So there's kind of this thing where, yeah, we can sponsor you to be a permanent resident, but you've got to be the only guy who knows how to do this certain app thing.

The underlying issue is that U.S. immigration policy requires most employers to do labor market testing at the PERM stage where they are sponsoring a foreign worker for the green card.

So basically they can give the green card and take that next step in the process, the green card for the migrant, as long as they couldn't find an American to fill that role.

And then that gray area is where they take advantage, I'm assuming.
