00:02:56.980 But on December 6, President Obama ordered a rewrite of the intelligence community assessments on Russian activities during the election, and that rewrite was led by the CIA. Keep that in mind.

00:03:30.660 So on January 25th, this intelligence community assessment was launched to Obama.
00:03:39.460 President Obama was briefed and the administration officials.

00:03:46.260 But yet this ICA, this new one, says that Putin and the Russian government developed a clear preference for Trump
00:03:53.120 and aspired to help Trump's election chances when possible
00:03:57.900 by discrediting Secretary Clinton.
00:04:02.560 But there was nothing in there up until December to support that.
00:04:07.980 They then briefed that to President Trump,
00:04:11.820 and ODNI then released its analysis.
00:04:17.600 And we find out, we're going to find out that this ICA
00:04:21.460 was based on the Steele dossier you've pretty as everybody was pretty familiar that that was
00:04:29.940 retained by Fusion GPS who was hired by Hillary Clinton's law firm Perkins inquiry to do
00:04:36.660 opposition research that is not in the report directly but it's there in indirectly so let's
00:04:46.020 start by this whole thing that went down. So we're in January of 2017 now. Well, fast
00:04:58.160 forward to May. You remember that President Trump fired James Collins for mishandling
00:05:05.720 the Clinton email case. And Bill Priestap, the assistant director, and James Baker, one
00:05:12.240 week later approved opening investigation into president trump based on crossfire hurricane
00:05:20.160 and the steel dossier and that investigation claimed that president trump was a russian asset
00:05:27.360 on may 17th acting director andrew mccabe notified the justice department uh da uh deputy attorney
00:05:34.640 Rob Rosenstein, who initiated the Robert Mueller special counsel investigation the same day.
00:05:43.240 On April 8th, 2019, that investigation was closed and no charges were brought. And then
00:05:50.740 special counsel John Durham found in 2023 in a report that was released by the Biden administration
00:05:56.760 that the FBI had no basis to open Crossfire Herocrane in the first place.
00:06:02.160 It was a fake investigation.
00:06:07.300 So what did the U.S. intelligence find?
00:06:11.640 And what she released, Tulsi, in July,
00:06:15.860 says that they highly criticized this assessment,
00:06:19.960 this new one that Brennan did.
00:06:21.680 So when we're talking about this particular one,
00:06:24.440 And they're talking about the new one primarily.
00:06:27.880 But they start off by saying the bulk of ICA judgments on Russia's election operations were sound and employed proper.
00:06:36.620 But there were significant tradecraft failings cast doubt on the ICA's judgments of Putin's intentions.
00:06:44.660 The assessment failed to acknowledge that key judgments on Putin's intentions were based on raw intelligence that did not meet tradecraft standards.
00:06:54.440 By tradecraft standards, they're talking about CIA standards for producing intelligence report.
00:07:00.780 And here's, this sums it up pretty nicely for you.
00:07:04.320 They said this whole thing was based on one scant, unclear, and unverifiable fragment of a sentence from one of the substandard reports.

00:07:15.120 One of them was Steele dossier.
00:07:16.420 And that constitutes the only classified information cited to suggest Putin aspired to help Trump win.

00:07:30.180 The director of Central Intelligence Agency, John Brennan, overruled the CIA professionals to publish and cite that ambiguous fragment.
00:07:39.840 and then mischaracterized the fragment as supporting high-confidence judgments.
00:07:46.920 So they were highly confident in this fake Steele dossier.

00:07:56.640 The ICA failed, and when I say ICA, I'm talking about intelligence community assessment.
00:08:01.280 It failed to address the existence of reliable intelligence that contradicts the report's unknown source.
00:08:07.260 The ICA excluded significant intelligence that contradicted its judgments that Putin aspired to help Trump win.

00:08:26.920 And it goes on to say there were no reliable indications that orders by Putin to help Trump win the election were ever issued.

