00:00:45.360 This is just something that you only see in kind of extreme, securitized authoritarian states,
00:00:50.640 where you essentially have a militarized force operating domestically that is only accountable
00:00:58.020 to itself and to Donald Trump.
00:00:59.620 From everything we hear about this, it kind of reports up through Stephen Miller to Donald
00:01:04.000 Trump personally.
00:01:05.060 And so we're talking about tens of thousands of heavily armed people going out into American
00:01:08.980 communities, deporting people.
00:01:11.380 What people should watch here is mission creep.
00:01:14.200 Does ICE start to have?
00:01:15.280 Well, I mean, the thing that is so scary about the Washington piece is that has nothing to
00:01:18.020 do with immigration and customs enforcement.
00:01:20.280 If ICE is going to be a part of that.
00:01:21.600 And I'm sorry to have a pretty haunting analogy, you know, but this is kind of like, you know,
00:01:26.840 the essay, right?
00:01:28.020 Like that we saw in Germany, the idea that you essentially have a militia that is answerable
00:01:33.740 only to and accountable only to the leader, in this case, Donald Trump.
00:01:38.400 And so this is this is something that we all have to see is kind of, I think, the most dangerous
00:01:42.540 manifestation because this is new in America.
00:01:44.460 We're not used to having a militarized federal security force on our streets.
00:01:48.640 This is the primal scream of a dying regime.

00:03:19.680 He's, I think, the top guy on looking at stats on crime and really cutting to the truth
00:03:25.140 of what's happening with gun rights and all that.
00:03:27.540 He's also written a brilliant piece on tariffs and President Trump out today, as you know,
00:03:32.240 all day long, because really the tariffs kicked in in the last couple of days.
00:03:35.500 He's very proud of what he's done in redoing the commercial relationships of the world.
00:03:39.340 But, Lott, I got you on here for a couple of things.
00:03:42.440 Number one, the situation in D.C. where President Trump is obviously looking at the criminal
00:03:47.520 statistics of the District of Columbia, the imperial capital, and saying this thing's
00:03:51.640 out of control and I may have to federalize the police force.
00:03:55.200 I may have to send in, I don't know, National Guard or whatever.
00:03:58.720 You've got this situation right there where they accuse President Trump with the ICE agents
00:04:02.580 and the federalization of some National Guard around this, of creating the SA is really
00:04:07.220 the brown shirts in Nazi Germany in the 1930s.
00:04:11.060 And then, last but not least, the shooting that happened in Fort Stewart the other day.
00:04:14.020 You've been an expert in saying, hey, these gun-free zones work to the exact opposite.
00:04:18.800 Let's take it from the top first.
00:04:20.820 Since you're the guy everybody always turns to for the hard data about crime, what is going
00:04:26.640 on in the District of Columbia, the imperial capital, and President Trump now, it's beyond
00:04:30.800 threatening.
00:04:31.260 I think it's actually in motion that he's saying, we just can't allow these streets to
00:04:36.960 be out of control.
00:04:38.100 And obviously, the D.C. Metro Police and really the mayor has no intention of really having
00:04:45.300 law enforcement, sir.
00:04:48.160 Right.
00:04:48.820 Well, crime, reported crime to police has gone down the last few years in D.C., but it's
00:04:55.100 still above where it was prior to COVID.
00:04:58.120 One of the problems that you have in D.C. is they have fewer police now than they had
00:05:04.840 before COVID.
00:05:06.380 It went up slightly last year, but it's still below what it was before, despite the increase
00:05:11.900 that they've had in the population.
00:05:14.240 But one of the big problems that they have is that they really just don't punish juveniles.
00:05:19.100 You have in the city is responsible for going and prosecuting juveniles.
00:05:28.400 The federal government basically handles crimes by adults.
00:05:33.180 And unless they're going to get serious about cracking down on crime against juveniles, you're
00:05:39.280 going to have situations like you had the other night where Doge's big balls was harmed.
00:05:46.980 And I guess there were like 10 juveniles that had attacked him.
00:05:52.520 Look, this isn't rocket science.
00:05:54.700 If you want to reduce crime, you have to make it risky for criminals to commit crime.
00:05:59.380 And you can do that in many ways.
00:06:01.500 You can go and have higher arrest rates, higher conviction rates, longer prison sentences,
00:06:06.880 the death penalty.
00:06:07.740 But you can also make it riskier by allowing victims to be able to go and defend themselves.
00:06:13.420 And D.C. makes it very difficult for people to be able to go and defend themselves.
00:06:20.620 They allow concealed carry permits, but it's very restricted.
00:06:26.060 Visitors to D.C. essentially find it impossible to be able to go and carry there.
00:06:31.740 They don't recognize permits from other places.
00:06:35.660 There's in the next reconciliation budget that they have, there is a provision in there
00:06:42.300 that would require D.C. to recognize concealed carry permits from other parts of the country.
00:06:50.080 You know, that would be useful.
00:06:52.480 But, you know, Trump is right.
00:06:55.120 To be able to go and put more federal agents on the street is just one way of making it costly
00:07:01.300 for criminals to go and commit crime.
00:07:05.800 Are you, are you, is it more in the Judge Jeanine, is it more about actual enforcement
00:07:12.380 and enforcing on these juveniles and charging them as adults?
00:07:15.880 Because, you know, people are saying it's scary in certain parts of town with these packs of young kids.
00:07:21.240 Or do you think it, would you caution President Trump about federalizing and putting federal law enforcement officers in there?
00:07:28.120 I mean, what would be your recommendation to the president?
00:07:31.600 Well, Judge Jeanine has restrictions on what she can do.
00:07:35.740 I believe they have to go and change the rules for D.C.
00:07:40.320 so that somebody who is 14 would be classified as an adult.
00:07:44.780 And at that point, she could go and prosecute him.
00:07:47.820 Look, there's a big difference between what she's doing and what the U.S. attorney under Biden did.
00:07:54.980 The U.S. attorney under Biden dropped over half of, of the arrests and didn't prosecute them for violent crimes that were there.
00:08:05.640 You know, he was willing to go after J6ers and others.
00:08:09.640 But when it came to actual violent criminals, he wasn't willing to prosecute them.
00:08:15.780 So, look, that's helpful, at least in terms of how they're treating adults.
00:08:20.700 But D.C. is going to have to make some changes there to make it so that the U.S. attorney can go and prosecute people who are 15 years of age or whatever,
00:08:32.640 who are engaged in these types of PACs.
00:08:35.740 Look, as far as federal officers go, I don't, you know, to me, it doesn't really matter whether it's a federal officer or whether it's a metropolitan police officer.
00:08:46.360 You're talking about the capital city for the United States in part, though, you know, this applies in general.
00:08:53.240 I mean, look at Los Angeles, where they went and used National Guard troops to go and try to protect ICE agents and reduce violence.
00:09:04.060 I mean, that seemed to work there.
00:09:05.840 So, you know, I don't think it matters for the criminal exactly who's doing it.
00:09:10.720 If you're just making it more likely they're going to be arrested, more likely that they're going to be prosecuted and convicted, you're going to reduce the amount of crime.

