00:03:19.020 Scott Besson, join us. Mr. Secretary, you spent many years here as a contributor talking about
00:03:24.080 a MAGA-focused economic plan. You were then on the campaign with the president in 2024. You were
00:03:30.960 the transition head for the economics team. You then became Secretary of Treasury. How does this
00:03:36.720 blowout jobs number. Just walk us through how it fits in to the economic plan you and President
00:03:43.680 Trump have been hammering for a couple of years, sir. Steve, good morning and good to be with you.
00:03:50.720 And look, this number, I've been out going across the country, which is one of the favorite parts
00:03:59.060 my job, and I call it turning policy into people. And that's what we're seeing here.
00:04:06.200 This is a successful implementation of a trade, tax, energy, and deregulatory strategy.
00:04:16.580 These are the best numbers since December 24. And what's important, Steve, here is this is a
00:04:22.400 broad number. You can see that it is moving out across all the industries. This isn't just a
00:04:31.160 narrow technology building boom. And we can see it in other numbers too, Steve, just like in
00:04:38.020 President Trump's first term, which you were part of, that the bottom 25% of wage earners are getting
00:04:46.000 the biggest wage increase of 4.7% so far this year versus a median of about three and a half.
00:04:53.920 And look, we want everyone to do well, but it was the lower income cohorts who got crushed
00:05:01.600 under the Biden administration. So look, we are successfully executing the plan.
00:05:07.780 We think that we can have very high non-inflationary growth. If you go and look,
00:05:15.080 the interest rates, this is the highest correlation, highest correlation they've ever had to the oil
00:05:21.760 price. And we're going to get on the other side of this Iran conflict. And I expect that oil will
00:05:28.300 come down. I actually think we're going to be very much oversupplied in the oil market after this.

00:05:40.400 Mr. Secretary, at the G20 finance minister's meeting in Nashville, you talked about the real economy and manufacturing.
00:05:52.920 And one of the things here I just want to reiterate, the data center part of this, I think, is under 9,000 jobs.

00:06:10.400 Well, and look, Steve, I don't want to do any grave dancing here, but let's contrast the Canadian employment numbers today.
00:06:20.320 They lost more than 40,000 jobs, and we had a blowout jobs number.
00:06:26.480 And our message at the G20 was come and grow with us.
00:06:30.640 And whether it's Europe with their stifling regulatory regime, whether it's these other countries that have slavishly worshipped at the altar of climate to the detriment of their citizens' economic health.
00:06:49.380 And, you know, what we're seeing here is this is sequencing, Steve, that I talk about going last fall winter down to my hometown in Charleston, South Carolina, to see the Boeing plant expansion.
00:07:05.560 And they are expanding the Dreamliner facility by 50%.
00:07:11.840 And that starts out as a big burst of construction jobs, which we are seeing in the data.
00:07:17.700 And then that is going to become a thousand high paid, great, big benefit manufacturing jobs.

00:07:38.200 And everyone there is telling me, all the business leaders, we did our expansion because of the full expensing in the tax bill.
00:07:47.200 And, Steve, I have to say that I think that this tax bill is a real gem because it's a barbell.
00:07:55.940 On one side, you have great treatment for corporate America, full expensing of equipment, full expensing of factories, which was new.
00:08:05.060 And I had a lot of these business leaders tell me how much they appreciated that.

00:08:11.440 Then on the other side, too, promises made, promises kept.
00:08:14.540 President Trump delivered no tax on tips, no tax on overtime, reduced taxes on Social Security, 85% of our seniors will no longer be paying taxes on Social Security, and interest deductibility for American-made cars.

00:08:33.900 And as I travel across the country, I will tell you what people love, both the employers and the workers, no tax on overtime.

00:09:21.460 And I think we're just getting started because, you know, I had some of these financially
00:09:26.580 illiterate senators say to me, like, during my testimony, well, where are these manufacturing
00:09:33.840 jobs you promised?
00:09:35.640 And it's just like, unlike when I used to trade the currency or the bond markets, I
00:09:41.720 can't make things happen instantaneously. But now we are seeing the ramp, construction jobs that turn
00:09:48.400 into manufacturing jobs. And we're seeing the business confidence is high. PMIs are well above
00:09:59.020 50, which shows we're in expansionary phase. And this is with this Iranian war going on.
00:10:06.920 mr secretary how is this going to play in you've spent a lot of time on on capital markets a lot
00:10:14.300 of time on the bond markets now that you can actually see uh you know besides the iranian
00:10:20.360 excursion as the president calls it uh back to the kind of the plant that was back in february

00:10:44.480 Well, Steve, first of all, people say to me, well, gosh, like the stock market's going
00:10:51.760 up on bad news.
00:10:53.480 And I said, it's not bad news, the news coverage is bad.
00:10:57.980 And I've said to you, I've said to your viewers before, before I came to office, I was a little
00:11:03.440 queasy with the term fake news.
00:11:05.260 Now, I think it's not strong enough, because I look at this financial news, if you go underneath
00:11:12.280 the hood, away from this anti-American financial times, which is just, they are anti-American,
00:11:21.360 they are anti-business, they are anti-Western values, they're a features newspaper now,
00:11:27.920 just like the Wall Street Journal.

00:13:19.100 We can have non-inflationary growth, and indeed, we are seeing that the core inflation, which
00:13:28.060 is without the very volatile energy components, is actually flat to coming down.

