00:00:07.000 that Alex Preddy had an encounter with federal officers a week before his death.
00:00:12.100 We've also learned that federal immigration officers have been collecting information
00:00:15.860 on protesters and agitators, and they had details about Alex Preddy again
00:00:20.900 before that fatal shooting on Saturday.
00:00:23.840 Now, about this earlier incident, he, according to sources,
00:00:27.440 had stopped his car, all of this a week prior,
00:00:30.600 observing ICE agents chasing what he described as a family on foot
00:00:35.680 and began shouting and blowing his whistle.
00:00:38.940 Now, Preddy later told this source that five agents tackled him
00:00:43.160 and one leaned on his back, which led to a broken rib.
00:00:48.440 According to the source, said, quote,
00:00:50.140 that day he thought he was going to die.
00:00:52.780 Now, Preddy was later given medication consistent with treating a broken rib.
00:00:57.200 According to records that have been reviewed by CNN,
00:00:59.880 we've also learned that ICE agents had received a memo from a Department of Homeland Security official
00:01:07.580 asking that they include information on protesters and agitators that they encountered into a form.
00:01:16.620 Now, it's unclear whether Alex Preddy's information was part of this form intake,
00:01:21.260 but this comes within the context of the Department of Homeland Security's repeated warnings
00:01:26.500 about federal law enforcement officers at risk as they do immigration enforcement operations.
00:01:32.780 And just this morning, the department publicized an online tip form to share information about people
00:01:38.580 allegedly harassing ICE officers.
00:01:41.580 Now, of course, we've heard from some Trump officials who have said that some database
00:01:45.260 would be created for those arrested for impeding law enforcement.
00:01:49.040 We also saw a video over the weekend of one encounter in Maine where an officer says
00:01:54.400 that the protester is going to be inserted into a database.
00:02:01.040 The Department of Homeland Security, however, has declined that any such database exists.
00:02:05.480 But all of this to say about Alex Preddy, that we know that he had an encounter with ICE a week prior,
00:02:12.140 that sources tell me and my colleague Jeff Winter that he had a broken rib from that encounter
00:02:17.260 and that it appears that he was known to federal law enforcement prior to that deadly shooting on Saturday.
00:02:24.040 I should also note, Wolf, we do not know if when the officers had tackled him to the ground on Saturday,
00:02:30.480 whether he knew whether they knew who he was in that moment.
00:02:34.300 Greg Bovino is out, Tom Holman is in, and DHS Chief Kristi Noem spent two hours in the Oval Office last night
00:02:41.480 as the president retreats from Minneapolis.
00:02:44.340 The move is one in a series of walkbacks from Donald Trump lately.
00:02:48.780 First, it was the intervening in Iranian protests, then it was taking Greenland,
00:02:53.200 and now it's cooling things off in Minneapolis.
00:02:56.240 We will see, though, if federal law enforcement actually does leave the city.
00:03:01.640 But the change in leadership there is still significant.
00:03:05.720 Holman met with Governor Tim Walz this morning as the governor stressed the need for impartial investigations
00:03:11.140 into the deaths of both Alex Preddy and Nicole Good,
00:03:15.460 a demand that is not just coming from Democrats.
00:03:17.980 Republicans are increasingly uneasy about all of this as well,
00:03:22.500 as are federal immigration officers who have been speaking anonymously to reporters
00:03:26.940 to say they believe in the mission, but not the leadership,
00:03:30.860 which, in their words, is going too far, putting agents in danger,
00:03:35.040 not training or vetting new recruits, and losing credibility.
00:03:39.440 A statement that Governor Walz's office has put out after that meeting that you noted
00:03:44.080 between Governor Walz and Tom Holman.
00:03:47.580 And that statement reads, quote,
00:03:48.800 Governor Walz met with Tom Holman this morning and reiterated Minnesota's priorities
00:03:53.820 in impartial investigations into the Minneapolis shootings involving federal agents,
00:03:59.140 a swift, significant reduction in the number of federal forces in Minnesota,
00:04:02.580 and an end to the campaign of retribution against Minnesota.
00:04:07.660 MS Now is reporting there will be no civil rights investigation into the killing of Alex Preddy.
00:04:13.760 Instead, DHS will investigate both its officers and Preddy.
00:04:17.620 Ken Delaney joins us in a moment to explain that.
00:04:21.080 At the same time, there are lots of calls in Congress right now for Kristi Noem to be fired or impeached,
00:04:27.640 along with multiple editorials from conservative outlets calling for the same,
00:04:32.740 including the National Review.