00:09:14.100 uh it goes on to say that and now we're going to get into the steel dossier
00:09:19.700 and it specifically states that the director of central intelligence agency
00:09:25.700 that is john brennan requests from cia professionals that the dossier be kept out
00:09:33.680 of the of the ica so the dcai
00:09:37.540 brennan rejected requests from his underlings that the dossier doesn't meet the standards for
00:09:45.060 intelligence reporting the assessment ignored abundant evidence that steel's alleged source
00:09:50.700 network did not appear credible. In citing it, it violated the ICD-203 tenets for proper source
00:09:58.160 description. The dossier was misleadingly described using intelligence terminology that
00:10:04.040 implied it was from a legitimate FBI human intelligence source when it was not. The ICA
00:10:11.520 that some of the dossier was corroborated, it was not. The ICA also misrepresented the
00:10:17.820 unsourced dossier as intelligence reporting of Russian plans and intention when it was not,
00:10:24.560 it was just simply hearsay. And Christopher Steele has subsequently admitted that.
00:10:29.860 But they couldn't pull this off completely until, if you remember, we had a new attorney general at
00:10:38.940 that time. That was Jeff Sessions. Trump has now taken office and Jeff Sessions is now the attorney
00:10:45.880 general and he would not be so likely to allow this hoax to continue if he had the authority
00:10:52.440 because any which he does as attorney general so what he did was the fbi opened an investigation
00:10:59.640 on may 10th of 2017 into attorney general sessions claiming that he may have lied in
00:11:05.960 his march senate testimony regarding that investigation was proved the same day by
00:11:14.280 assistant director bill prestap you heard his name before and uh but sessions had already clarified
00:11:21.080 his testimony there was a question about that that came up from two uh democrat senators um
00:11:27.080 and i think one of them was senator lee i believe forget i'm forgetting who the other one was right
00:11:31.960 now but so they they tried to claim this and the fbi opens investigation but they opened it two
00:11:39.800 months after he'd already clarified his testimony in his march 10th letter to the chairman of the
00:11:45.960 committees under which he testified so the investigation was closed on march 8th 2018
00:11:55.160 but it served to prevent sessions from having oversight of the russian hoax investigation and
00:12:01.720 shutting it down uh when it should have been shut down so they were able to continue that by not
00:12:07.640 only investigating trump but they had to investigate the session uh sessions for bogus charges this
00:12:13.720 has all been come out in the most latest intelligence documents so um i'm able to
00:12:21.320 continue on is that correct uh okay so i can ignore this clock um so uh i want to move to
00:12:29.240 venezuela this happens to be the topic in which i've got a lot of um experience in but before
00:12:36.200 we start off in voting system vulnerabilities this is a national and council report from january 15
00:12:44.120 of 2020 and it's pretty much right on it says that we judge that u.s adversaries as well as
00:12:51.880 non-state groups have the capability to compromise u.s election infrastructure for the 2020
00:12:59.320 presidential election we assess that at least russia china iran and north korea have the
00:13:04.840 capability to access and potentially manipulate data in u.s related computer systems judging from
00:13:12.280 their cyber capabilities and past operations and the availability of sophisticated computer
00:13:19.000 network intrusion or attack tools on the dark web gives additional countries and non-state actors
00:13:26.600 the potential capability to interfere in the election so our own intelligence communities are
00:13:32.600 saying that this is a severe problem in january 15th of 2020 and our news media is saying nothing
00:13:40.600 to see here y'all most everybody knows that all right so now we're going to talk about venezuela
00:13:48.840 and again i'm just going to read you for the most part what's in the reports because they tell the
00:13:53.880 story you don't need me to tell you what they say you can make your own decision so it says
00:14:00.600 Yes. Intelligence sources between 2004 and 2020 reported that Venezuelan President Hugo Chavez and successor Nicolas Maduro demonstrated sustained interest in electoral outcomes through the electronic voting systems, both domestically and potentially in other countries.
00:14:22.900 Keep that in mind. This is in 2004 and later.
00:14:29.220 In April of 2004, intelligence reporting indicator Chavez stated his objective was to prevent the re-election of a sitting U.S. president suggesting the intent to influence U.S. domestic policies.
00:14:42.080 This finding was part of the basis for the intelligence community's 2006 assessment produced by the National Intelligence Council that Smartmatic acquisition of Sequoia posed a moderate threat to U.S. national security.

00:15:05.360 Keep this in mind as we go forward.
00:15:08.400 cia analysts assessed in 2006 that certain capabilities regarding electronic voting
00:15:17.200 manipulation were technically possible and operationally feasible now they're going to

