00:00:45.460 Donald Trump has directed his White House counsel's office to explore the feasibility of an executive order requiring proof of citizenship for voter registration
00:00:54.860 and photo identification at polling locations nationwide, even as his own lawyers have warned the moves would likely run into legal trouble,
00:01:03.620 according to a senior White House official who spoke anonymously.
00:01:07.300 Office of Management and Budget Director Russ Vogt and White House Staff Secretary Will Scharf are among those overseeing the effort

00:01:59.180 Pro-Trump activists who say they're in coordination with the White House are circulating a 17-page draft executive order

00:02:11.640 that would unlock extraordinary presidential power over voting.
00:02:15.900 Donald Trump has repeatedly previewed a plan to mandate voter ID
00:02:19.440 and to ban mail-in ballots in November's midterm elections.
00:02:23.740 The activists expect their draft will figure into Trump's promised executive order on the issue.
00:02:28.160 The White House declined to elaborate on Trump's plans.
00:02:31.980 Considering those two pieces of reporting from today as a pair,
00:02:36.560 you can ask yourself, in our nation's 250-year history,
00:02:40.360 have there been 250 days more important to the health and well-being and survival of our democracy

00:02:55.180 I think that, number one, all of the folks that are at the top echelons of the White House
00:03:00.900 were there in 2021, 2022, 2023, during the indictment, during the January 6th committee hearings.

00:03:34.480 the folks understand that three of the five Georgia State Election Board members are MAGA-Trump allies.
00:03:40.500 And they are preparing, understanding the enormity of the power that those three election board members have.
00:03:47.760 And so folks on the ground are preparing.
00:03:49.480 Out in Arizona, Maricopa County, there are several Republicans on the Maricopa County Board of Supervisors.
00:03:54.260 They've lived through this before, and they are preparing.
00:03:56.800 There is the recorder who's in charge of Maricopa County elections, Justin Heap.
00:04:00.180 For example, he said just a couple weeks ago that his office said claimed that there were disenfranchised voters.

00:04:08.320 They called him in and made him go and testify to his claim,
00:04:13.800 essentially saying, you're not going to get to Election Day claiming that voters are disenfranchised.

00:04:22.300 I think that is going to be the differences at the local and state level here,
00:04:25.420 because we know exactly what the White House and Donald Trump have up their sleeve.

00:04:39.040 What remains in the system as an antibody to protect against his unconstitutional conduct?

00:04:55.540 And already this year, as we've seen this campaign to try to undermine the midterms, courts have stepped up.

00:05:15.060 And it was blocked by the courts, which said it was illegal.
00:05:19.180 There is no legal basis for any of these things that are being reported.
00:05:22.980 And this notional executive action claiming Chinese influence in 2020,
00:05:32.060 it seems to be based on sort of wackadoodle theories by election deniers with no basis in reality.

00:05:44.720 So I do think that if we are aware, if we're calling out these efforts, and if we all do what we need to do,

00:07:17.660 it is these very folks that Donald Trump continues to turn to, those that are willing to execute on this here.

00:07:26.380 If you go back to the dissent of Justice Sotomayor, she was very clear in the question there of whether the president had absolute immunity.
00:07:35.360 She said, organizes a military coup to hold on to power?

00:07:38.700 That was her interpretation of the opinion of the Supreme Court.
00:07:42.580 And the president of the United States could potentially use his military, trying to use emergency powers,
00:07:48.660 which Brennan Center has done a great job in understanding that there are no legal statutes that allow him to move forward with that.
00:07:55.020 But that doesn't mean that Donald Trump is not going to try, because we have seen him try before, and especially in the hours before the election.
00:08:01.740 There's a big question here of especially if they try to lay claim to Iran or China, trying to use foreign influence.
00:08:08.480 The president could try to make the case that there is a foreign threat here domestically, that it makes it incumbent upon him to,

00:34:53.000 If you look at Georgia, there's—you can see what happened.
00:34:56.820 Basically, we know from the FBI search one we talked about on your show the other day

00:35:04.560 There's all kinds of fraud going on, and that happened nationally.
00:35:09.440 We know in all five of the battleground states.
00:35:11.820 The other thing that we haven't talked about so much yet is that, based on the FBI search
00:35:17.420 point, there is extreme suspicion of electronic manipulation of the results.
00:35:23.020 It appears that what Fulton County did was to try to backfill the results to make sure
00:35:27.820 that everything added up after the certification deadline.
00:35:31.780 So those things—the reason for that is the electronic voting.
00:35:35.180 The other thing that we have learned since then, which justifies an emergency on both the issue
00:35:44.120 of fraudulent ballots and electronic voting, is that the forensic work conducted on a system
00:35:51.600 here in Georgia, and we found that there were 3,000 program files modified after the system
00:35:58.500 was installed, and it had a compiler on it that would allow basically remote access to have the system
00:36:08.140 malware distributed all throughout the counties.
00:36:11.160 So we really need to stop mail-in voting, and we need to get rid of the machines.
00:36:16.720 Let's do publicly recorded hand counts and hand-marked paper ballots.

00:36:26.300 And then we also have to clamp down on the potential fraud coming in via mail, and that
