00:44:11.480 woodrow wilson is saying he's saying we don't need a world of the actual text of the constitution what
00:44:17.820 we need is a world where we now focus in this new and final phase on administration and in reality
00:44:25.120 administration is just uh a rebirth of rule by autocrats it's just that instead of a uh hereditary
