00:12:33.140 extremely helpful in allowing us to understand the nature of the threat that we face uh from the chinese
00:12:38.820 communist party what i'd like to do is talk about why the regime is in a legitimation crisis that is
00:12:44.500 why the chinese communist party under xi jinping uh faces um is in free fall in essence uh uh and
00:12:52.740 that's really for two reasons one of which is fundamentally communism is an illegitimate ideology
00:12:59.140 uh it was imposed on the chinese people uh really by stalin working through the communist international
00:13:06.740 uh it was not duly elected uh it was not duly elected there's no mandate from the people whatsoever
00:13:11.860 uh in um uh in the way the ccp came to power they were imposed by an external force and they are
00:13:21.220 representative of a western ideology um it's uh the communism originates obviously in in the west
00:13:30.260 um and it's uh fundamental if you will uh thinkers are all western um and the ideology was given uh to the
00:13:39.940 chinese communist party uh and uh and they've ruled obviously as every communist state has ruled
00:13:47.460 disastrously for the chinese people uh and for uh the people of the world uh indeed second point to keep
00:13:55.700 in mind is that right now the regime is facing a legitimation crisis not only because it's communist
00:14:02.260 but because xi jinping is in a period of enormous peril uh this is a leadership which is in free fall
00:14:09.620 it's a leadership which has overstepped his ability uh to govern i think that explains the purges that
00:14:16.820 we're witnessing uh hu jintao at the 20th party congress was unceremoniously evicted uh previous
00:14:25.140 communist leader uh before xi jinping hu jintao and then the foreign minister uh the defense minister
00:14:32.260 senior military officials there are reports even his doctors uh are are getting purged so we have here
00:14:40.740 with xi jinping a leader uh who's overstepped his bounds uh who's beyond his capacity and is
00:14:48.180 increasingly becoming paranoid and as this regime and the crisis of this regime worsens
00:14:54.820 it spreads to the elite obviously and deepens and broadens uh we should expect action against taiwan
00:15:02.420 that uh this paranoid leader uh and the illegitimate clique that he's running uh is going to aggress
00:15:09.780 therefore we should expect aggression against taiwan uh i think far sooner uh than is believed in washington dc
00:15:17.860 for example or in in many circles where it's at least a couple of years out the regime is in a
00:15:24.260 legitimation crisis it makes it fundamentally dangerous and to resolve the box he got him that
00:15:31.380 xi jinping has got himself into he's going to reach out and start a war uh to help him uh resolve the

00:15:47.300 to ask you about this legitimization miles aguo about two years ago talked to me about this and of course
00:15:53.300 miles is one of the heads of the anti-ccp movement so he comes with his own kind of set
00:15:58.260 world view but then i heard from a lot of china hands from council people that have been working
00:16:05.700 with the ccp but then became kind of semi-hawks following what we did with the trump administration
00:16:12.420 they reinforced it and they said particularly juan shishan who stepped back a little bit i guess is
00:16:18.100 the number two and in the financial henchman was spending all of his time worrying about in in
00:16:24.820 meeting cadres talking about this this issue of the chinese communist party's legitimization
00:16:32.100 what drove that why the sudden these guys have been in power for so long they've subjugated the
00:16:36.660 chinese people lao baijing they've got at least to the outside world that this kind of economic miracle
00:16:44.020 supported by although even if a lot of it's potemkin village financed by the west why does one
00:16:49.300 shishan a couple of years ago who's really the hammer why does he pivot and start to worry
00:16:54.740 about that i think for two major reasons one because the fruits of communism are now being born
00:17:01.460 right that this the misrule of this this ideology doesn't work it's never worked uh they were able
00:17:08.580 to move it along this far because of force and coercion gross human rights abuses and because we bailed them
00:17:16.900 out right that we allowed them to enter our economic ecosystem which allowed the ccp gave them a rebirth
00:17:25.540 uh when they might have been overthrown uh when they might have been overthrown they had a chance uh
00:17:29.300 to under dung jiao ping a great strategist uh who recognized that uh he could make western elites his
00:17:38.420 partner uh wall street and u.s firms would invest uh in the ccp and they would get rich uh together
00:17:46.580 thus saving the ccp and some crumbs would flow down to the chinese people
00:17:51.780 uh so for those reasons steve uh things were able to essentially sputter along to where we are today
00:17:59.060 but now those that time is over and it's the biden administration is obviously trying to save them
00:18:05.060 uh with the cavalcade of leadership of of uh secretaries for example and john kerry who visited but
00:18:13.540 the fundamental problem is rooted in the ideology it's rooted in the fact that they were
00:18:18.580 allowed into our eco economic ecosystem and trump did his utmost to try to root them out of that
00:18:24.900 but the problems social problems economic problems the demographic problems but fundamentally uh the
00:18:33.700 misrule of xi jinping and his paranoia uh which is greatly increasing are leading them to this crisis
00:18:42.340 today and the we should we should mark it well because this is going to have profound implications

00:19:30.660 among them that would be joe biden his 2013 memorandum of understanding which he presided over and helped
00:19:38.900 get done gave the chinese communist party as you know preferential access to our capital markets so not
00:19:46.180 only were we making a very very ill-advised play to prop up our mortal enemy but we were also doing it on

00:20:52.340 solution uh i believe that the the real solution here first has to come with telling the truth the truth

00:21:21.140 the truth is necessary because there has been so much self-censorship by so many people in our leadership

