00:08:16.300 The director of national intelligence, Tulsi Gabbard, releasing a bombshell report today that shows a conspiracy by a sitting president, Barack Obama, and his intel agencies to sabotage the president-elect, Donald Trump, brainwash the electorate, and undermine the legitimacy of an election.
00:08:32.760 There is irrefutable evidence that detail how President Obama and his national security team directed the creation of an intelligence community assessment that they knew was false.
00:08:45.640 They knew it would promote this contrived narrative that Russia interfered in the 2016 election to help President Trump win, selling it to the American people as though it were true.
00:08:56.340 It wasn't.
00:09:26.320 Barack Obama wasn't satisfied with his intelligence reporting and ordered his CIA director to create a new assessment of how Russia interfered with the election.
00:09:36.200 This was a highly unusual move.
00:09:39.240 John Brennan handpicked five CIA analysts to write the assessment, and they were siloed.
00:09:45.720 None of them knew what the other was doing.
00:09:47.460 And only one analyst was in charge of drafting this report.
00:09:51.920 There was nothing routine about this, and it was a rush job to publish before Trump was sworn in.
00:09:57.920 Nothing was coordinated with the other intelligence agencies either.
00:10:01.920 Basically, this was home cooking for Barack Obama.
00:10:05.280 There were four key elements from the assessment that were repeated over and over again and formed the basis of the Russia hoax and the Robert Mueller witch hunt.

00:10:18.660 Two, Putin took action to help Trump win.
00:10:22.300 Three, the Russians had blackmail on Trump.
00:10:25.220 That was the Steele dossier.
00:10:26.740 And four, that the Russians tried colluding with the Trump campaign.
00:10:31.200 None of any of this was ever true.
00:10:34.160 There was no reliable intelligence to support any of these allegations.
00:10:39.920 Senior CIA officials repeatedly refused to traffic in these allegations.
00:10:44.880 But they were repeatedly overruled by CIA Director Brennan and FBI Director Comey,
00:10:51.260 who insisted that they be pushed, even without verifiable evidence.
00:10:56.020 The Obama administration cherry-picked the intelligence, lied about their sources, misquoted sources, didn't corroborate their claims,
00:11:06.160 suppressed intelligence that ran counter to their narratives, and even used anonymous Internet postings.
00:11:13.540 Rank-and-file CIA admitted what they were doing violated their own tradecraft standards.
00:11:19.780 There was a massive pressure campaign that came right from the top.
00:11:23.280 CIA analysts say they received unusual directives from political appointees, the CIA director, and Obama himself.

00:11:54.300 Ned, you wrote that what Gabbard is doing with her claims is rhetorical sleight of hand.

00:12:01.860 Yeah, you know, Chris, on one level, it's not at all surprising that an influential personality in Washington this month
00:12:08.180 is talking about a shadowy cabal of some of the country's most influential and powerful, engaging, and sordid crimes,
00:12:15.160 and then a subsequent cover-up to hide their tracks.
00:12:18.180 The problem is, in this case, the person speaking is the director of national intelligence, Tulsi Gabbard,
00:12:22.840 and of course she's not talking about Jeffrey Epstein, the scandal engulfing her administration.
00:12:27.040 She's talking about the Obama administration in 2016.
00:12:30.800 What I meant by rhetorical sleight of hand is the fact that she is very intentionally, I think,
00:12:35.960 conflating two very different terms.
00:12:38.700 She is correct, and every good conspiracy theory starts with the smallest kernel of truth,
00:12:43.500 and she is correct that the Obama administration in which I served was clear both before the 2016 election
00:12:48.960 and after that Russia could not and did not hack the election.
00:12:53.600 And by that, we meant that Russia did not alter the vote tallies, did not mess with voter rolls,
00:12:58.560 did not interfere in the actual voting process itself.
00:13:01.780 But she then uses that conclusion, that term hack, to say, but then how could they say,
00:13:07.720 how could the intelligence community say in January 2017 that Russia sought to influence the election?
00:13:13.060 And Chris, as you know, as your viewers know, there's a big difference between hacking the election,
00:13:17.200 that is to say, actually changing votes, changing voter rolls, tallies, and influencing the election,
00:13:22.680 using propaganda, using social media bots, using social media ads
00:13:27.700 to try to change the attitudes of the American people.
00:13:31.320 The real scandal, Chris, is that we have a director of national intelligence
00:13:34.980 who, despite the efforts of rogue states, of cyber criminals, of terrorists,
00:13:42.300 she is engaging in partisan politics.
00:13:44.760 She is using her bully pulpit to weaponize the intelligence precisely what she has railed against in the past.
00:13:51.440 Donald Trump knows that the Russians helped him win in 2016.
00:13:56.040 Putin hated Secretary Clinton so much that the flip side of that coin was he had a clear preference