00:04:37.340 Here's what he said a moment ago on the White House lawn.
00:04:41.420 Tom Holman, as you know, is in Minnesota now.
00:04:44.460 He's meeting with the governor and he's meeting with the mayor.

00:05:43.480 If you're out there in the public, you know that's the norm for police.
00:05:46.960 And so if you're protesting now, you think you're living in that norm.

00:05:51.660 You're living in a world where these individuals, many of them, many of them are terribly trained.
00:05:57.740 Many of them believe they're on some sort of ideological crusade.
00:06:01.540 And they're not being held accountable in the slightest.
00:06:04.080 They're being granted an enormous amount of discretion, an enormous amount of immunity.
00:06:09.120 And all that is adding up to is authoritarian violence, which is chaotic.
00:06:14.440 Chrissy Noem is a despicable, corrupt, pathological liar.
00:06:20.100 We've seen her slander, not just one, but two American citizens, patriotic Americans who
00:06:27.260 were killed without justification on the streets of Minneapolis in the last few weeks.
00:06:33.080 She's deeply unqualified.
00:06:34.960 She never should have been confirmed to begin with by Senate Republicans.
00:06:38.740 And House Democrats have called for her to be fired immediately.
00:06:45.200 And in the event that she is not terminated, we are prepared to initiate impeachment proceedings
00:06:51.560 against her in the House of Representatives.
00:06:54.400 Was there an assumption, Adam, that the people that were going to go out in Minnesota to protest
00:06:59.000 that these were all seasoned operatives, that they were all agitators, they were part of
00:07:04.640 organized groups who were never going to support the administration no matter what, and that
00:07:09.820 the American public would see that and they would side with immigration enforcement?
00:07:14.740 Yeah, I mean, I think there was an expectation that there would be a bunch of rabble-rousers who
00:07:19.380 might respond with violence, and the administration would therefore have a popular mandate to crack
00:07:24.580 down even further.
00:07:25.960 Instead, what these people did was engage in a strategy of observation, avoidance of direct
00:07:32.160 physical confrontation with federal agents.
00:07:34.720 All these confrontations that we've seen have been initiated by them in terms of being physically
00:07:40.540 confronted.
00:07:41.120 The people who they confronted were filming them or were in the area.
00:07:46.220 But they have focused on protection and observation rather than engaging in any sort of act of violence.
00:07:54.180 This is a nonviolent civic resistance.
00:07:56.740 And I think that has been very frustrating for the Trump administration, which wanted sort
00:08:00.900 of the spectacle of riots that they could use to crack down even further.
00:08:05.720 And the way that you know that that's the case is that they keep insisting that there are violent
00:08:09.240 riots everywhere, even though that's not what's happening.
00:08:11.820 And there's no, you know, there's literally no footage attesting to that allegation.
00:08:16.760 Are Minnesotans going to just move on and forget about this?
00:08:20.600 Well, I can't say what they're going to do in the future.
00:08:23.080 What I can say is that they have been extraordinarily effective at countering ICE up till now.
00:08:29.300 And you can see that in their frustration and the fact that Bovino had to leave.
00:08:33.540 But I want to emphasize that, you know, Holman is, you know, he has the same views.
00:08:38.600 And I think as long as Stephen Miller is in the White House directing immigration policy, this is a man who thinks that American immigration policy went wrong when we started allowing nonwhite people to immigrate to this country.
00:08:51.200 And he has said explicitly, you know, when you allow, quote, third world immigration, you know, it ruins the country.
00:08:56.500 That is not an agenda of lawful but conservative immigration reform.
00:09:02.060 That is an agenda of ethnic cleansing.
00:09:04.220 He wants to make life so miserable for people of color that they leave.
00:09:08.620 And what I saw in Minnesota was families that had been in hiding for weeks that other Minnesotans, out of the goodness of their heart, were delivering food to so they could stay indoors and not be assaulted, you know, by masked men armed by the federal government.
00:09:26.300 And that is just, you know, whatever you think about immigration, that is not an agenda of lawful, conservative immigration enforcement.
00:09:36.460 It is an agenda of ethnic cleansing.
00:09:38.340 And as long as that is the immigration agenda, you cannot have a normal state of affairs in this country anywhere.
