00:02:12.900I think the Republicans only had around 150 seats and the realignment redistricting happened.
00:02:16.700But I believe we won 62 seats in that midterm election. The Tea Party movement won 62 seats with people like the Ted Cruz's of the world, the Marco Rubio's of the world.
00:02:28.720Christy, it was people that heretofore hadn't really been in elective politics, driven by basically the Tea Party movement, Amy Kramer and a handful of others.
00:02:37.980I was there. I was actually kind of the filmmaker, Andrew Breitbart. I was his partner at the time. I'd just gotten involved at Breitbart News. We were really an independent documentary filmmaker, and I made documentaries just to go out and to drive this movement, but it was absolutely amazing.
00:02:52.640But the thing that impressed me the most is after after Obama gets blown out every time in these midterm elections, he come right back from the White House the next day.
00:03:03.200He says, I got a pen and a phone. I don't care. I'm a do the executive orders because he knew the stakes he was fighting for.
00:03:09.640As much as you dislike Obama, he got the joke that he was making permanent changes for his political philosophy.
00:03:16.940And he was willing to take the hits for that and to fight back.
00:03:19.940um now and this is why i think it's so amazing that you're involved this over at humans first

00:03:58.220for, what we've been fighting for, the Joe Allens of the world, that, hey, this technology
00:04:02.660is so dangerous, potentially dangerous, you need to have a rational thing.
00:04:08.360Talk to me your thoughts about this containment break the other day out of AI that led to
00:04:15.480basically an attack by a system they thought they had contained, and they were just working on it.
00:04:22.940It actually broke out to get what the machine thought was being asked for solutions and went
00:04:28.420and started attacking, went online and then started attacking other machines, other AI entities
00:04:35.540with a level of sophistication that blew away the people that actually built the first one.
00:04:41.920so i think this is probably the most important fight i've ever been in my life i think this is
00:04:48.540the issue of our lifetime steve and i think that what happened with this open ai internal model
00:04:54.680breaking out of what they call the sandbox where it's not connected to the internet any other
00:04:59.060computers that sort of thing it breaks out it goes and attacks an american business um and we find out
00:05:05.320about it a week later. And this is what we've all been warning about. This is exactly what we sent
00:05:12.800the letter to the president about in May or a couple of months ago of this year, asking him
00:05:18.740to execute an executive order requiring that these frontier AI models have mandatory
00:05:26.840pre-deployment testing and approval before they're released and that the national security
00:05:31.880agencies be involved. I think this is a national security crisis. It was only a couple months ago
00:05:37.600that I was on here with you discussing that Scott Bessent, our Treasury Secretary, convened all the
00:05:46.320big executives from the banks behind closed doors, and they withheld Mythos from being released
00:05:52.460because of the fact that it could take down our financial system. Right now, what happened with
00:05:59.780OpenAI breaking out and breaking into Hugging Face. That's the name of the company it broke into.
00:06:04.720I mean, you're talking about an AI model that could potentially attack our grid, could attack
00:06:11.260the FAA, our transportation system, our emergency 911 systems, the financial system. This is a
00:06:18.620crisis. This is absolutely a crisis. Congress has their head in the sand and refused to pretty much
00:06:25.100do anything. I want the president and the White House to act on this and require that mandatory
00:06:31.420testing before release to the public. After 9-11, and I'm a flight attendant who was flying on 9-11
00:06:38.180and actually got stuck outside of the country for a week. And my family didn't know where I was
00:06:42.840that day if I was dead or alive. But after 9-11, the federal government acted. They absolutely
00:06:49.500acted, and they did what needed to be done. With Wuhan and COVID, they didn't act. And look at the
00:06:55.860results of that. We now have a warning shot, and it is incumbent upon them, Steve, to act. The number
00:07:02.900one responsibility of the federal government is to protect the American people. And I want to say
00:07:08.000something. I want to tell everybody that in 2015, Sam Altman, who is the OpenAI founder, said in
00:07:16.3802015, and I quote, I think that AI will probably lead to the end of the world, end quote. Steve,
00:07:26.220here we are, and who's going to do something about it? Give me that quote. I want to hit
00:07:32.180that quote again, because now they're all running from their early day quotes, right? Well, give us,
00:07:35.780and Altman was open AI where this came out of. Just take your time and walk back through that
00:07:40.940quote. I think that AI will probably lead to the end of the world. That was his quote in 2015.
00:07:50.840Quote, I think that AI will probably lead to the end of the world, end quote. And here we are 11
00:07:58.460years later, and look what's happened. Something like happened, breaking out of containment could
00:08:03.740lead to it. I want to go back to this, before we get into the legislative thing, the executive
00:08:07.580action. You were instrumental. You, Joe Allen, a handful of others were instrumental in making
00:08:13.840sure that the White House, elements of the White House on this executive order, this framework
00:08:20.600that they put out, because that is a result of Sachs and these guys time and time and time again,
00:08:28.040trying to slide into must-pass piece of legislation like the NDAA or like the big,
00:08:33.440beautiful bill, aspects that would really have no regulatory apparatus whatsoever, and just leave
00:08:40.060it to the frontier labs and the CEOs to do whatever they want, and never notify anybody.
00:08:45.560And you saw what happened the other day with this breakout from containment. Now, given a lot of