00:15:29.360 installed were designed to alter vote tallies could detect when they were being audited
00:15:38.400 that's a killer, could provide printed receipts
00:15:42.620 without recording or transmitting those votes.
00:15:47.560 So they have told us exactly what they planned.
00:15:52.460 Now, this was 2006.
00:15:57.520 The 2006 National Security Threat Assessment
00:16:00.880 produced by the NIC, National Intelligence Council,
00:16:04.160 evaluated Smartmatic's acquisition of Sequoia
00:16:06.980 a minor threat based on several factors uh intelligence indicating chavez's intent to
00:16:15.300 influence the domestic policies we talked about that reporting that the venezuelan government
00:16:20.500 manipulated venezuelan national elections with smartmatics direct involvement there's the key
00:16:28.100 words there smartmatic was directly involved we're going to come back and see why that's so critical
00:16:35.640 Intelligence at Smartmatic Directors held credentials from Venezuelan intelligence services.
00:16:43.800 And there were, you know, there was known relationship problems between Smartmatic and Venezuelan.
00:16:50.140 But here's the thing.
00:16:52.420 When Smartmatic acquired Sequoia, Sequoia had contracts in approximately 400 U.S. counties.
00:17:00.680 Sequoia was, at that time, was about the third largest voting machine vendor in America.
00:17:07.680 So this assessment concluded that Smartmatic Venezuelan government manipulation makes the acquisition a potential instrument for Venezuelan officials seeking to undermine confidence in or manipulate the electoral process in the United States.
00:17:27.680 United States. This finding led to pressure from the Committee on Foreign Investment in the U.S.,
00:17:33.620 that's called CFIUS, that resulted in Smartmatic divesting of Sequoia. Now, that occurred in 2007.
00:17:44.120 Keep those dates in mind for a minute. Remember, the original acquisition was 2005. They didn't
00:17:50.600 divest themselves until 2007. We'll come back to that in a second. All right, now it's going to
00:17:57.060 get even more sophisticated.
00:17:58.980 Prior to the 2012 election, Chavez Intelligence Services,
00:18:06.420 including his general director of military counterintelligence,
00:18:10.740 worked with the National Electoral Council.
00:18:13.440 That is the Venezuelan country election body,
00:18:22.080 their national election body.
00:18:25.240 And they worked with them and Smartmatic to develop plans to manipulate election results using pre-programmed voting machines.
00:18:33.940 So here you've got the National Electoral Council, Smartmatic, and the military intelligence of the Venezuelan government working together to manipulate election results using pre-programmed voting machines.
00:18:47.760 And these plans call for deploying altered machines to approximately 300 vote centers.
00:18:53.400 and traditionally approached Chavez's areas to ensure a victory
00:18:57.800 by approximately 1.5 million votes.
00:19:01.200 And then he says, they say, go on to say,
00:19:02.980 following the election, which Chavez won by approximately 1.6 million votes,
00:19:07.560 Chavez congratulated his team for successfully implementing the manipulation plan.
00:19:13.600 So they manipulated the election according to our own intelligence.
00:19:18.540 Intelligence reporting consistently indicated that individuals
00:19:21.500 with ties to Venezuelan intelligence services
00:19:24.200 had access to election technology and voting systems.
00:19:28.320 In 2012, sources reported that Chavez
00:19:31.200 assigned an army communications specialist to CNE,
00:19:35.300 that was their national election body,
00:19:37.400 to provide real-time access to election results.
00:19:44.600 Is there any wonder why we don't want
00:19:46.020 remote capabilities in our machines?
00:19:48.840 Reporting from 2012 also indicates
00:19:50.960 that CNN's director described as a confident
00:19:54.480 head of military intelligence
00:19:56.800 with expertise in voting technology
00:19:59.620 was responsible for designing protocols
00:20:02.860 for auditing the voting software.
00:20:05.900 Hmm, why would he be doing that?
00:20:08.180 These relationships provide potential pathways
00:20:10.240 for manipulation of electronic voting systems.
00:20:12.560 I guess it says that right in the next sentence.
00:20:16.160 The CIA's baseline assessment
00:20:17.500 No large-scale electronic fraud occurred in 2012.
00:20:22.580 2013, the CIA had an alternate analysis that said it was, in fact, plausible.
00:20:29.680 And the report said that it occurred that elections in Venezuela and other countries
00:20:34.700 that are clients of the technology provider could be in doubt.
00:20:39.880 Now, in September 2020, you're seeing they're going to take this to another level.
00:20:47.500 The September 2020 intelligence reporting provides the most detailed description of a specific technical approach to election manipulation.
00:20:57.740 Number one, replicate digital hash file sent to the central vote counting database.
00:21:06.400 Mimic real voting machines that favored the ruling party.
00:21:11.500 Overwrite the hash files of the voting machines that favored the opposition.
00:21:17.500 and make altered votes appear to originate from the legitimate voting machines.

00:22:13.180 Now, the CIA has concluded in this CIA note that we've been going through that neither Smart Mac nor Venezuelan had the capability to manipulate the outcome elections outside of Venezuela.

