00:07:47.020 By the way, there's another letter that the Las Vegas Sheriff's Department has been putting out there saying it's from him talking about this was a wake-up call that America has said.
00:07:57.340 They said it was sent from the same email address that emailed the Sean Ryan podcast saying this is not a terrorist attack.

00:17:05.600 you really see what has been going on behind the scenes starting back all the way in the 90s with the immigration reform that, like I said, has always sort of rested on a bed of lies.
00:17:15.520 I know we focused on the H-1B and the H-4 and the sort of employment visa category, but there's similar, I mean,
00:17:22.640 I would call it an absolute fraud and scam and, frankly, just demographic warfare being waged against the American citizen,
00:17:30.380 but most precisely the American worker through the sort of diploma visa mill in the form of the numbers.
00:17:37.920 Again, it's always hard to tell because they don't track visa overstayers,
00:17:41.300 but over 1.5 million foreign students, either on the F-1 visa or the M-1 visa,
00:17:47.980 of which over 500,000 of those have obtained work authorization through some sort of practical training program.
00:17:55.820 The one that's sort of infamous is the OPT, the Optional Practical Training Program,
00:18:01.000 which allows these foreign students to stay for up to a year,
00:18:04.360 though there's certain sort of subsections of that program where they can stay for up to three years.
00:18:10.060 But what's so interesting about this, Steve, is that, again, it's a total scam.
00:18:15.800 What do I mean by that?
00:18:17.060 They basically have cheapened and exploited, though I think you could maybe make the case
00:18:21.820 there wasn't much to cheapen or exploit from America's higher education institutions,
00:18:25.140 but they've turned them into basically, you know, shuttles or sort of these nesting doll situations
00:18:32.140 for foreigners who just want to work in this country at depressed wages to gain citizenship
00:18:38.800 through the scam of higher education.
00:18:41.100 Why do I say that?
00:18:42.660 Of data that has been able to be pulled.
00:18:45.300 Bloomberg sort of did a long-form report back in 2017,
00:18:49.840 and it actually showed that more than half of the people who were studying here in the United States
00:18:55.920 on these student visas, once they actually won the H-1B lottery,
00:19:03.200 they dropped out of the institutions that they were studying in,
00:19:07.800 and that of most of these students, fewer than one in three actually hang around until completely graduating.
00:19:15.560 And I think the most damning aspect of this program is called STEM OPT, which, by the way, you want to talk to me.
00:19:24.160 Hold it. Hang on. But hang on. But hang on. Whoa, whoa, whoa. Hang on. Hang on.
00:19:27.320 I assume what you just said about the program, when they leave or otherwise,
00:19:30.800 they immediately get sent back home to their mother country, correct?
00:19:33.900 So I shouldn't feel worried?
00:19:35.480 Well, unfortunately, I hate to be the perennial bearer of bad news here in the war room, but not quite.
00:19:43.740 And there's sort of two ways to look at this.
00:19:46.040 One is they essentially have treated this foreign working class as just a way to legally,
00:19:53.660 sort of a subsidy, right, to escape having to pay American workers a fair wage.
00:19:59.000 And like I was saying, how this goes back to the 90s, so much of the sort of BS propaganda fear porn
00:20:06.260 over the idea that there was a shortage of American workers went back to a study that the National Science Foundation
00:20:14.100 put out, like I said, a little bit before the 1990 Immigration Act.
00:20:18.880 And it's so funny because this study, researchers have tried to independently find it and go through the data,
00:20:24.620 the analysis of it, but the National Science Foundation actually never posted it.
00:20:29.880 They never named the researcher who participated in it.
00:20:32.520 And the Government Accountability Office actually found that the data they were using was completely bunk.
00:20:37.760 And if you read the report, there's one throwaway line where they essentially admit
00:20:42.980 that these education pipelines are just pathways to sort of pseudo-citizenship,
00:20:50.040 so big corporations or big tech can exploit foreigners for cheap labor while actively discriminating against Americans.
00:20:59.520 And to make that point, I would go back to the program I was about to talk about, which is STEM OPT.
00:21:05.580 So that's an extension for a total of three years.
00:21:08.460 But the foreigners who are working under that program, they're exempt from payroll taxes, right,
00:21:14.240 that are funding Social Security and Medicare.
00:21:16.040 And their employers are also exempt from that portion of their taxes.
00:21:21.020 In other words, they're getting a tax subsidy to not have to hire Americans.
00:21:26.580 And when groups like CIS have run the numbers, you're talking about nearly a loss of $4 billion annually
00:21:32.780 as a result of this tax exemption.
00:21:35.160 And, Steve, here's the real kicker.
00:21:37.540 The STEM OPT program was initially launched in the Bush era,
00:21:41.900 and they wanted to sort of secretly do it, not by some big press conference out in the open.
00:21:48.440 They later had to because they were sued and they had to open it up to comments from the American public.
00:21:54.780 But it was really interesting because they had a line in there where they were forced to admit,
00:21:59.120 and I quote, DHS acknowledges that this rule includes neither a quantified estimate of potential negative impacts
00:22:06.020 to individual U.S. workers nor a quantified estimate of specific benefits to U.S. educational institutions
00:22:12.380 or to the overall economy.
00:22:14.960 In other words, it's never been about bringing in the best and brightest.
00:22:19.340 It's never been about boosting up the merit of these higher education institutions.
00:22:23.840 It's always been a scam in the same way that lobbyists get their white papers on a host of issues.
00:22:30.460 This issue of importing foreign workers is and always has been about that.
00:22:35.400 And the Biden regime actually nuked a Trump-era initiative to bring in an ICE review commission
00:22:41.280 to go after the fraud that was plaguing this program
00:22:44.420 and that they were using to discriminate against American workers.
00:22:47.660 Joe Biden killed that.
00:22:48.960 Mayorkas killed another Trump-era program that killed—that focused on visa overstayers.
00:22:56.180 But all together, you're talking about a conspiracy against rights of the American worker.
00:23:04.840 So much to the point that—catch this, Steve.