00:08:51.000efforts, and even President Trump saying, hey, look, I think we need some guidelines, we've got
00:08:55.000a rudimentary framework. And that framework begins a process. And that's why I say Scott
00:09:00.640Scott Besson's involved, Treasury's involved, the intelligence agencies are finally involved, but it was voluntary instead of being mandatory.
00:09:09.260It was a heads up like a week before they were going to deploy it instead of a couple of months.
00:09:15.960And now they're back trying to get some legislation, but just that framework alone, can that be buttress?
00:09:21.720Can that be buttress just from help from the White House?
00:09:24.180because the White House has cleared out some of the guys that were the most adamant about no
00:09:28.960controls, no control. Tell people about that. There's been essentially at least somewhat of
00:09:35.100a sea change inside the White House and the people advising President Trump from kind of this
00:09:40.420libertarian, you know, just let the oligarchs run wild and, you know, because we've got to win this
00:09:47.000race to something that even President Trump saying, hey, look, we need to have at least a
00:09:51.440framework or some guidelines on this, but it's still voluntary. It's not mandatory. Do you think
00:09:57.360what happened the other day now raises this alarm that it's got to be mandatory? I think it
00:10:03.340absolutely does. And I want to be clear here. I have supported the president before he ever came
00:10:08.280down that golden escalator. I am grateful for what he's done, but he needs to go farther.
00:10:14.380But Steve, honestly, at the end of the day, the president is not the lawmaker here. It is incumbent
00:10:20.380on Congress to govern, and they refuse to act on this stuff. So right now, all we have is what the
00:10:27.220president can do. And so I do think it's incumbent on him to demand regulatory or to demand pre-approval
00:10:36.940and mandatory testing before release. I think that it is incumbent on him. And I will say that
00:10:44.720You know, there is a bill, H.R. 9477, by Representative Nathan Moran out of Texas that he put forward June 25th, I believe.
00:10:58.200And this is exactly about the reporting of something like this happening.
00:11:03.100So if people want to know what they could do, I would say call your representative, ask them to co-sponsor that legislation, H.R. 9477 by Nathan Moran, and encourage them to get this passed.
00:11:17.920Because at the end of the day, Steve, look, the president can leave office and hopefully Republicans maintain control of both the House and the Senate, the White House, but we don't know what the next president will do.
00:11:29.400And so they could get rid of that executive order. We've seen that with President Obama, then President Trump comes in and Biden and so on and so forth. The American people cannot live this way with this uncertainty. We need this codified into law. And that is incumbent upon Congress to do that.
00:11:45.840I will say this. You are absolutely right about the regulatory, the regulations on these things.
00:11:52.620There are more regulations on a hot dog that you would buy from a street that are New York City than there are on these big AI companies.
00:11:59.360And even though a lot of these people have left the White House, when President Trump signed that executive order on June 2nd, we thought he was going to go farther than he did.
00:12:09.080And allegedly what happened was David Sachs picked up the phone and called the president.
00:12:13.460David Sachs is the one that stopped it, and so they backed off of the mandatory pre-deployment
00:12:18.760testing. David Sachs tweeted earlier this week, I believe it was on Sunday, that they need
00:12:24.240quote-unquote permissionless innovation. Steve, I'm sorry, but that is a bunch of BS.
00:12:30.520All they care about is the zeros in their bank account. This is on the backs of the American
00:12:35.800people. It's about our safety and security, and I don't care how many zeros they have in their
00:12:40.600bank account. I want to live my life and my family and everybody else. I want them to know
00:12:45.240that we're going to be safe and we're not going to have some rogue AI system going and causing
00:12:49.920Skynet. And that is really what we're looking at right now. And it is very serious. And I think
00:12:55.320the president needs to act on this. And the big tech companies are not going to like it. But you
00:13:00.680know what? The American people are demanding answers. Amy, real quickly, right before we go
00:13:07.300to break. You're going to stick around with us. You brought up something I want to make sure people
00:13:11.400understand. As bad as this containment issue was, it happened a week. Now, they say they notified
00:13:17.940the White House right away, but it happened a week before the general population knew about it,
00:13:22.460even the guys in the tech reporting. Is that true? This thing happened a week. They supposedly
00:13:27.840notified the White House immediately because it was a national security issue. That was, I guess,
00:13:32.880put to bed. There was enough there to kind of calm people down or enough corrective action,
00:13:36.440But it didn't come out to the American people. And this is what Moran, one of the things Moran wants to do is saying, hey, the American people need to know if these are national security issues, you need to notify the American people immediately.
00:13:49.180Yes, I think that that is what needs to be done. Steve, if you think from my understanding, the biotech industry and the financial industry, they require regulation and they govern before release.
00:14:02.280Why are we letting these guys get away with this?
00:14:04.980The airline industry, if there's an incident on an airliner, we are required to report it.
00:14:09.800Hospitals, pharmaceutical companies, all of the industry that OSHA regulates.
00:14:14.560Why are we giving these guys a free pass?
00:14:27.480It was built on American data with American energy, American land, American resources, and many times American taxpayer dollars.
00:14:35.440And the American people have no seat at the table and have no voice in how this affects our lives or how it's going to be used in the future.

