00:37:37.880in the political spectrum that for the last 70 years 80 years has been wholly monopolistically
00:37:44.580effectively dominated by the CDU, the party of Helmut Kohl, the party of Angela Merkel
00:37:53.100is now disintegrating, like the British Conservative Party.
00:37:57.020Now, just to come back to this point, and we'll discuss it again in just a few moments
00:38:02.600and the implications of where this leaves the Chancellor Merkel right now, but just

00:38:12.040The important thing here is that because in this local state elections in Mecklenburg, the CDU vote fell below 5%, our American audience needs to understand something about continental elections, because 5% doesn't seem particularly high.
00:38:35.360It is quite high in proportional representation systems.
00:38:40.760But beyond that, it has more than just a symbolic importance.
00:38:51.380And what that means is, and I think, for example, here in Italy, it might be 3%.
00:38:55.560Parliament here in Italy just voted to increase the threshold from 3% to 5%.
00:39:01.960what that means is is that if a political party doesn't get above the threshold it doesn't get
00:39:09.600any electoral representation into parliament whatsoever and those votes are divvied up
00:39:15.680amongst the other political parties um and it's it's a means by which the larger political parties
00:39:25.080effectively control to some extent the game and stops the emergence of of new political
00:39:33.200parties entering into the system and developing a voice until of course you do what the afd
00:39:43.200has done uh having persevered is that it's gone beyond the five percent which would have sort of
00:39:50.040locked it out for quite some time it's gone beyond the five percent it's now at 38 and the irony of
00:39:57.800ironies is now that the cdu is now the victim of the of of the the very instrument that it used to
00:40:05.640isolate the smaller political parties in the past because now the cdu doesn't have any parliamentary
00:40:12.360um representation in the in the local state parliament of mecklenburg it could
00:40:17.560Vadim, correct me if I'm wrong, this could not be, as I said, there aren't any now key state elections for the next year or so.
00:40:27.340That result last weekend could not be more important and terrifying for the German political class now.
00:40:35.620The CDU, the party of Angela Merkel, the party of Helmut Kohl, has pretty much imploded in the most recent state election.
00:40:45.040It has, for the first time since the Second World War, for the first time since the Second World War, the CDU does not have a single representative.
00:40:56.000To be fair, the CDU was founded after the Second World War.
00:40:59.220that's right it doesn't have a single part for the first time since the war we now have a state
00:41:06.720a land that does not have a single parliamentary representative from the christian democratic union
00:41:15.720this is we are now watching in real time what is effectively um a tectonic shift in
00:41:54.340created to have easier coalitions, easier majorities, which cannot be crushed by or cannot be removed by little parties there with little percentages.
00:42:09.000So this threshold was very effective for decades, and it was hard to pass this barrier if you come from the start, from zero.
00:42:22.640So now, since the CDU is below that, that means they don't have any representative, any deputy in the parliament.
00:43:02.640He's not leading the party anymore and got replaced by a deputy now from the Bundestag, who's also sitting right in the chancellor, right next to the Chancellor Mertz.
00:43:16.020So there's some shift going on in the CDU.
00:46:26.680That's what CDU people around Mertz are telling me.