00:22:35.420 They just said they couldn't manipulate them in a predictable fashion.
00:22:39.200 and they go on to say that they judge that the regime did not need to resort to gross
00:22:45.740 fraud to win the 2020 election regarding 2020 uh 2012 uh large-scale fraud did not occur
00:22:53.320 but there's a few things that are missing here
00:22:57.040 so i'm hoping that y'all maybe have picked up on the same thing that i picked up well first of all
00:23:05.780 Well, let's just talk about what's not in the CIA note.
00:23:08.400 Now, understand, this note was created in June, I think, the 29th of 2026.
00:23:13.840 Well, there's no mention of the 2024 and 2026 indictments of Smartmatic and the officials out of Miami for bribery in conjunction with the Philippine officials in regards to the conduct of the 2016 election.
00:23:33.640 There is no mention of the Philippine officials grilling Smartmatics,
00:23:41.180 Heider García, who now happens to work for a U.S. voting system company,
00:23:46.540 over the 2016 election fraud.
00:23:50.120 And of course, many of you will know there was a big deal
00:23:52.300 about the Philippines election in 2016 being rigged.
00:23:56.240 Well, Smartmatics was in control of that,
00:24:00.600 and they've already been indicted here in Miami for bribery.
00:24:06.200 That's not in the report.
00:24:08.280 That's kind of fascinating to me.
00:24:10.540 Also, what is not in the report that also fascinates me?
00:24:14.840 You remember I tried to focus on the 2005 acquisition and the 2007
00:24:20.120 when Smartmatic had to divest itself in Sequoia.

00:24:31.560 did Smartmatic install malware in Sequoia
00:24:35.040 between 2005 and 2000?

00:24:47.260 and make a conclusion one way or another.

00:24:53.360 that malware that might have been placed in Sequoia
00:24:56.080 was then migrated to Dominion
00:24:58.520 when Dominion acquired Sequoia in 2010.

00:25:12.840 what the L.A. County contract with Smartmatic.
00:25:17.480 L.A. County entered into a $282 million contract

00:25:25.160 for its election since 2020 a voting system contract none of this is analyzed in this report
00:25:35.080 i find that absolutely fascinating so that leaves us with two conclusions one is the central
00:25:44.200 intelligence agency is totally incompetent or the central intelligence agency has been involved in
00:25:51.480 in this election manipulation scheme all along.
00:25:56.040 One of those has to be true.
00:25:59.720 The audience is saying it's number two.
00:26:01.960 So we are asking Director Radcliffe,
00:26:05.880 we need answers to all of these questions.

00:26:10.620 We'd like to have a full accountability.
00:26:13.440 And we want to stop using these corrupt, secretly counted