00:16:35.840Is the grassroots in back of this, are you seeing an upswell of people, particularly people in the Trump movement, saying, hey, look, we've got to get our hands around this thing?
00:17:03.220It's really amazing what's going on out there across the country, and the people are paying attention, honestly, more than I realized.
00:17:09.840We did a national day of protests last Saturday, data center protests across the country.
00:17:15.180We had 42 states, 142 protests across the country.
00:17:21.060And what was shocking to me are the signs that at these data center protests that are not about the grid and their rising utility costs or their water or their land, that sort of thing, but about AI and how AI is, you know, impacting our lives in so many ways.
00:17:37.520And the American people have not had a voice in this or a say in it.
00:17:41.400And so I think, you know, what's happening across this country is with this technology, it is being shoved down our throats.
00:17:49.360Big tech has been given a pass. It's being shoved down our throats and impacting our lives in so many ways.
00:17:55.600Children are dying, taking their own lives because of manipulation by chatbots.
00:17:59.940It's been used in terroristic activity, whether it's, you know, the shooting at Florida State University last April, the shooting up in British Columbia earlier this year where eight people died.
00:18:10.560We just saw the reports two weeks ago about Boko Haram using AI chatbots to plan terroristic activity abroad.
00:18:19.760So it's being used in ways that nobody anticipated.
00:18:23.640And it's like Washington doesn't want to govern on it.
00:18:29.620And now, you know, the big tech, big AI is coming in.
00:18:34.360The data centers are the backbone of the infrastructure of AI.
00:18:38.020You cannot have AI without these AI hyperscale data centers.
00:18:43.040And so what they're doing is they're going across the country and they're buying up all this land and building these or attempting to build all of these hyperscale data centers in these communities.
00:22:49.380You're right, Steve. And I do want to say for the posse out there, I am not anti-tech. I am not anti-AI. AI is here. It has done good things. I believe there are good things to come from it in the future. But there have to be regulations and safety mechanisms around it, too, so it doesn't wipe humanity off the planet.
00:23:06.780But as far as China goes, and I will say, they have accused me of being a paid Chinese operative.
00:23:15.840Steve, I have never sold out ever in my life.
00:23:19.040And if I was going to sell out, why wouldn't I have sold out to big tech where I could be in the trenches with my colleagues that I've worked with for years that have been bought off?