00:21:39.300 and and and and richard nixon opened the door to china as a way of doing 19th century balance of power
00:21:47.700 politics uh to to play the so-called china card against the soviet union and in the process of that uh it made
00:21:57.540 the uh the it distinguished between bad communists the the soviet union and the good communists
00:22:05.460 in beijing and that created an element of moral strategic confusion that continues to last to this
00:22:13.060 day among many segments of our public and particularly our elites uh there has been a catastrophic lack of
00:22:21.540 understanding of the nature of communism of its history of how it works uh people think that that china
00:22:30.420 moved into ceased to be a communist country of course that was a central disinformation and strategic deception
00:22:38.260 theme of uh uh of the chinese communists and their their political influence operations
00:22:45.300 and uh uh uh the the the the lack of of study about communism uh has meant that so many people
00:22:58.020 uh have completely misunderstood its genetic code and and it's um uh and the fact that even under lenin in the 1920s
00:23:10.340 lenin adopted uh market reforms ostensible market reforms some decentralization of economic decision
00:23:19.620 making uh that uh that was perfectly in consonance with orthodox communism
00:23:26.260 uh well uh that's telling the truth about all of these things about the nature of its of the regime
00:23:33.780 its crimes against its own people uh its aggression and subversion and espionage and technology theft
00:23:41.220 abroad its elite capture as frank mentioned earlier all of these are absolute all of this is a prerequisite
00:23:48.980 for an intelligent strategy but then a lot of people have come up with many good defensive strategies

00:24:35.300 is to to help bring about political change in china and uh this is an offensive strategy and not
00:24:44.180 simply defense and um in order to do we can't do that it's the chinese people who have to do it but the
00:24:52.500 chinese people have been suppressed they are atomized that means every individual is separated from every
00:25:00.580 other individual because of an atmosphere of fear and mistrust people have to live according to the
00:25:09.220 the ideological party line the ideology is central to all of this and of course it's it's directly related
00:25:17.940 to the question of legitimacy that brad raised earlier the the central fact of political life
00:25:25.380 in in communist china is the illegitimacy of the regime the fact that it rules without the consent of the
00:25:32.420 governed and that the regime is afraid of its own people and that fear of its own people is is the central
00:25:41.940 fact of of political life there and and so that's why they have this massive internal security system um
00:25:52.340 um for the state uh you know and and and and the ideology and the the which sets the standard of
00:26:01.860 conformity um it's it's the vehicle of thought control speech control and ultimately behavior control

00:43:57.300 transiting through the taiwan strait they're at risk so if we have the right mentality to be able to
00:44:04.100 prepare ourselves for an attack a sneak attack from the chinese i don't think our forces are
00:44:10.100 necessarily uh incapable of that defense but i don't think it's a culture that's being hammered
00:44:16.740 into them to be prepared for something like that and we need to have that which gets us to the last
00:44:22.180 point which is really about uh our defense industrial base the things that i've talked about are the things
00:44:27.540 that we need to be able to have uh to operate in that heightened posture so we need the congress to pass

00:45:11.220 the new improved uh ballistic missile submarines they have with the jl-3 that can range uh most of the
00:45:18.500 west coast of the united states from uh the bastions of the south china sea or the the yellow sea if you will
00:45:25.460 so china has a capacity to strike nuclear weapons on the united states of america today where are we in
00:45:32.500 in terms of deterring that also we should be putting and thinking and talking about tactical nuclear
00:45:38.260 weapons to be brought into taiwan because we have to do something right now to deter xi uh as we've
00:45:45.060 discussed in this in this broadcast about how he's under a lot of pressure who knows when he's going to
00:45:50.020 strike out a lot of smart people are saying in the next 12 to 18 months and we need to be prepared
00:45:56.180 for a war but more importantly we have to do something to throw sand in his planning gears
00:46:00.740 to cause him to stop and reconsider and the most immediate thing we can do is to put tactical nuclear
00:46:06.740 weapons on taiwan and then the second thing we can do is to start operating u.s military forces in and out

00:46:19.620 well as air forces and and other u.s military operations most people say that's crazy and it's
00:46:25.620 an it will incite china to act i think what we really need to recognize is they have not planned for that

00:46:39.300 for deployed tactical nuclear weapons if we for deployed tactical nuclear weapons into taiwan
00:46:44.980 and xi was to strike that surface action group what what would happen to a carrier battle group
00:46:51.380 today as far as war fighting goes in your mind captain finnell uh if there was an attack with
00:46:57.780 how long would a surface action group carry a battle group last in the straits of taiwan today
00:47:04.340 in the straits of taiwan they wouldn't last very long so we wouldn't put the carrier in the strait
00:47:09.460 we would keep it east of taiwan and that's the real problem is that the chinese have built what
00:47:13.620 they call counter intervention weapons that are designed to keep us outside of the second island
00:47:18.660 chain with ballistic missiles like the df-21d the df-26 that can range to guam the df-26 so if we go
00:47:27.140 inside west of guam towards taiwan we are now under the envelope of these ballistic missiles that are
00:47:33.700 traveling at mach 10 to mach 30 and are corking in corkscrew in to make them very difficult to hit
00:47:40.500 so we have systems that can deceive those uh sensors on those missiles but but that's not a hundred percent
00:47:46.420 guarantee so we're operating under duress in those uh threat envelopes but we have to get close enough
00:47:52.580 for our air wings to be able to deliver ordnance to be able to strike the fleet that the the prc would have
00:47:58.260 to come across the strait or to to disrupt their air control or air supremacy strategy that they would
00:48:03.940 have for over the strait and over taiwan but this is the real challenge is that we have to get inside
00:48:09.780 and fight a bare knuckle fight inside an enemy that has longer arms and longer reach and better weapons
00:48:15.860 and this is the real challenge that we have right now which means that we have to accelerate
00:48:20.660 our military modernization and we can't just go along to get along and continue to act like the same