00:09:30.940 No, I'm sorry. I had my I had my block on people are this gets to our second point about the mass deportations.
00:09:39.520 They're saying now the progressives are going crazy, saying President Trump's really building a group of brown shirts that in bringing these troops in and giving them authority away from local police.
00:09:53.500 He's essentially building a force that he can turn on anybody.
00:09:56.680 Walk us through your your understanding what President Trump's trying to accomplish here, particularly in these out of control sanctuary cities.
00:10:03.060 Well, I mean, he's focused overwhelmingly on criminals, people who particularly violent criminals that are there.
00:10:11.480 You know, one of the puzzles that you often have is why these Democrat sanctuary areas fight so hard against deporting criminals.
00:10:22.040 I mean, murderers, people who are child rapists.
00:10:24.720 And, you know, I think partly what's going on is just the census counts illegals as the same as U.S. citizens when it's coming to things like figuring out the population in an area which is used for things like congressional districts.
00:10:41.620 You look at California, the most conservative estimate that I've seen with regard to the number of illegals in California is like three million.
00:10:50.680 Obviously, I think it's much higher than that.
00:10:54.080 But, you know, you may be talking about five congressional districts or more as a result of that.
00:11:01.160 You look at New York and Illinois and New Jersey and Maryland and Massachusetts and these other places.
00:11:09.480 You know, you may be talking about 25 congressional districts, the equivalent of that.
00:11:13.920 You know, I can understand why they want to be magnets for attracting illegal aliens to their areas.
00:11:24.400 And, you know, otherwise, it's pretty much a puzzle why they go and fight so hard against even deporting people who are child rapists.
00:11:35.900 And so, you know, I think, you know, it's really I'm glad Trump is talking about trying to redo the census.
00:11:47.960 Obviously, it's not going to affect the redistricting right now.
00:11:52.200 You have to wait until they do the next census properly.
00:11:55.800 But at least it would give people an idea of how messed up the system is right now.
00:12:01.600 I have to say one other thing, though.
00:12:03.860 Trump has to be careful in terms of who he appoints to run these types of things.
00:12:09.240 One of the mistakes that he made for the 2020 census is that he didn't use people who actually were good at statistics that were there.
00:12:19.560 And the census itself has acknowledged that there were systematic errors that overcounted population in Democratic-controlled states and undercounted them in Republican states.
00:12:32.320 It may have been a difference of like 13 congressional districts that should have gone from Democratic states to Republican states.
00:12:40.160 You know, maybe you're talking about 10 more Republicans, at least, that should have been in Congress.
00:12:45.200 Could you imagine how different the discussions we've been having this year would be if rather maybe than three Republican vote margin in the House?
00:12:55.880 We had 13.
00:12:57.460 It would be very different.
00:12:59.640 And so this makes a big difference.
00:13:01.760 And so hopefully this will be something that's dealt with in the future.
00:13:06.560 Before I lose you, I got to talk about this amazing piece you just wrote, President Trump today putting out tariffs.
00:13:11.920 This is his 200th day, and one of the things he's proudest of is how he's redone the commercial relationships in the world and particularly with the use of tariffs.
00:13:21.480 You've got a great piece up.
00:13:24.160 Walk me through it.
00:13:26.200 Yeah.
00:13:26.640 So just so people know, I have a Ph.D. in economics.
00:13:30.140 I've had research and teachings positions at Stanford, University of Chicago, the Wharton Business School, Yale, UCLA.
00:13:37.320 And I've written on trade type issues.
00:13:40.060 So this is something that's in my wheelhouse.
00:13:43.020 And look, you have all sorts of economists and others who go and say tariffs distort trade.
00:13:50.660 They reduce the amount of trade.
00:13:52.720 They hurt consumers.
00:13:54.320 They go and reduce investment and growth.
00:13:59.300 Look, all those things are true.
00:14:00.760 But the thing is, they're also true for all the other taxes that you have there.
00:14:05.420 Sales taxes distort.
00:14:07.360 Income taxes distort issues about things like how much labor people are willing to sell, how much they're willing to work.
00:14:14.480 Corporate income taxes reduce growth.
00:14:16.700 So do regular income taxes on personal people.
00:14:20.280 And so, you know, the question isn't whether, I mean, all taxes do this.
00:14:24.420 So to go and use the arguments against tariffs doesn't make much sense unless you also compare it to others.
00:14:33.340 The issue that economists should be looking at is how do we reduce the overall disincentives created across all the different taxes.
00:14:43.380 Before Trump became president, the average tariff rate was 2.5 percent.
00:14:47.860 I mean, compare that to income taxes where you just look at state and federal, the top rate on average across states is like 44 percent.
00:14:57.740 For corporate income taxes, the top rate would be about 27 percent.
00:15:03.720 You know, those are really high rates.
00:15:06.160 And the things that people have to understand is that the size of the distortion increases more quickly with the level of taxes.
00:15:15.580 So if I have a 20 percent tax, I have more than twice the distortion that I have if I have a 10 percent tax.
00:15:23.120 Now, I don't know what the correct optimal tariff is, but I am willing to bet you a large amount of money it's a lot higher than 2.5 percent.
00:15:35.120 And so, you know, somehow, I mean, I don't like taxes at all in general.
00:15:41.360 OK, but you've got to have some taxes.
00:15:42.900 We spend money on things.
00:15:44.880 And so the question is, what's the right mix of taxes that we have there?
00:15:50.840 And I think Trump is much closer to getting it right than people who just say we shouldn't have any tariffs at all.