00:24:27.420Why? Because 30% of the parts in the data centers come from China. 70% of the lithium batteries

00:25:43.300We're now a year and a half, so speaking to his energy, pro-energy policies.

00:25:53.620As I mentioned earlier, the ratepayer protection pledge is a novel idea drawn up by this president and his team to ensure that data centers and communities where those communities want data centers, that these big CEOs and energy companies are picking up the tab for the energy costs in these communities so the American taxpayer not being fronted with those bills.
00:26:13.900And the pledge today is being expanded to acknowledge all elements involved in building an operating data center, the governors who appoint the state regulators, who set the power prices, the utilities and the co-ops that sell the power, and in addition to the tech companies that have already signed the pledge.
00:26:30.160So you'll continue to hear more about that from the president in a few hours at 2.30 when he goes over to the EPA.

00:34:07.600on this um senator blackburn is trying to get her legislation through to protect children she has
00:34:13.760been really focused on this, and she's been a rock star. But from what I'm hearing, if it goes
00:34:19.880into Senate Commerce, which Ted Cruz is the chair of Senate Commerce, I've been told that it's going
00:34:28.240to include preemption. And that's a no-go for everybody. Listen, we believe that we do need
00:34:35.320an overarching policy. We do believe that we need a federal policy, a package, you know, to protect
00:34:41.040the American people, to protect our children, our land, our national security, all those things.
00:34:45.940But at the end of the day, Congress has not acted. And so then it's incumbent upon the states to act.
00:34:50.760And we saw earlier this year where the White House staffers in the White House, I should say
00:34:55.780staffers, unelected staffers in the White House, putting their boots on the necks of these states
00:35:01.900and their most direct representation there in their states, at their state houses. And we're
00:35:08.000not going to let that happen again we are going to be behind these state legislatures that is one
00:35:12.740of the things that we are working on at humans first come january we're going to help them get
00:35:16.900legislation pushed through at the state level and we cannot afford preemption right now because when
00:35:22.000the federal government is not acting it's incumbent upon the states to protect the citizens of their
00:35:26.660states and their states and so we're behind them just just just get just get on this term i want
00:35:31.880to make sure everybody understands this piece of nomenclature what does preemption mean because we
00:35:36.120talked about a lot in months ago when we were fighting, they were slipping in these two and
00:35:41.620three page, essentially, executive orders that would be codified into statute that would have
00:35:49.220basically given the oligarchs everything they wanted. We stopped that. What is preemption and
00:35:54.340why is it such a big deal? And why did the oligarchs hate it? Preemption would mean that
00:35:59.600the states cannot enact their own laws regarding big tech and AI. And the reason the oligarchs0.90
00:36:07.580hate it, these unelected oligarchs hate it is because it gives them free reign to do whatever
00:36:12.880they want. There's no accountability. And so they've gotten that so far from the administration
00:36:18.360pretty much and from Congress because they have not governed on it. And so now you have the states
00:36:24.800wanting to act on it and they don't want to be held accountable at the state level, whether it's
00:36:29.580reporting incidents or whether it's paying, you know, in lawsuits where they're being sued by,
00:36:35.560you know, families of victims that, you know, children that have died and whatnot,
00:36:40.380they don't want to deal with any of this. And their answer is, we don't want to have to deal
00:36:44.340with 50 state laws. We would rather deal with, you know, one law, but, oh, while we're, you know,
00:36:50.300while we're focused on the federal level, let's go engage in these races and spend, you know,
00:36:55.820hundreds of thousands, if not millions of dollars in these races so we can be sure to elect people
00:37:01.020that are sympathetic to our cause. So they've blanketed this town with money. They've blanketed
00:37:05.180the races with money because they want no laws. They want no regulations. And now they're going0.70
00:37:10.620after the states on it. And we're just not going to let it happen, Steve. We're not going to allow
00:37:15.640it to happen. You do agree, though, that if we had 50 different states, it would make it very
00:37:21.060difficult to get anything accomplished absolutely the way to get around that is to have and look
00:37:27.180we're the deconstruction of the administrative state people we don't want over regulation but
00:37:31.600this is what i keep saying it's like the atomic energy commission at the beginning of the atomic
00:37:35.800and the hydrogen bomb you know just watch the movie oppenheimer if you if you don't have time
00:37:40.640to read and study it you can see you needed some sort of at least a minimum framework there for
00:37:46.340national security. Here's the same type of thing. We're not asking for overkill. We're asking for
00:37:51.920a modicum of regulation. The reason this thing has gotten to be a firefight, they just come in