00:14:05.420 It was Russia, in a very systematic way, and tried to interfere in the election
00:14:10.280 and to try to advance the prospects of Donald Trump being elected.
00:14:13.760 This was such a malicious disinformation campaign perpetrated on the American people
00:14:18.180 that, at one point, 60 percent of Democrats believed the Russians hacked our voting machines
00:14:23.840 to help Trump win the White House.
00:14:26.740 What this report actually shows is that the Russians just wanted to create chaos
00:14:31.720 and undermine Americans' faith in democracy.
00:14:35.780 Solid intelligence suggested that Vladimir Putin didn't care who won.

00:14:41.100 But, like most people, expected Hillary to win and had a little docket of compromising dirt on her.

00:14:50.300 Now, if Putin wanted Trump to win, why didn't Putin drop the dirt?
00:14:56.320 There were high-level DNC emails that detailed evidence of Hillary's, quote,

00:15:06.040 and that then-Secretary Clinton was allegedly on a daily regimen of heavy tranquilizers.
00:15:13.440 Then-CIA Director Brennan and the intelligence community mischaracterized intelligence
00:15:17.640 and relied on dubious substandard sources to create a contrived false narrative
00:15:22.440 that Putin developed a, quote-unquote, clear preference for Trump.
00:15:26.240 Now, if Clinton was on tranquilizers like the Russians believed,
00:15:30.040 why didn't they leak it to help Trump win?
00:15:32.240 How credible was the information about Hillary Clinton's power?
00:15:34.900 All I have seen is what the intelligence committee have reported through their investigation.
00:15:42.220 I think the underlying point there is that we understand from intelligence

00:15:51.280 And the important point here is that if they were trying to influence the election,

00:19:08.000 And, unfortunately, it's an insult to the intelligence profession because there were so many people who worked on this intelligence community assessment that was done to make sure that people understood exactly what the Russians did in 2016 and what they were capable of doing in the future, which is why President Obama asked us to put this together.

00:19:30.820 We had the experts, those who are steeped in understanding Russia, understanding exactly their capabilities, what they do on the covert influence front and other things.
00:19:40.980 And so, therefore, again, I feel very confident that if people take a look at this, and I wish Tulsi Gabbard and John Ratcliffe would read the assessment.
00:19:49.520 Tulsi Gabbard, you know, she may be impaired on the ethics front, certainly, but she's not impaired on the intellect front.
00:19:55.660 And so I can only presume that she is doing this intentionally, intentionally mischaracterizing, misrepresenting, and lying about what she has found.

00:22:09.460 Off the top of his head, off the top of his head, all the details, he knows this very deeply, not just the way he was there, it's kind of burned in his soul what happened here.

00:38:58.920 particularly, I think those two, I'm not sure, Detroit, but definitely in Chicago and in

00:39:03.560 So the president's a, someone the president has tremendous confidence in, and you can
00:39:09.180 tell he's taken active control of this, has gone down and had an interview five hours.