00:17:42.420 So a lot of these cops, they don't even bother arresting people anymore because the district attorneys just release people on no bail and they don't prosecute the crimes.
00:17:53.100 So and also the police, people go after him and sue him and they lose their jobs.
00:17:58.460 So why are they going to put their neck on the line and go arrest people when nothing happens?

00:18:05.820 So the head law enforcement officer is Pam Bondi, and she needs to go to all the police departments nationwide and tell them to start enforcing the laws.
00:18:16.140 Look at lawless areas like California, Chicago, New York, Washington, D.C.

00:18:24.480 Drugs are rampant.
00:18:25.560 And like this thing that happened in Cincinnati a couple of weeks ago, the police didn't even want to take a police report for the for the victims that one of the victims I saw was on Fox News last night.

00:18:42.620 So there's a record of what happened when the the group of thugs attacked the white people like two weeks ago, I think it was.
00:18:49.620 But this is going on nationwide.
00:18:51.340 So you call it whatever you want, brown shirts or militarization.
00:18:55.920 But the police, they they they need support.

00:43:38.960 Because if we don't break that, we're cutting the weeds off at the top, but the underlying
00:43:43.960 roots are there.

00:45:24.280 to jail for tax evasion and you're sort of getting something, getting these people on some
00:45:28.600 charges that may not be emotionally satisfying, until we see some legal accountability, all
00:45:33.800 of this is going to do is retreat to the shadows.
00:45:36.240 But again, I want to say that, yes, there are some roots being pulled up, but people should
00:45:42.040 disabuse themselves.