00:41:01.040She met with the president earlier this week, and I believe Senator Ted Cruz was in that meeting.
00:41:07.280But the word coming out of there is that Senator Cruz says he doesn't think that it can pass the Senate.
00:41:15.940So I don't know where we go from here.
00:41:18.540I know I hate to lose her because she has been an advocate in the Senate, and I know she's running for governor.
00:41:25.240And I believe that she will continue her fight on a state level.
00:41:28.540But Senator Cruz himself has said that there I mean, this is the thing in order to get policy passed, legislation passed every you have to make everybody happy.
00:41:38.500Right. And I know that people are not happy. And a couple of weeks ago, her legislation had some preemption in it.
00:41:45.480And there's that's just a no go for too many of us. I mean, and so I don't know where this goes, but she has been a tireless advocate.

00:42:11.880and he has taken on big tech, and so hopefully he steps right in there

00:46:32.720I think that this is one of those things we have to look at the moment we're in, the makeup of Congress.
00:46:37.560And I think we've got to take these major provisions so that at the very least, you know, factoring at some point this year, they're going to have a vote on a major spending bill and they could just add these things in as writers.
00:46:49.080So we might as well get major provisions of the Save America Act thrown in.
00:46:53.160And I think that that's the political calculus here.
00:47:06.840And I think that there's a chance we can.
00:47:08.840But then, you know, I'm seeing from John Thune all of these arguments.
00:47:12.000You know, one argument is, is that, well, if we do this, there's going to be a voter-rama.
00:47:15.920Well, there's always, there's a voter-rama on literally everything that the establishment and the swamp wants to do.
00:47:21.400And they only raise this objection when there's something that we want to accomplish,
00:47:25.740like getting major provisions of the Save America Act across the finish line,

00:47:31.740And, you know, they're talking about, well, we're not even going to take it up now until we get the government funding bill done.
00:47:36.700And, you know, what does that mean and how far are they going to push it?
00:47:39.960And, you know, the deadline, of course, they want to get it done by September 30th and all these things.
00:47:45.900But, you know, one option is why don't you just stay here?
00:47:49.980Like you could have this deal done by Monday.
00:47:53.240Just stay in town and get the reconciliation bill done.
00:47:55.700I haven't actually done the math on all the hours, and it's roughly sometime next week they could have this done by.

00:48:04.400But, of course, you know, Senate leadership is throwing up all of these objections, procedural and otherwise, that just are absolute nonsense.
00:48:10.440And it's just another example of Senate leadership putting the Senate first and not America first.
00:48:17.180And I think that over the coming days, we're going to have continuing back and forth over how to best proceed forward.
00:48:25.000But I do think, as much as I disagree with a lot of provisions in both of the other aspects of this reconciliation bill, I do think that you've got to take the win here.
00:48:34.540You've got to get – they're just so crucial to the future of the country that I think it's worth whatever policy differences you have.