00:26:24.900 Moving on to some more threat findings,
00:26:28.840 the Department of Homeland Security
00:26:33.220 identified how Russia, China, and Iran
00:26:36.060 or unknown hackers breached US voter rolls
00:26:39.180 or disrupted election results in 12 major incidents since 2016.
00:26:46.800 And it also identifies three major breaches of U.S. business systems that obtain 335 million records of personally identifying information, PII, that can be used to create fake voter roll entries, like we talked about earlier.
00:27:03.840 Now, I think we discussed the China hacks, but what about hacks that weren't China?
00:27:09.760 let's move domestically um they found that the district attorney in riverside california
00:27:15.520 revealed that a bad actor used state's voters registration website to change the party
00:27:21.040 affiliation of a large number of registered voters in california you register by party
00:27:27.360 well that was that was kind of crazy the illinois board of elections announced that attackers
00:27:32.720 gained access to voter registration data including names addresses birth dates and partial social
00:27:38.480 security numbers that's all pi on that back in 2016 and then also you might remember the kenesaw
00:27:45.760 state university breach that was um um or actually it could have been worse but that was supporting
00:27:56.080 georgia's voter registration database but kenesaw state university was supporting our voter
00:28:01.200 registration database it had a dual alignment authority one to the secretary of state one to
00:28:06.080 to Kennesaw State. And it was called the Center for Election Systems. Well, they had 7 million
00:28:11.980 voter records exposed, including the driver's license and social security numbers of registered
00:28:16.940 voters. We have a whole report up on our website, voterGA.org studies tab, that explains all this.
00:28:24.260 Back in March 2017, we have went over and over and over. But one thing they didn't mention here,
00:28:30.520 and of course it was a little bit out of their scope, was that the entire election preparation server
00:28:37.640 was exposed for anyone in the world to hack and download malware to the counties without detection
00:28:45.200 because we have a single statewide implementation that goes all the way down.
00:28:51.660 So you could never detect that.
00:28:53.620 and that we found out later that that was exposed for literally um years over a decade
00:28:59.940 that exposure exists it was there when they first set up the center
00:29:06.980 um recently there was an arizona hack that was uh uh released uh and they talk about um a penal
00:29:15.860 county uh hacker scraped over 600 000 voter registration records from maricopa this was in
00:29:21.700 2020 i forgot to put the date on that uh fbi investigated this they obtained a confession
00:29:29.460 from the hacker and they presented the case to four arizona attorneys offices
00:29:36.820 the the arizona attorney u.s attorney the arizona attorney general the maricopa county da and the
00:29:43.700 penal penal county di and guess what the response was we don't want to prosecute together i mean
00:29:51.540 even if it was just a little slap on the wrist,
00:29:54.780 he should have at least been prosecuted.
00:29:58.220 They also found that over 250,000 non-citizens
00:30:01.900 are illegally registered in just the four states
00:30:05.380 for which the public data has been reviewed.
00:30:09.200 And those were the four non-cooperating states.
00:30:12.280 And I believe you can see them up there.
00:30:14.020 They're California, Pennsylvania, New Jersey, and Nevada.
00:30:17.160 um they have found over 400,000 deceased registrants uh in only 25 states they're still
00:30:27.080 looking at this only 10 states have processed their full voter list at the time this was done
00:30:32.160 last month and now i'm going to get into the final thing and hopefully we'll have a little
00:30:38.760 bit of time i think for questions that tamra will come up um this is the michigan the fake
00:30:45.700 voter registration case in Michigan you may have also seen this one I'm going to read to you out
00:30:51.560 of the FBI Detroit you've seen this over and over how the FBI field office does the right thing
00:30:57.200 the right thing here and they came up with this report thanks to some brilliant people who work
00:31:04.560 in the Muskegon County election clerk's office and here's the report I'm just going to read it
00:31:10.340 you because again i'm not going to editorialize this since on about october 5 2020 muskegon county
00:31:16.180 clerk's office had received six packages by u.s mail contained voter registration applications
00:31:23.460 they determined that some of the applications were fraudulent based on non-existent addresses
00:31:29.140 invalid telephone numbers and signatures on applications not matching the michigan
00:31:34.820 Secretary of State Voter or DMV records.

00:33:16.760 canvassers was told that she could make up names or use anyone else's name she would return to
00:33:23.400 the office at the end of her shift and fill in enough blank sheets with made-up people so that
00:33:30.280 she reached her quota and a supervisor that goes unnamed here often helped fill in the fabricated
00:33:38.840 applications um and the supervisor said you could just make up the names on the form and get paid
00:33:46.920 and another uh canvasser said he would just sit in his car the whole shift and we'll put down a name
00:33:53.160 of a friend or a relative in order to have something to turn in with his clipboard
00:34:00.920 that's about as fake of an opera operation as you can get however the doj tries to close this case
00:34:11.320 and so on march 16th the united states attorney for the western district of michigan and that's
00:34:18.680 that's referred to as USA MIW, was fully informed
00:34:23.240 of the facts of the case.
00:34:24.260 And the USA advised that his office would prosecute.
00:34:28.580 So everything was going along well.
00:34:31.740 And then suddenly, he writes to FBI Detroit.
00:34:35.420 He says blank, where you're going to find out this is the DOJ,

00:43:12.080 following 91 individuals returned no results in the database checks and 16 individuals were
00:43:19.200 confirmed to existing people but only four only four had signatures on file that matched the
00:43:26.960 signatures provided on the associated boger voter registration application so 96 percent
00:43:35.920 percent of those signatures were false, and actually the applications were false. That was
00:43:44.180 just on one sample of 100. Now they had 10,000, 8 to 10,000, just in Muskegon County, and they had
00:43:51.860 five other cities. So if you do the math on that, if they had 8 to 10,000 to 12,000 in all these
00:43:58.560 other cities each there's 50 000 false voter registrations that were input by this single
00:44:07.280 operation operating in five or six counties in michigan in 2020 pretty stellar but nevertheless
00:44:16.080 despite these findings the the fbi was forced to close out the case with a report that says
00:44:24.960 canvassers were not instructed to falsify voter registration information you know that is in
00:44:30.480 direct conflict with 302s and oh no further investigation is warranted because logical
00:44:37.600 investigation and release have been exhausted and the investigation to date did not identify
00:44:44.240 a criminal violation that's the official report for that investigation and you just saw that detail
00:44:55.840 treason thank you uh i think our audience believes this is treason and i do too
00:45:02.400 the question is what are we going to do about it so let's let's sum up a few things and we've got