00:23:09.320 In 2020, when President Trump—sorry, in 2017, when they were suing over the H-1B stuff,
00:23:18.780 guess what groups were suing on behalf of foreign workers to make sure that the H-1B pipeline could continue

00:23:30.960 It was the American Council of Education, the American Association of Community Colleges,
00:23:36.920 the American Association of State Colleges and Universities, the Association of American Universities.
00:23:43.260 I'm sorry, what does it even mean then to be American if they're the ones that are actively working legally and otherwise?

00:23:52.300 And might I just add my last point, which I know we'll get into with Chris.
00:23:55.480 But the only point that I've ever heard coming from these elite academic institutions,
00:24:02.160 which I was blessed but also cursed to have attended—I'm grateful my parents sent me there—
00:24:07.180 but I was also able to have a front-row seat to the revulsion that the ruling class of this country has for American workers,
00:24:14.080 I think epitomized by what I just laid out.
00:24:16.720 There's no demonstrable benefit to having people come into this country from—sorry, to these schools from foreign countries.
00:24:26.240 And that might be a hot take.
00:24:27.480 I know that's a little more radical than maybe what you think.

00:24:33.700 The children that I went to school with, whether it was Harvard-Westlake or across this country,

00:31:45.860 but 25% of international students on an annual basis
00:31:51.640 end up working in the state
00:31:53.540 that they end up graduating college in

00:32:01.840 What's interesting is when you look

00:32:07.560 that seems to be most in the headlines about this issue,

00:32:19.980 that's a lot of foreigners taking jobs away from America.

00:32:35.040 I'm always sort of challenging the environment at USC.

00:32:42.560 who's trying to take Elise Stefanik's open seat,
00:32:46.740 or Dallas Saunier,
00:32:48.020 who runs the content production over at Daily Wire.
00:32:51.520 I really want to expand the minds and perceptions
00:32:54.040 of the students at USC,
00:32:55.620 and USC has been very supportive of that.
00:32:58.520 But if you look at the school in general,
00:33:00.480 it follows the same sort of systemic issue
00:33:03.000 that we have across the nation.
00:33:04.540 There are 6,000 Chinese students alone at USC.
00:33:09.680 There's roughly 3,000 Indian students there.
00:33:12.860 There are a lot of international students on that campus,
00:33:16.520 roughly 24%.
00:33:17.800 If you extrapolate that to my alma mater,
00:33:20.540 Cornell University, it's roughly 26%.
00:33:23.280 So why are we educating
00:33:26.460 all these international students?
00:33:28.720 I can see a lot of pluses to it,
00:33:30.740 but in terms of what we've been talking about
00:33:33.580 and what the national dialogue has been recently,
00:33:36.600 I think we need to relook at this and say,
00:33:39.000 wait a minute,
00:33:39.560 we're taking spots from Americans
00:33:41.660 at our elite institutions
00:33:43.280 and giving them to those who we might say,
00:33:46.560 you can't even work here.
00:33:47.760 Or even worse, they work somewhere else
00:33:49.980 and possibly in a bad scenario
00:33:52.520 can be used to weaponize against us
00:33:54.720 if they're in the high-tech industry,
00:33:56.980 say in China
00:33:57.780 or some other foreign adversary country.
00:34:00.060 So it's an interesting topic
00:34:01.780 and I'm glad you guys are trying to address it.
00:34:04.140 Well, and I'll preface this too
00:34:06.060 with this isn't just, you know,
00:34:07.660 anti-China's screed.

00:34:14.100 it stipulates that any Chinese citizen
00:34:16.460 can be requisitioned
00:34:17.960 by the Chinese Communist Party
00:34:19.720 at any point for any purpose
00:34:21.480 to achieve what they vaguely define
00:34:23.560 as the national security aims of the regime.
00:34:26.900 So you don't know what these students are engaging in,
00:34:29.200 let alone excluding the Confucius Institutes
00:34:31.720 and the Chinese Students and Scholars Association,
00:34:34.200 which is basically Confucius Institute,
00:34:36.100 plus espionage as defined by our own federal government.
00:34:40.360 But something struck me,
00:34:41.180 we were talking on the phone earlier today,
00:34:42.640 and you were like,
00:34:43.080 there's an inner conflict
00:34:44.480 where when you're looking out on your class
00:34:46.800 and you're quite literally
00:34:48.540 handing non-Americans, foreigners,
00:34:51.620 the tools, the tricks of the trade
00:34:53.820 to effectively more compete out, right,
00:34:57.140 or compete against their American counterparts.
00:35:00.540 I'm just curious how sort of reflective
00:35:02.840 on just a cross-institutional basis
00:35:05.380 across the country,
00:35:06.400 you think that that is
00:35:08.580 and what you think,
00:35:09.380 not the solution necessarily is,
00:35:11.340 but what you think are more reasonable numbers
00:35:13.780 for foreign students to be
00:35:15.340 in these, you know, highly selective programs.
00:35:17.760 Well, I think number one is
00:35:19.920 we have to determine,
00:35:21.360 and as I know Steve and yourself,
00:35:24.260 we're friends with Chinese people.
00:35:26.360 This is not an anti-Chinese people
00:35:28.940 kind of platform.

00:35:32.160 is our best strategy as Americans
00:35:34.640 and to make this country
00:35:36.060 as good as it possibly can be
00:35:37.840 and to allow the people of this country,
00:35:40.300 the citizens of this country,
