 and so what these chinese ai lab ceos are all telling their leadership in china is that their
00:39:44.720 biggest bottleneck to accelerating their own innovation is access to american hardware so it's
00:39:50.720 really hard for me to square the circle how do you win the ai race with china when you're selling them
00:39:55.760 the engines that they need to compete with you and i think we need to have a hard look at that policy
00:39:59.920 direction and and where things are headed if we're going to be serious about ensuring american
00:40:04.080 dominance in the 21st century just take you you don't bury the lead here you said it's a contested
00:40:10.720 view just what is how do people on a quote unquote on our side of the football supposedly
00:40:18.320 how do they contest that view as you just laid out what is the contested view what why is it why
00:40:23.280 what you just said contested at all when it sounds incredibly straightforward and correct sir
00:40:29.840 their argument goes something like this steve that china has been struggling to build their in
00:40:37.600 indigenous capacity and by allowing american chips into the chinese market we will deter the capital
00:40:45.760 expenditure expenditures required for them to actually scale that capacity so we'll slow their chip
00:40:51.840 making down by letting chinese companies have access to our our technology and that that's kind of the
00:40:59.520 theory the case here is like you throw it sort of you know you sort of deterring this capital flow
00:41:04.560 into the indigenous capacity by like giving china this off-ramp and letting them use american hardware
00:41:09.600 and reducing the urgency with which they need to industrialize their own capacity of course you and i know
00:41:14.800 that communist china is not thinking about strategic capital allocation in the same way that american
00:41:20.720 industry is this is not a capitalist society they will do both they will fund their own indigenous chip
00:41:26.560 capacity at an incredible sense of urgency and they will take advantage of the american capabilities as
00:41:32.560 they come online to meet their near-term needs and so to me this is sort of like a lose-lose situation