00:18:56.220 GSIBs have been fantastically proactive. They have been great partners with Treasury. We have
00:19:02.860 a program with them. And I am highly confident in their increasing resilience. And they are using
00:19:11.140 their crude knowledge and down the cap stack from the megabanks to the super regionals to the
00:19:19.540 regionals down to smaller and community banks.
00:19:22.700 So every day, our financial system is becoming more and more resilient.
00:19:27.460 Now, my anxiety is with many, many public utilities, small utilities that have been
00:19:36.240 patched together, their systems patched together in open source code.
00:19:41.860 And we are going to, in the coming weeks, announce an all hands on deck program to increase
00:19:48.220 their resiliency. So, Steve, the answer here, artificial intelligence isn't going back.
00:19:54.420 And like Comrade Sanders, when he says, oh, let's put a year of pause on it, great. When
00:20:02.320 he can convince his buddy Xi Jinping to do the same thing, then we can go with that.
00:20:08.180 But the Chinese are playing catch up with us. They're three or six months behind. And

00:24:56.740 return America to be a manufacturing hegemon. Jim Rickards, your thoughts on the Secretary
00:25:02.640 of Treasury's comments today and your thoughts on the numbers, sir. Well, I like that part about
00:25:08.820 paying my property taxes for 20 years. I've got a lot of land in New England. Sam Altman can have
00:25:14.600 some if he pays my taxes, so we'll start there. Yeah, look, I can't think of anyone better,
00:25:20.740 more seasoned, and more hands-on, knowledgeable to conduct a financial war against Iran than
00:25:27.180 Secretary Bessent, his plan for the American economy. We, I guess, recently passed $40
00:25:35.440 trillion in national debt. That was headlines for a week. You would think we're having a national
00:25:40.740 heart attack or something. You cannot think intelligently about the $40 trillion in debt,
00:25:47.140 which is true, that is the number, unless you put it in the context of GDP. I've said this before,
00:25:53.480 but you look at the debt to GDP ratio. How much do we owe, but how much capacity do we have?
00:26:00.500 GDP is a good proxy for that, to pay the debt. By the way, you don't have to pay it up. We're
00:26:05.300 never going to pay it off. What you do have to do is roll it over. As treasury securities mature,
00:26:11.520 you do need to sell new ones, take the money, pay off the old one, and then go forward with
00:26:16.340 the new one. So it's that rollover aspect that's critical. And that's a question of market
00:26:21.620 confidence and market trust. So what does the market actually look at when they're making
00:26:26.140 those decisions? Well, the answer I just gave is the debt to GDP ratio. Right now, it's at an
00:26:32.840 all-time highs. I'm not saying that's good. It's at about 124%, give or take, which is an all-time
00:26:38.600 high, higher than the end of World War II. But the market asks themselves the following question,
00:26:44.060 is it going up or coming down? Even though it's high, and that does slow growth, and it's way
00:26:49.280 high, if it's coming down, that's a good thing. In 1945, at the end of World War II, it was about
00:26:56.140 120%, a little bit lower than it is today, but that was the all-time high. In 1980, when Ronald
00:27:01.440 Reagan was sworn in, that number was 30%. So how did we get it from 100? Now, by the way,
00:27:07.040 the debt tripled, the deficits tripled, but the economy grew by 10 times. And so the ratio went
00:27:14.780 down, not because the debt was going away. It didn't. It got a lot bigger, but the economy
00:27:18.820 grew even faster. So Besson has got it exactly right. I mean, of course, he understands this,
00:27:23.720 but it's fifth grade math. As long as the economy is growing faster than the debt,
00:27:27.960 then the ratio is going down and the market will have confidence. That's what matters,
00:27:32.220 not the $40 trillion. But Besant left one thing out. When you say growth for this purpose,
00:27:38.060 when you're doing the analysis I just outlined, you're talking about nominal growth. Nominal
00:27:43.460 growth is real growth plus inflation. And Besant talked about real growth, which is real. I mean,
00:27:50.340 we're getting foreign investment. We're the data centers. You may like them, you may hate them,
00:27:55.120 but they're it's the real jobs you know cement and concrete and steel and and uh processors but
00:28:01.080 only but hang on but in this job of the 100 hang on the 162 000 plus the reset of the other 50
00:28:07.440 there's only about i think 10 000 jobs related data this thing about data centers creating all
00:28:12.680 these jobs it's just not accurate there's under 10 ej antonium i try to get him on this afternoon
00:28:18.420 we went through the math quickly before the show data centers are not a big part of this these are

00:36:30.460 by 16,000 jobs, and 15,000 were in the durable goods manufacturing. And this, Steve, is consistent
00:36:39.500 now with seven straight months of the ISM manufacturing index above 50 and trending
00:36:47.420 upward, which signals very clearly that manufacturing is prospering. And by the way,
00:36:54.980 the leading indicator of factories returning to America is construction employment,
00:37:01.640 which rose by another 22,000 in August, factory construction jobs up by 7,800 in the month
00:37:10.040 and up nearly 100,000 since President Trump took office. That's the receipts, my friend. That's
00:37:18.360 what we do here on the war room. We deliver the receipts and Trumpnomics is working. And next
00:37:27.480 question sir well and also in the end i want to go back to the construction and manufacturing
00:37:34.780 because i don't think this gets reported enough i mean scott was pretty tough in the financial
